ANALISIS PENDEKATAN PENYELESAIAN DEFORESTASI DAN DEGRADASI

HUTAN DI DAERAH SUMATERA DAN KALIMANTAN

Abstrak

Kerusakan hutan yang terus berlangsung cepat di Indonesia membutuhkan pendekatan

penyelesaian yang tepat.Berbagai factor penyebab kerusakan tersebut telah banyak diketahui,
namun tidak mudah diformulasikan dan diimplementasikan. Tujuan tulisan ini menyajikan hasil
identifkasi penyebab deforestasi dan degradasi hutan dan pendekatan penyelesaiannya. Identifikasi
dilakukan terhadap 2 daerah yang memiliki angka kerusakan kawasan hutan tertinggi yaitu di
Sumatera dan Kalimantan. Hasil kajian didapat bahwa penyebab kerusakan secara umum terkait
dengan aktivitas: konversi hutan alam, pembalakan liar, kebakaran hutan, lemahnya penegakan
hukum, konflik tenurial, over eksploitasi, pengembangan infrastruktur dan pengelolaan hutan yang
buruk. pendekatan penyelesaian deforetasi dan degradasi hutan perlu melibatkan banyak sektor.
Penyelesaian masalah kerusakan hutan tersebut harus dilakukan komprohensive meliputi: bidang
kebijakan/hukum (harmonisasi kebijakan dan penegakan hukum), ekonomi (peningkatan
pendapatan masyarakat), sosial-budaya (akses dan peran masyarakat/adat lokal, intensifikasi
pertanian), tata kelola hutan (teknis pengelolaan dan kepastian kawasan), edukasi (intervensi
muatan lokal) dan penyelesaian konflik tenurial. Faktor kebijakan, penegakan hukum, perbaikan
tata kelola kehutanan, koordinasi antar pemangku kepentingan, penguatan sosial budaya, edukasi
dan peningkatan ekonomi masyarakat sangat diperlukan dalam memformulasikan penyelesaian.

Abstract
Ongoing forest destruction in Indonesia continues to require solving approach that tepat.Berbagai
factor cause of the malfunction has been widely known, but not easily formulated and
implemented. This paper presents the results of the identification of the causes of deforestation
and forest degradation and approaches completion. Identification carried out on two areas that
have the highest figure for damage forests of Sumatra and Borneo. Results of the study found that
the cause of the damage is generally associated with the activity: the conversion of natural forests,
illegal logging, forest fires, poor law enforcement, land tenure conflicts, over-exploitation,
infrastructure development and poor forest management. solving approach Deforestation and
