Administration Division

Staff Matters:  Proper utilization of Human resource of the office & maintenance of
record in this respect.
 Dealing with cases of transfer/posting, disciplinary matters, promotion,

 Dealing with the cases of retirement, dismissal, resignation and death of
the employees
 Transfer of employees to and from other offices and recording of
minutes.
 Charge Reports of officers/ Staff.
 Managing HRIS and MIS.
 Payment of salaries - conveyance charges - overtime - education
allowance and other payments.
 Payment of Pension/Benevolent Fund to the retired employees.
 Making recoveries in various head of accounts.
 Grant of Annual Merit Increase.
 Release of Staff Loans and all Advances to the employees of the office.
 Maintenance of Leave & RR record of the employees. Payment of RR
Dues.
 Dealing with matters related to contribution & loans of Welfare Trust
 Custodian of PMF and PER matters.

 To deal with legal cases pertaining to Staff of the Office.

General Services: a. Budget Management

c. Contractor Management
 Obtaining quotations from contractors (project-specific)
 Finalization of contractor and issuance of work orders
 Monitoring progress of projects
 Processing of bills after satisfactory completion
 Withholding and releasing security money as per requirement

d. Allied Tasks
 Payment of utilities/charges of entire Bank's properties
 Management of stationery articles and purchase thereof for
distribution in Office, and maintenance of relevant record

 Managing canteen affairs
 Addressing union matters

 This unit consists of dispensary and medical unit.


 Deals with Procurement of medicine in consultation with Medical Store.
 Indenting of medicines in being done through oracle inventory based on
Medical Services re-order stock levels.
Unit  Enlistment of Hospitals, Consultants, Labs, Medical Store and Suppliers.
 Payments to the above.
 Payments to staff for reimbursement of medical claims.
 Budget and other affairs are watched monthly through Medical
Committee
Headed by DCM (Admn). Member include ACM(MSU). ACM(IMU), OSO
(SPU), AAO (MSU) and Both the doctors.

Engineering Unit  Cleanliness and Maintenance of Bank's Buildings/Janitorial Services.


 Maintenance of Fixed Assets.
 Maintenance of Office Equipment.
 Maintenance of Furniture & Fixture.
 Maintenance of Building
 Maintenance of Security Equipments (e.g: CCTV & Fire /Burglary Alarm
System).
 Execution of all Capital & Revenue projects of Building.
 Procurement of Services-Outsourcing of contracts ( Electric Sub-
Station/Generators, HVAC System, Security & Fire-Alarm System, PABX,
Lifts, IT Electricians, Pesh-Imam, etc. ) by observing all relevant rules for
services required by the bank for up keep and maintenance of the
building.
 Tender initiations and finalizing of works.
 Procurement of Civil, electrical and Mechanical Engineering Store items
and its inventory management.
 Purchase & Payment of Diesel for Diesel Generating Sets.

Issues and Treasury (Cash) Division:

Units Functions
Currency CMU (Issue & Treasury Division)’s work includes (but is not limited to) the following
Management Unit: main areas:
a. Remittance Management (Outward / Inward)

Outward Remittances are mainly dispatched to:


 NBP Gilgit
 NBP Chillas
 NBP Skardu
 SBPBSC, Muzaffarabad
Remittances to Northern Areas i.e. (Gilgit, Chilas & Skardu) are dispatched by
air and often frequent cancellation of flights, due to weather, causes problems
in dispatch of
remittances.
Roads blockage due to snow fall / heavy rains also sometimes hinders in
dispatching remittance to SBPBSC Muzaffarabad.
Withdrawals of soiled / excess cash from the area NBP Chests and their
replenishment with good quality re-issuable / fresh banknotes.
b. NBP Chests Management (Holding capacity of chests)

Total 20 NBP chests /sub chests are attached with us. 3 Chests are located in
Northern
Area (Gilgit, Skardu and Chilas).
Chest positions / balances are continuously monitored and diversions are made
on CO Lahore’s instructions to manage the same.
Chests are examined by our officials and the examination reports are sent to
CMD for further action.

c. Cash Monitoring
Cash monitoring unit performs on-site examination of Commercial
Bank’s Branches for implementing SBP BSC clean note policy. A total of
1265 branches of Commercial Banks fall under this office’s jurisdiction.
d. Fresh Cash issuance

Fresh cash is issued regularly especially on occasion of Eidain to


commercial banks and general public in light of CMD’s instructions,
covering districts of Rawalpindi, Chakwal, Jhelum, Mandi Bahauddin,
Mianwali and Mirpur and Northern Areas (Gilgit, Skardu & Chilas).
Issuance and exchange of Currency Notes at cash counters
Issuance of Commemorative Coins and other coins of Re. 1, Rs. 2, Rs. 5
and Rs. 10 over cash counters.

e. Claim Notes
Defective/claim notes cases are accepted from the general public
through counter and processed accordingly under light of CMD’s
policies.

f. Opinion regarding genuineness of bank notes detected by Law


Enforcement Agencies
Opinion regarding genuineness of bank notes is also provided on
the cases detected / confiscated by Law Enforcement Agencies and
presented for opinion at the office.

g. Awareness session on banknote security features


Awareness sessions are conducted about the security features of
the currency notes for general public, cashiers of commercial banks
and other stakeholders, covering vast geographic range i.e.
Rawalpindi, Chakwal, Jhelum, Mianwali, Mandi Bahauddin, Mirpur
and Northern Areas.

 Generally two counters are opened for payment of prize money.
 Fresh Machine Counting hall works for few days in a month to examine the
fresh notes consignment received from P.S.P.C.
 Examination Halls: In these halls re-issuable and soiled note are examined
as well as, sorting / In-putting and Authorization of re-issuable Prize Bonds
(PB-35) of all denominations is also carried out
 Remittance Operations in Main Vault: Fresh as well as reissue-able notes
are sent to chest branches /commercial banks with an average of 3-4
Remittances per month, however during the month of Ramzan the
frequency of remittances increases.

Big Prize Money  Claims above Rs.20,000/- are lodged at General Side Counters and paid at
Unit Cash Counters.
 Prize Money of Rs. 1 million and above are sent to PSPC for verification of
their genuineness.
 All payments are made subject to pre Audit and through payment order
within timeline (except direct payments on same day up to Rs.18500/-).

Development Finance Division:

Units Functions
Grant Under Part I  Scrutiny of Loan application on account of Post/Pre-shipment on the
(Conventional & prescribed Form-D & Promissory Note.
Islamic):  While scrutinizing the case we have to check the entire information
supplied by the bank against 19 prescribed columns. The following
information is to be checked:
 Contract No., date, amount in F. Currency equivalent to Pak. Rupees, date
of shipment, date of finance to the exporter, amount of finance & eligibility
status of commodities in question.
 After proper scrutiny, the case is put-up for re-checking by ACM and then
sent for approval to Deputy Chief Manager for grant, if otherwise in order.
 After approval of Deputy Chief Manager all particulars of grant are inputted
in Globus and authorized and advised to Scrutiny of Loan application on
account of Post/Pre-shipment on the prescribed Form-D & Promissory
Note.
Repayment Under  To check the date of loan maturity on daily basis and also inputting of
Part I partial repayment as well as before maturity of loans in system

Grant Under Part-II  To scrutinize the loan applications are applied for fresh loan with EE-1
(Conventional & statement wherein E-form, commodity, shipment & negotiation and
Islamic): realization date are being checked along with limit as allowed by Bank in
EE-1 and roll over cases and put up to IMU for their approval if in order or
otherwise.
Repayment Under  To check the date of loan maturity on daily basis and also inputting of
Part II partial repayment as well as before maturity of loans in the system.

 Banks are required to submit their performance of exporters in the shape
of EF-1 statement up to 31-08 in every year against their borrowings.
 On receipt of EF statement , unit match their performance with borrowing
if bank/exporter failed to submit their performance, non shipment fine,
recovery notice for 15 days is being issued to bank as well as in also short
shipment cases.
 Fine on late submission of EF-1 statement 1st day 2,000/- and remaining
days Rs. 100/- per day.
 Cross checking of E-Forms as mentioning EF -1 statement which utilize in
post /pre shipment cases under Part-I of the scheme and exclude the
amount of said entries from exporter’s performance.
 Fine for Excess availment
 Borrowing sheet are being generated for 2 months extended period up to
31st August for current financial year wherein 15 days notices for recovery
of fine are being issued to the bank on account of non submission of EE-1
statement and also short shipment cases.
 Refund of mark up on High performance basis
 Claims are being entertained as received from banks at the rate of refund
mark up 0.5%/1% and 1.5% on performance basis above 3 times.

Long Terms  To Scrutinize the Loan application with forwarded documents


Financing  Input the particulars of the grant in Globus System and advise accordingly
Facility- LTFF:  To attend repayment on daily basis along with profit
 Preparation of fortnightly and quarterly Statements showing the status of
loan granted / repayments and net outstanding balance receivable.
Onsite Verification:  To scrutinize the all original documents i.e. E form/Bill of lading,
commercial invoice, GD & original contract/LC at bank site in respect of
Post/Pre shipment cases.
 To deduct non shipment cases, delayed repayment, delayed shipment and
short shipments and also advance payment.
 To check irregular finance.
 To check profit of intervening period from finance date to refinance date
 To check ineligible commodity against which finance provided to exporter
by bank.
 To check the shipment documents dates in which date exporter submitted
to bank for onward submission to SBPBSC Bank.
 To check misreporting fine on Annexure-D and EPRC.
 To check EE/EF -1 Statement along with their entitlement limit for the
financial year
 To check ineligible commodities
 To check non /short shipment of cases.
 To check delay repayment fines.
 The cross checking of E-Forms as mentioned in EF-I statement with Part-I
cases against post/pre shipment.
 To watch post facto entries of EE/ EF statement
 To check excess availment fine.
Focus Group  In Rawalpindi office, Five Focus Groups, namely Microfinance Focus Group,
Meetings (AFU): SME Finance Focus Group, Islamic Finance Focus Group, Housing Focus
Group and Agricultural Finance Focus Group have been constituted to
review the trends in each of these sectors, to discuss the various issues
being faced and evolve operational strategies to increase outreach of
agriculture, microfiche, SME, Islamic banking and housing finance.
 Bi-annual meetings of each focus group are scheduled during the year and
in his respect, briefly appended functional activities are performed:
 Calling agenda points from commercial banks and all other stakeholders
before conducting focus group meetings.
 Evaluation and discussion of each agenda point of each stakeholder
 Commenting on agenda points, in written form, and getting them approved
from Head Office, Karachi.
 Informing all the potential participants of focus group meetings, via
telephone and e-mail, about meeting dates, venue etcetera.
 Completing all preliminary arrangements before the focus group meeting
including informing Bank’s Security about meeting, ensuring that the
boardroom arrangements are complete and adequate, making
arrangements in collaboration with GSU regarding refreshment
arrangements for the meeting etcetera.
 Researching on the subject of the focus group meeting to ensure a
productive and interactive session.
 Preparing PowerPoint presentations for the focus group meetings.
 Conducting focus group meetings
 Preparing meeting minutes
 Meeting deadlines and observance of SOPs devised by DFSD, HOK
Summer Internship  Correspondence with head office, Karachi in reference to the broad
Program (AFU) contour as well as minute details of the 6-weeks internship
 Correspondence with universities regarding nomination of students for the
internship program
 Evaluation of internship applications and section of interns
 Conducting orientation sessions of all divisions for the interns
 Approve and supervise the internship projects of students
 Financial management in respect of internship program
 To give the interns more insight into the banking and financial services,
official tours are arranged
Regional  To organize 12 weeks agriculture internship program to create a pool of
Agriculture agri-finance experts who would have hands on agri-financing knowledge,

Fairs/Exhibitions  To work on the idea to target the segment
(AFU)  To create linkages with the academia, chamber of commerce and
agriculture, trade bodies, commercial and specialized banks, Government

 To constitute core committee comprising DFD team, university and bank

convening of such meetings

Complaint Cell  To handle complaints of customers regarding service delivery of


(AFU) commercial banks
 To maintain database of the commercial Banks
 To Take up these complaints, via telephone, email and writing, with
relevant internal external stake holders

Internal Monitoring Divison

Divison Functions

Internal  Performs pre- audit of all payments effecting expenditures like Salary,
Monitoring: Medical, Procurement, TA-DA, R&R, Utility expenses and Staff loans.
 Performs Post- Audit functions as laid in instructions
 Performs preventive control functions and conducts surprise checks on
behalf of CM.
 Liaison with external auditors and inspection teams of IAD HOK.
 Follow up and compliance of Audit reports and Head Office instructions
received from time to time.
 Surprise checks in all banking operational areas including vaults and PB-35
Checking valid/commercial Banks.
 To conduct pre audit in the area of FEOD viz audit of FE permits, sugar
and wheat subsidy cases, audit of payments related to DLTL and of Bank
Guarantee related cases
 To conduct pre audit of refinance related cases i.e., audit of EE-1, EF-1
statements, pre audit of EFS loans which includes grant, recovery of Part-
I, Part-II, LTFF and other refinance schemes related cases.
 Pre audit of the cases related to destruction of instruments being used in
PBU and DAU
 Cent percent audit of higher denom prize money claims
 Checking of cash examination halls, direct destruction and VD thrice a
week
 Pre audit of payments/expenditure emanating from PBU, proceeds of
winning prize Bonds in Govt accounts and crediting commission to
Commercial Banks on account of effecting PB sale.
 Any other assignment given by CM.
Foreign Exchange Operations Division:

LC Unit Functions

a. Opening of LCs on behalf of Ministry of Defence, Government of Pakistan


through authorized Pakistani commercial banks in respect of following
Defence Departments:
 Army
 Navy
 Air Force
 POF
 FWO
 PACB
 HIT
b. Making payments for all Government purchases made from foreign
countries by various Defence Departments.
c. Making payments to foreign beneficiaries including Pakistan Embassies/
High Commissions.
Letter of Credit and A brief detail of working is appended:
FR unit LC Opening:
 Contract received from the concerned CMAs are scrutinized, processed
(particulars entered in Globus and authorized) and forwarded to
commercial banks for opening of LCs.
 Copies of LCs so opened by the commercial banks are scrutinized and filed
in the respective files.
 Payments are made to the foreign suppliers by the commercial banks as
and when they negotiate documents under the terms of the LCs and their
claims are reimbursed by the SBP BSC.
Bank Guarantee:
 Bank Guarantee acceptance is received from the concerned CMA, the
same is scrutinized, processed and forwarded to the commercial bank for
communication to the foreign bank.
Amendments:
 Amendment is received from the concerned CMA, the same is scrutinized,
processed and forwarded to the commercial bank for communication to
the foreign bank.
Correspondence:
 Correspondence is exchanged with all (Direct/Indirect) Stakeholders.
Direct Remittances:
 Release Order is received from the concerned CMA. The same is
scrutinized, audited, entered in the FEAIS. Approval is obtained from the
FEOD HOK. The case is sent to NBP who makes payment to the
beneficiary and lodges it claims with SBP BSC. The latter reimburses
the same

DLTL:  Under this scheme, the drawback will be available on annual basis on net
FOB- realized values of enhanced exports for shipments made during the
year for which the Drawback is claimed if increased beyond 10% over the
last year’s Exports.

their claims to SBP within 90 days of full realization of export proceeds or
within 90 days from the date of shipment if export is made against 100%

Exchange  The business of Authorized Money Changers was abolished on 30th June
Companies: 2004 and to substitute the old system, a new comprehensive and
regulated system of Exchange Companies ‘A’ & ‘B’ Category was
introduced. The unit monitors the activities of Exchange Companies,
conducts surprise check thereof, collects fortnightly statements of
sale/purchase of various Exchange Companies of B- Category and submits
a consolidated statement of the same to Exchange Policy Department,
Karachi.
