The Department of Agriculture is the head and supervisor of all the agricultural activities
in the Philippines. With the devolution of the agricultural sector, implementing powers are now
transferred to Local Government Units. The mayor as the chief agricultural officer, who has more
idea with his/her constituents, can use the agricultural extension services more efficiently because
they are also closer to the farmers. On the other hand, without the devolution of the agricultural
sector, the Department of Agriculture would still manage the agricultural extension services in all
the activities of the farmers in the whole country. The difference between the devolution and the
Los Baños, Laguna, will be chosen for the study because it has diverse areas of crops. This
gives a better analysis of the socio-economic impacts of the devolution because there are different
types of farmers (according to what they produce). The agricultural office of Los Baños is also
active in propagating the sector which has a high potential even if it is faced with urban planning.
Thirty farmers will be chosen from the master list of farmers in Los Baños, Laguna. The
master list was provided by the Agricultural Office of the Municipality of Los Baños. Simple
Random Sampling will be used to choose the farmers to prevent a biased sample. Simple Random

Descriptive Analysis
Descriptive Statistics will be used to analyze the socio-economic status of the farmers, their
agricultural production, production cycle, and levels of input. Measure of Central Tendency such
as the mean, median, and mode will be extracted from the data collected. The formulas that will
be used will come from the formulas provided by the Nova Southeastern University, Florida
(2015).
