Expressions of Interest

This request for Expressions of Interest follows the General Procurement Notice for this Project that
appeared in Development Business No. 662 of September 16, 2005.

The World Bank is assisting the Government of Albania (GoA) with the financing of the Integrated Coastal
Zone Management and Clean-up Project with the objective to protect the value and productivity of
Albanian coastal and marine natural resources and promote sustainable economic development. The Global
Objective is to assist Albania in meeting its International commitments to protect the Butrint National Park
under the Ramsar Convention on protection of wetlands. The revised Project Development Objective of
ICZMCP is to contribute to the sustainable tourism development of the South Albanian coast through
supporting investments in (i) critical public environmental infrastructure and municipal services; (ii)
remediation and containment of pollution hazards from a former chemical plant in Porto Romano, and (ii)
community infrastructure improvements and revitalization and enhancement of architectural and cultural
resources.
The Dutch Government is providing the main financing to support remediation and containment of
hazardous pollution in the former chemical factory at Porto Romano. Technical assistance for awareness
building, monitoring and implementation of the Porto Romano site after-care program will be provided to
protect the long-term integrity of the encapsulated hazardous materials site.

Main Goal of this Assignment

The main goal of this consulting service is to achieve the objective of the Porto Romano Hot Spot
Remediation component and to facilitate the implementation of the Civil Works, the community’
management is very important, to build a conviction within neighboring residents that the site is considered
to be contaminated and dangerous to health. For that reason, a Public Awareness Program will be
implemented by a Local NGO (Non Government Organization), which will be hired under the Project. The
objective of the Public Awareness Program is to improve the understanding of stakeholders, neighboring
residents and the general public about the projects’ objectives and namely the Porto Romano clean up
component, the nature of the works, implementation progress as well as making available the
environmental monitoring data.

Specific tasks
The scope of work for the public awareness campaign consists of the following tasks and detailed list of
activities:
1. Provide information to the public about the project objective, and specifically Porto Romano clean
up component as financed under the project.
2. Conduct weekly meetings with the Construction Supervising Engineer to obtain the relevant
information on the project, planned works and environmental monitoring data.
3. Preparation and distribution of bi-weekly information bulletins
4. Organization of meetings for feedback providing
5. Provide support for scoping and awareness building for the implementation of after-care Program

Timing

The duration of the assignment will be 6 month, commencing on July 2010 until January 2011 for a total
of 50 working days. The Consultant (NGO) will submit monthly reports for comments to Construction
Supervisor and for comments/approval to Porto Romano IT (Ministry of Environment, Forestry and Water
Administration) and PCU of the Integrated Coastal Zone Management and Cleanup Project (Ministry of
Public Works and Transport), who will forward the reports to the World Bank, as well. Interested
consultants must provide information indicating that they are qualified to perform the services (Summary
of relevant experience of the consultant, description of similar assignments, experience in similar
conditions, CV of key staff, letters of recommendation, etc.).

Qualifications and Skills

The Consultant Company (NGO) should include specialists who are familiar with community development
projects and how to address health and safety issues. The proposed NGO should be comprised of the
specialists listed below, but should not be limited to the listed specialists:

Social Scientist Expert, who will be the Team Leader, with a minimum of 5 years research
experience in social issue.
Environmental Engineer with at least 3 years experience or related fields, with experience in
environment.
Facilitator (preferably in Social Sciences) with demonstrated facilitation skills.
Civil or Chemical Engineer with at least 3 years overall experience.

A Consulting Firm will be selected in accordance with the procedures set out in the World Bank’s
Guidelines: Selection and Employment of Consultants by World Bank Borrowers revised October 2006,
based on Consultant’s qualifications selection method (CQS). Interested consultant may obtain further
information at the address below from 08 00 to 1630 hours, Monday through Thursday and 08.00- 14.00 on
Fridays.
