AN ORDINANCE OF THE MACON-BIBB COUNTY COMMISSION TO AMEND SECTION
5: EMPLOYEE BENEFITS OF THE MACON-BIBB COUNTY GOVERNMENT POLICIES
AND PROCEDURES MANUAL SO AS TO ADD “5.06 WELLNESS AND CIVIC
ENGAGEMENT LEAVE” FOR THE PURPOSE OF PROVIDING EMPLOYEES WITH PAID
TIME OFF SO AS TO PROVIDE OPPORTUNITIES TO PARTICIPATE IN ACTIVITIES
RELATED TO WELLNESS AND CIVIC ENGAGEMENT; AND TO PROVIDE FOR OTHER
LAWFUL PURPOSES.
‘WHEREAS, the Macon-Bibb County Commission wishes to amend the provision related to
“Section $: Employee Benefits” of the Magon-Bibb County Government Policies and Procedures
Manual, by ereating. “5.06 Wellness and Civic Engagement Leave” (“New Policy”); and
WHEREAS, the purpose of this New Policy shall be to provide all Macon-Bibb County
employees with time and opportunities to participate in wellness and civic engagement activities on a
‘quarterly basis, and to foster interest and appreciation for personal wellness and
Macon-Bibb County; and
WHEREAS, the Macon-Bibb County Commission finds that this amendment is in the best
pride throughout
interests of the citizens and employees of Macon-Bibb County:
NOW, THEREFORE, BE IT ORDAINED by the Macon-Bibb County Commission
and itis hereby so ordained by the authority of the same that

Section 5: Employee Benefits of the Macon-Bibb County Government Personnel Policies and
Procedures Manuel is hereby amended by adding “5.06 Wellness and Civie Engagement Leave”,
which shall read as follows:
5.06
Wellness and Civic Engagement Leave
1. The MBCG recognizes the importance of fostering and promoting the personal wellness and
civic engagement of the Couniy’s employees and residents. Therefore, the first Tuesday af
every March, June, September, and December shall be known as a “Wellness and Civic
Engagement Day
On each Wellness and Civie Engagement Day, those non-probationary MBCG employees
classified as full-time are eligible to receive up 10 four howrs of paid leave for the purpose of
participating in wellness or civic engagement activities, oF both, as set out in this sub-section.SPONSORS: MAYOR PRO TEM AL TILLMAN

PROVISION RELATED TO “OFFICIAL HOLIDAYS” AS SET FORTH UNDER “SUB-
SECTION 5.04 HOLIDAY PAY” OF “SECTION 5: EMPLOYEE BENEFITS” OF THE
MACON-BIBB COUNTY GOVERNMENT POLICIES AND PROCEDURES MANUAL
SO AS TO PROVIDE EMPLOYEES WITH A PALD HOLIDAY ON ELECTION DAY; TO
FURTHER CORRECT A CLERICAL ERROR; AND TO PROVIDE FOR OTHER
LAWFUL PURPOSES.
Purpose: To add election day as an additional paid holiday for emptoyees, and correct a clerical
error relating to the “Day after Thanksgiving” holiday.
WHEREAS, the Macon-Bibb County Commission wishes to amend the provision related
to “Official Holidays” under “Sub-Section 5,04 Holiday Pay”” of “Section 5: Employee Benefits”
of the Macon-Bibb County Government Policies and Procedures Manual to provide employees
with an additional paid holiday on Election Day each year, being the first Tuesday after the first
Monday in November; and
WHEREAS, the “Official Holidays” provision under “Sub-Section 5.04 Holiday Pay” of
“Section 5; Employee Benefits” of the Macon-Bibb County Govemment Policies and Procedures
Manual currently defines the “Day after Thanksgiving” holiday as the “Fourth Friday in
November”; and
WHEREAS, in years in which November I* falls on a Friday, including 2019, the fourth
Friday in November occurs the week prior to the Thanksgiving holiday; and
WHEREAS, it is the intention of the Macon-Bibb County Commission to clarify this
description so as to provide employees with a paid holiday on the day after the Thanksgiving
holiday each year, regardless of whether such day is the fourth or fifth Friday in the month of
November; and
WHEREAS, the Macon-Bibb County Commission finds that this amendment i
interests of the citizens and employees of Macon-Bibb County:
NOW, THEREFORE, BE LT ORDAINED by the Macon-Bibb County Commission
and it is hereby so ordained by the authority of the same that

‘The Macon-Bibb County Government Personnel Policies and Procedures Manuel is hereby
amended by deleting the provision related to “Official Holidays” under “Sub-Section 5.04 Holiday
Pay” of “Section 5: Emplayee Benefits” and substituting in lieu thereof a new provision related to
“Official Holidays” which shall read as follows:
