DUTIES & RESPONSIBILITIES:


1. Manages the QMS and its Core Teams;
2. Sets the direction in the preparation of the Quality Manual and initiates its revision, when need arises;
3. Ensures that the management system is established, implemented and maintained compliant to the
requirements of ISO 9001:2015;
4. Reports to the Board of Directors on the performance of the QMS, including areas for improvement;
5. Acts as liaison with external parties on matters relating to the QMS (e.g. technical assistance, certification
body, oversight agencies);
6. Coordinate QMS activities within the organization, including consolidating information/ data generated by
the QMS Core Team, such as QMS performance, status of accomplishment against set objectives,
compliance obligations, training needs and provisions, among others;
7. Provides logistics to facilitate the conduct of activities necessary for QMS, including availability of
information needed as basis for its improvement; and
8. Chairs the Management Review Committee (MRC) Meetings.

PRINCIPAL ACCOUNTABILITIES:
1. Performance and Measurement of activities related to achieving the quality objectives and customer
satisfaction.
2. Results of Management Review Committee meetings

DESCRIPTION OF AUTHORITY:
1. Represent the Company
2. Revision of the QMS Manual
3. Approves the appointments of the Deputy QMR and other positions necessary to the DICT QMS.
4. Approves the issuance, revision, re-production and retention of the QMS documents.

DUTIES & RESPONSIBILITIES:

Mainly responsible for assisting the QMR in the establishment, day-to-day implementation and maintenance
of the QMS, particularly those that relate to their respective areas, including among others the following:

1. Assisting the QMR in all identified responsibilities including review of documents pertaining to QMS;
2. Conducts initial review on the Internal Quality Audit findings and submits recommendation to the QMR
in addressing the nonconformities relating to the QMS policies, objectives, plans & programs,
procedures, work instructions and guidelines;
3. Assist the QMR in managing the output of the Documentation, Training and Development and Internal
Quality Audit Committees;
4. Leads the conduct of trainings and orientations necessary to ensure effective quality management and
of conforming to the QMS requirements to ensure that the QMS achieves its intended results; and
5. Moderate the MRC Meeting in the absence of the QMR.

1. Take-over the principal accountabilities and authority assigned to the QMR in latter’s absence.

DUTIES & RESPONSIBILITIES:

The main responsibility of a DCO is the control of documented information related to QMS by:

1. Evaluating, maintaining, and improving document and data control system and procedure;
2. Managing the documented information including records of the Company’s QMS;
3. Ensuring compliance to defined procedures of the system;
4. Participating in internal audits regularly to ensure that the established procedures and work
instructions are updated;
5. Ensuring that controlled copies of the latest approved and newly released documents are issued or
distributed to all concerned offices and uploaded in the DICT website and that obsolete or superseded
copies are retrieved to avoid confusion;
6. Checking and inspecting the Departmental Manuals to ensure that documents are updated, monitored
and required standards are complied with;
7. Taking and preparing minutes during Management Review Committee Meetings and QMS Committee
meetings;
8. Providing support for QMS during certification audits and actively participating in documentation
activities of services;
9. Coordination of IQA Annual Plans and other related implementation procedure;
10. Control of IQA documentation i.e. Annual Audit Plans, Nonconformity Corrective Action Report and
other related IQA documents;
11. Coordinating with the respective Department Heads regarding the implementation of related programs
and activities;
12. Ensuring that the QMS compliance with the regulatory and statutory obligations are being updated and
monitored; and
13. Coordinating with the QMR on the QMS implementation and documentation, monitoring and updating
of the status of compliance obligations and notifying the responsible service to address active concerns.
PRINCIPAL ACCOUNTABILITIES & DESCRIPTION OF AUTHORITY

1. Controls the issuance, production and retention of the DICT QMS Manual and its records.

Position : Lead QMS Internal Auditor

DUTIES & RESPONSIBILITIES:

Manages a team of Internal Quality Auditors in the performance of Internal Audits, ensuring that internal
audits comply with applicable regulations, standard and guideline of ISO 9001:2015 and that the resulting
reports are fair, impartial and useful. The lead auditor is also responsible for selecting competent internal
auditors and providing the auditors with information and other resources they need to carry out the quality
audit

1. Manage and implement the internal audit of the DICT;


2. Prepare, review and update the procedure of Internal Quality Audit and its documentation;
3. Assist in development of audit plans and audit schedules and prepare audit plan;
4. Document process and prepare audit findings memorandum;
5. Conduct follow-up activities to measure effectiveness of corrective actions;
6. Evaluate the performance of Internal Quality Auditors;
7. Identify processes and situations where the company is meeting its requirements; as well as identify
opportunities for improvement; and
8. Represent the group during Opening Meeting.

PRINCIPAL ACCOUNTABILITIES & DESCRIPTION OF AUTHORITY

1. Internal Quality Audit Committee


2. Submission of the periodic audit results to the MRC.
3. Selection of Internal Auditors.

4. Must have undergone training on the Lead Auditor Course

3. Prepares necessary reports as may be assigned by the Lead Auditor.
4. Objectively assess a company’s business processes.
5. Assess the company’s risks and the efficacy of its risk management efforts
6. Ensure that the department is complying with relevant laws and statutes
7. Promote ethics and help identify improper conduct
8. Communicate the findings and recommendations.

PRINCIPAL ACCOUNTABILITIES

1. Documentation of the Internal audit results on whether corrective actions has been implemented.

4. Must abide to the nondisclosure of information policy.
