1 INTRODUCTION
Iranian Gas Engineering & Development Client (I.G.E.D.C) has intended to perform gas
transmission pipeline and gas compressor stations for transferring of 110 MMSCMD of
natural gas to be fed from South Pars phases 22 ~ 24 from Assalouyeh to Bazargan.
Design of a new 56" gas transmission pipeline from Assalouyeh to Bazargan has been
described under this EPC Contract.
The purpose of this document together with the referred standards, specifications and
project documents is to define the general requirements for Safety Valves.
2 DEFINITIONS

3 PURPOSE
The purpose of this document together with the referred standards, specifications and
project documents is to provide a basis for the identification and standardisation of
information to be used in the Project.
4 SCOPE
This document together with the referred standards, specifications and project documents
covers the minimum requirements for Safety Vavles to be used in the project. This
02 specification shall be used as a basis of design for preparation of detail engineering and
purchase of Safety Valves.
5 CODES AND STANDARDS
All work specified shall be in accordance with all applicable sections of the latest editions of

6 PRECEDENCE
In the event of conflict between the various documents, their order of preference will be as

7 AMBIENT CONDITIONS
The instruments shall be suitable for permanent operation with environmental conditions
as described in “SITE CONDITION”.
8 GENERAL REQUIREMENTS
9 DESIGN REQUIREMENTS FOR SAFETY VALVES
9.1 General
Safety valves shall be the standard disc and nozzle type with a guided stem, a disc holder
and a closed bonnet. Soft seat valves may be used to minimise leakage. Spring loaded
valves are recommended for thermal relief, air, water, heating or cooling medium services.
Flanged connections shall be used in accordance with API 526 unless otherwise specified in
datasheets.
Valves shall comply with the pressure/temperature ratings as per requirements of ANSI B
16.5.
Unless otherwise specified in individual data sheets, the inlet connection shall be rated in
accordance with the set pressure and temperature. In any case inlet connection of valves
with nominal diameters less than or equal to 1.5” shall be minimum 300# ANSI rating.
Unless otherwise specified or higher rating is imposed by the construction requirements,
the outlet connection rating shall be 150# ANSI, as minimum.
The finish for flange facing of raised face flanges shall be 125 to 250 Ra as per ANSI B46.1.
All calibration screws shall be protected by a cap and sealing to prevent tampering.
Plain lifting levers shall be provided on air or steam services.

Safety/relief valves shall be set no higher than the design pressures except as permitted by
the vessel codes.
Temperature safety valves shall be designed and manufactured in accordance with API RP‐
520 part I and the applicable requirements of section VIII of ASME boiler and Temperature
vessel code, for Temperature safety devices.
Temperature safety valves shall normally be ¾” x 1” carbon steel or better, in accordance
with piping specification.
9.2 Conventional Type
Safety and relief valves shall generally be full nozzle, spring loaded type with integral
flanges and shall be of the enclosed spring type except for steam and air services.
Semi nozzle type shall be used for thermal relief service only.
On conventional type pressure relief valves, back pressure directly affects the valve
relieving pressure and shall only be used where there is no back pressure or the back
pressure is substantially constant and low, e.g. atmospheric or less than 40% of the set
pressure.
Bodies shall be carbon or alloy steel with 12% Crome alloy trims or other suitable corrosion
resistant alloy.
For flammable or toxic services, bonnets shall be vented to the discharge side of the relief
valve.
All conventional safety relief valves shall have bolted, pressure tight bonnets.
9.3 Balanced Bellows Type
Balanced bellows type shall be considered when one of the following conditions exists:
a) Discharge into closed piping system, closed flare and blow down systems
b) Where the variable back pressure is more than 10% of set pressure
c) Where the process fluid is corrosive or contains lethal or toxic substances and may
attack the spring and bonnet assembly. Particularly, bellows will be used for relief
valves discharging to sour gas flare.
Balanced type may be used for constant or variable back pressures. The varying back
pressure will have little or no effect on their operation at set pressure.

Balanced bellows valves shall have open bonnet construction. Bonnet and bellows vent
shall be routed with minimum restriction to a safe location.
In bellows type, bonnet shall be vented separately from discharge.
Bellows type shall not be used in fouling conditions. Auxiliary balancing piston type shall be
considered for critical and fouling services.
In valves with balancing bellow, the bonnet shall have a ½” threaded hole, NPT as per ANSI
1.20.1.
10 MATERIAL
Components exposed to process fluids shall be guaranteed as fully suitable for the specific
application where self‐refrigeration or freezing of released vapours may occur, the
pressure relieving device shall be constructed of material suitable for the minimum
operating temperature encountered.
Body material shall normally be carbon steel and generally adhered to and consistent with
project piping specification. Higher grades shall be used if dictated by the process
requirements as indicated in individual data sheets. Cast iron body is forbidden.
Trim material shall be AISI 316 SS as a minimum. Higher grades shall be used if dictated by
the process requirements as indicated in individual data sheets.
Disc shall be manufactured from the same material as the nozzle, as minimum
requirement, disc shall be easily replaceable.
The spring shall be selected in order to allow the setting to be adjusted up to 25% above or
below the specified set temperature. The spring material shall be SS 316.
Valve bonnet or spring housing material shall be the same as the valve body material.
11 ACCESSORIES
Plain lifting levers shall be used in accordance with ASME Power Boiler Code service and on
air valves, such as instrument or plant air. When required, packed levers shall be used on
closed bonnet valves.
A gag shall be provided when specified on the data sheets.
Relief valves shall normally be furnished with screwed caps.

All safety valves shall be fitted with adjustable and lockable blow down ring. It shall be
possible to unscrew totally this blow down ring for liquid service. The screw used lock the
blow down ring shall be wire sealed with lead.
12 SIZING
12.1 Calculation Method
Safety relief equipment shall be sized by the VENDOR in accordance with API RP 520
“Design and installation of pressure relieving systems in refineries”.
12.2 Terminology
Definitions of set pressure, test pressure, blow down and overpressure shall be in
accordance with API 520.
Set pressure is the difference between relieving pressure and constant back pressure for
conventional valves.
For balanced valves, relieving pressure and set pressure are the same.
For conventional relief valves, the variation of superimposed back pressure cannot exceed
10% of the set pressure.
The valve size shall be based on size calculations for the worst of all cases that might cause
the valve to blow.
Relieving capacity, due to fire exposure, shall be determined as per API RP 520 for the
process area pressure vessels, taking into account possible equipment insulation.
Sizes shall be identified in accordance with API RP 526 showing inlet size, orifice area and
outlet size.
12.3 Maximum over pressure
Unless otherwise specified in the individual data sheets, the maximum overpressure, in
percentage of the set pressure shall be as follows:
• 3% for steam service where ASME Power Boiler Code applies.
• 10% for gas and vapour services and liquids except as noted below.
• 20% for fire exposure on unfired pressure vessels.
• 25% for liquid on thermal relief of pipelines and pump discharges.

13 APPLICATION
Thermal relief valves shall be used to protect equipment on piping that can be blocked in
for an extended period of time.
14 MARKING
14.1 Nameplates
Each safety relief equipment shall have its individual corrosion resistant stainless steel
nameplate, to be permanently attached to the body or bonnet with stainless steel screws
or drive pins.
The nameplate shall have the main construction and operation details in accordance with
API 526, including:
• VENDOR’s name and mark.
• Manufacturing date.
• Tag number, model and serial number.
• Inlet/outlet flange rating and size.
• Body, spring and trim material.
• Orifice designation.
• Set pressure
• Blow down
• Temperature
• Cold test pressure
• Rated Capacity
• Spring type and range
The spring shall be engraved with the spring manufacturer’s code that shall include:
• Manufacturer’s name
• Spring type
• Pressure and temperature range

• Material and cross section
15 PAINTING
Painting shall be in accordance with project painting specifications. As a minimum, the final
finish shall be two coat epoxy, suitable for desert environment.
The final colour coat shall be VENDOR’s standard unless otherwise stated in the individual
data sheets.
All surface preparations and painting shall be completed at VENDOR’s works.
16 PERFORMANCE
VENDOR shall guarantee that the following performance characteristics are within the
specified limits:
16.1 Spring Reset Range
The permissible spring reset range shall be in accordance with ASME UG‐126.
16.2 Set pressure Tolerance
The permissible set pressure tolerance shall be in accordance with ASME UG‐126.
16.3 Tightness
Tightness shall be in accordance with API 527.
17 INSPECTIONS AND TESTS
Inspections and tests shall be performed on all equipment to be supplied under this
specification. The procedure shall be in accordance with VENDOR’s standard practice, to be
submitted by the VENDOR at least 6 weeks prior to inspection and testing for review and
approval.
Tests shall only start after relevant VENDOR drawings, test procedure and engineering data
are received and approved as the final copies.

17.1 General Requirements
Inspections and tests shall be performed by the VENDOR at his works using his inspection
and test facilities.
Cost of performing all inspections and tests, supply of necessary personnel and facilities
shall be borne by the VENDOR.
Should the inspections and tests be made at separate locations, due to sound technical
reason, VENDOR shall notify the CLIENT in his quotation.
CLIENT or 3rd party inspectors shall be allowed to be involved in each and every stage of
inspections and shall be free to request any specific test included in the approved
inspection and test procedure. The inspectors shall have access right to all facilities
involved in the manufacturing of the equipment purchased under this specification.
17.2 Test and Checks
17.2.1 Test on Material
The following tests and checks shall be carried out by the VENDOR as minimum.
• Checking of chemical analysis certificates and mechanical characteristics of the
material in contact with the process and the spring.
• Visual examination of castings (body, bonnet) in accordance with MSS‐SP‐55.
• Liquid penetrates examination on stellite coating in accordance with ANSI B 16.34 D.
• Hydrostatic tests on all bodies and bonnets in accordance with ANSI B 16.34 D.
The nozzles shall be hydrotested at 1.5 times the maximum pressure indicated in
the above ANSI standard for the rating and type of the inlet flange.
• Non destructive examinations (radiographic, ultrasonic, magnetic particle, liquid
penetrates) shall be performed in accordance with ANSI B 16.34.
17.2.2 Final Tests and Checks
The assembled equipment complete with the accessories, sand blasted but not painted,
shall be submitted to final tests and checks as outlined hereunder.
Inspectors shall have the right to witness these tests. VENDOR shall notify in writing of the
scheduled dates 4 weeks prior to actual test as preliminary notice and 15 days prior to
actual tests as firm notice.
VENDOR shall provide the relevant test certificates with all test results.

Copies of all test reports shall be supplied by the VENDOR before the inspectors start to
witness the final tests and checks.
17.2.3 Visual inspection and dimensional check
In addition to the requirements of par. 17.2.1, the equipment shall be submitted to the
following tests:
• Face to face body dimensions.
• Overall dimensions.
• Type and diameter of other connections, if any.
• Check of accessories, which shall conform to requirements and be properly installed
and connected.
• Marking.
The CLIENT reserves the right to disassemble one valve pert type to check the internal
parts.
17.2.4 Set pressure tests
Valves shall be popped using compressed air or Nitrogen to check the set pressure. Set
pressure tolerances shall be at least as good as required by ASME Boiler and Pressure
Vessel Code, Paragraph UG‐133(f).
Valves shall be set and adjusted to the specified set pressure. The screw of set pressure
adjustment shall be sealed.
High temperature valves shall be tested at a “cold” set pressure (including adjustment for
testing at atmospheric temperature instead of operating temperature).
17.2.5 Seat tightness test
This test shall be in accordance with API 527.
Back pressure tightness test on assembled valves in accordance with manufacturer’s
standard.
After completion of the above tests and checks, all valves shall be dried and the parts
requiring greasing shall be greased. Later after protecting the inlet and outlet, the valves
shall be painted with protective paint, except for stainless steel bodies, which shall not be
painted.
The valves that have been successfully tested shall also be checked for:

• The painting is in accordance with the project painting specification, unless
otherwise specified.
• Internal parts have been cleaned.
• Protective plugs have been installed.
• All proper measures have been taken against accidental knocks.
• The nameplates have been attached.
17.3 Special Tests
In addition to tests and checks as above, the CLIENT reserves the right to require special
tests of material and/or additional performance and functional tests of the equipment.
These tests shall be carried out only if expressly required and be agreed at the time of
purchase order.
Unless otherwise specified, special tests on material shall be restricted to critical parts of
nozzles, body and bonnet, as follows:
• Radiographic examination in accordance with ASTM E 94, E 142, E 446 and ANSI B
16.34 App.B.
• Magnetic particle tests in accordance with ASTM E 109 and ANSI B 16.34 App.C.
• Liquid penetrates tests in accordance with ASTM E 165 and ANSI B 16.34 App.D.
• Ultrasonic tests in accordance with ASTM E 113 and ANSI B 16.34 App.E.
The test produce shall be agreed with the manufacturer in advance.
If after tests and checks, cracks are found in the cast or forged parts, these parts shall be
replaced.
The VENDOR may repair defects in parts of the valves only after approved by the CLIENT. In
any case unless otherwise specified the repair of defects of cast parts of valves by welding
shall be in accordance with ASME SECTION VIII.
The welding procedure shall be qualified in accordance with ASTM A 448 and ASME IX.
After repair of castings or forging, these parts shall be submitted to the examination
already performed originally.
The CLIENT may request additional tests to verify proper repair.

17.4 Test Certificates
The equipment shall be supplied with the following certificates:
• Chemical analysis and physical properties of the materials of parts under pressure
and in contact with the process medium
• Hydrostatic test
• Seat tightness test
• Set pressure adjustment
• Routine tests carried out
• Certificate signed by the VENDOR to certify the equipment, showing tag number,
model, set pressure, discharge fluid, function and operation, etc.
All the materials supplied shall be supported by a mill test material certificate according to
the EN 10 204‐3.1.B.
17.5 Issuance of certificate
The CLIENT will issue a certificate of readiness for shipment of the equipment after
completion of the witnessing of the factor tests and checks and reviewing reports.
Vendor shall then have the right to properly pack and ship the equipment.
18 SPARE PARTS AND SPECIAL TOOLS
18.1 Spare Parts
The VENDOR shall provide lists of recommended spare parts, which shall include the
original part numbers with prices for commissioning, start‐up and two years operation. All
spare parts shall be identified individually.
The VENDOR shall be able to provide spares back up and support for the plant life of at
least 15 years.
18.2 Special Tools
The VENDOR shall provide any special tools required for the satisfactory operation and
maintenance of his equipment. A complete list of special tools shall be provided by the
VENDOR at enquiry stage.

19 DOCUMENTATION
The VENDOR shall provide the following documentation as a minimum:
• Detailed drawing of the relief device assembly including overall dimensions, face to
face dimensions, rating, size, accessories, materials, and weights.
• Relief device calculations including expected noise calculations
20 PREPARATION FOR SHIPMENT
Unless otherwise specified, preparation for shipment shall be in accordance with the
manufacturer’s standard. The manufacturer shall be solely responsible for the adequacy of
the preparation for shipment employed with respect to materials and applications, and
provide materials to their destination in ex‐works condition when handled by commercial
carrier systems.
21 GUARANTEE
The guarantee period for repaired or replaced parts shall be 12 months after start up of
repaired equipment but not more than 18 months after repaired parts and/or equipment
are shipped.
The guarantee period for the remaining equipment its operation is dependent upon the
proper performance of the repaired part shall be extended by the number of days of
fraction thereof that the equipment had been inoperative because of defects. Field labour
charges for works during the guarantee period shall be subject to negotiation between the
purchaser and Vendor.
If any mal performance or defects occur the guarantee period, vendor shall make available
repaired, altered or replacement parts free of any charges whatever direct on the
purchaser’s job site. Vendor shall make available free of charge to the purchaser qualified
representative as he deems necessary to supervise the removal, repair and replacement of
