ave reviewed the investigation by the 18" Judicial District's Critical Incident Response
‘Team concerning the shooting of Chayley Tolin by Englewood police offices on January 16,
2019 a Swedish Medicl Center. The purpose of my review wast detemine ifthe police
offieets involved acted in conformity with Colorado law. For the reasons st forth below, 1
conclude that no criminal cherges are waranted agains either officer.
EXECUTIVE SUMMARY,
On the moming of January 16, 2019, police officers from the Englewood Police
Department atempted to detain the occupants of stolen vehicle on the 6 flor af the parking
sage at Swedish Medical Center. The driver, Chayley Toin, attempted to strike officers with
the vehicle a she led. Ignoring shouted commands to stop, Ms, Toln accelerated directly at three
officers who were on foot. Two officers fred atthe diver Ms. olin was seriously wounded and
8 passenger was aested. Applying the lw to the fats ofthis incident as summarized below, 1
conclude that the se of force by the officers was reasoneble, justified and appropiate inorder for
the officers to defend themeelves and the publi from the danger posed by Mo, Toln
