RESOLUTION OF BOARD OF TRUSTEES OF

THE YSLETA INDEPENDENT SCHOOL DISTRICT

A RESOLUTION by the Board of Trustees of the Ysleta Independent School District


expressing the Board's intent with respect to the use of proceeds of unlimited tax school building
bonds to be issued following approval of the voters of the District:
WHEREAS, the Board of Trustees (the “Board") of the Ysleta Independent School District
located in El Paso County, Texas (the "District') has called for an election to be held on November
5, 2019 (the "Election") to authorize the issuance of school building bonds (the "Bonds"); and
WHEREAS, at public meetings and presentations in connection with the Election, there
have been various discussions of facility needs and the construction projects currently anticipated
to be financed with Bond proceeds in the event the District voters approve the Bonds in the
Election; and
WHEREAS, the Board would like to establish its current intention to use funds from any
issuance of the Bonds for certain of those projects; and
WHEREAS, the Board hereby finds and determines that this action is in the best interests
of the citizens of the District; now, therefore,
BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE YSLETA
INDEPENDENT SCHOOL DISTRICT:

SECTION 1: The Board covenants and pledges to the voters of the District that if an election is
held and approved by voters, the District will issue the Bonds in one or more series, in accordance
with applicable requirements of law, for the construction, renovation, demolition, acquisition and
equipment of school buildings in the District and other permissible uses (collectively, the "2019
Bond Projects"). The 2019 Bond Projects shall include:
(i) safety and security upgrades and improvements to various facilities districtwide;
(ii) conversion to refrigerated air at various school buildings throughout the District,
with priority to Ysleta Learning Community and Del Valle Learning Community;
(iii) construction of a new Hanks Middle School;
(iv) replacement/construction of a new Riverside Elementary School;
(v) modernization of Bel Air High School;
(vi) replacement/construction of a new Scotsdale Elementary School;
(vii) rebuild of Dolphin Terrace Elementary School.
(viii) renovations and improvements at Riverside High School, CTE Facility.
In addition, as funding permits, the 2019 Bond Projects may include, but not be limited to, other
upgrades and life cycle improvements to District schools and facilities; technology infrastructure
improvements and upgrades to various District facilities; resurfacing sports tracks and athletic field
upgrades at various schools; performing arts facilities, and purchase of new buses to transport
students.
The order of the description of projects listed in this Section is not intended to confer any priority
of construction scheduling.
SECTION 2: The recitals contained in the preamble hereof are hereby found to be true, and such
recitals are hereby made a part of this Resolution for all purposes and are adopted as a part of the
judgment and findings of the Board.
SECTION 3: All orders and resolutions, or parts thereof, which are in conflict or inconsistent with
any provision of this Resolution are hereby repealed to the extent of such conflict, and the
provisions of this Resolution shall be and remain controlling as to the matters resolved herein.
SECTION 4: This Resolution shall be construed and enforced in accordance with the laws of the
State of Texas and the United States of America.
SECTION 5: If any provision of this Resolution or the application thereof to any person or
circumstance shall be held to be invalid, the remainder of this Resolution and the application of
such provision to other persons and circumstances shall nevertheless be valid, and the Board
hereby declares that this Resolution would have been enacted without such invalid provision.
SECTION 6: It is officially found, determined, and declared that the meeting at which this
Resolution is adopted was open to the public and public notice of the time, place, and subject
matter of the public business to be considered at such meeting, including this Resolution, was
given, all as required by Chapter 551, as amended, Texas Government Code.
SECTION 7: This Resolution shall be in force and effect from and after the date of its adoption,
and it is so resolved.
