NATIONAL ROAD TRAFFIC REGULATIONS, 2000: INTENTION TO DETERMINE LICENCE MARK AND ESTABLISH LICENCE
NUMBER SYSTEM FOR PROVINCE
I, Bonginkosi Success Madikizela, Provincial Minister of Transport and Public Works in the Western Cape—
(a) under regulation 27(1) of the National Road Traffic Regulations, 2000 (the NRT Regulations), intend to determine that the licence mark for the
province of the Western Cape (the Province) is ‘‘WC’’;
(b) under regulation 27(2)(a)(ii)(bb) of the NRT Regulations, intend to establish a licence number system for the Province (the provincial licence
number system) consisting of a combination of two letters, two figures and two letters in any sequence and followed by the licence mark con-
templated in paragraph (a);
(c) intend to make the following ancillary and transitional arrangements:
(i) to withdraw the licence marks allocated to registering authorities in the Province as contemplated in regulation 27(2)(a)(i) of the NRT
Regulations or any similar provision of a repealed law;
(ii) to determine that, despite paragraphs (a), (b) and (d), the licence number of a motor vehicle—
(aa) consisting of a licence mark contemplated in subparagraph (i) and figures; and
(bb) applicable to that motor vehicle immediately before the date referred to in paragraph (d),
continues to apply to that motor vehicle until 31 January 2025 unless, before that date, the motor vehicle licence and licence disc of the
motor vehicle become null and void as contemplated in regulation 22(1) of the NRT Regulations, subject to subparagraph (iv);
(iii) to determine that, where a licensed motor vehicle has not been allocated a licence number from the provincial licence number system, or
from the personalised licence number system established for the province in terms of regulation 28(1) of the NRT Regulations, by 31
January 2025, a licence number from the provincial licence number system must be allocated to the motor vehicle at the next licensing
of the motor vehicle;
(iv) to determine that, where—
(aa) a motor vehicle is licensed for the first time in terms of regulation 18 of the NRT Regulations; or
(bb) there is a change in ownership of a motor vehicle,
after the date referred to in paragraph (d), a licence number from the provincial licence number system must be allocated to it; and
(d) intend to determine that the actions contemplated in paragraphs (a) and (b) and the ancillary and transitional arrangements contemplated in
paragraph (c) come into operation on 1 February 2020.
Any person or organisation wishing to comment on the contents of this notice is requested to lodge the comments in writing before or on 13
December 2019, by—

LISENSIENOMMERSTELSEL IN TE STEL
Ek, Bonginkosi Success Madikizela, Provinsiale Minister van Vervoer en Openbare Werke in die Wes-Kaap—
(a) kragtens regulasie 27(1) van die Nasionale Padverkeersregulasies, 2000 (die NPV-regulasies), is van voorneme om te bepaal dat die lisensie-
merk vir die provinsie van die Wes-Kaap (die Provinsie) ‘‘WC’’ is;
(b) kragtens regulasie 27(2)(a)(ii)(bb) van die NPV-regulasies, is van voorneme om ’n lisensienommerstelsel vir die Provinsie (die provinsiale
lisensienommerstelsel) in te stel, bestaande uit ’n kombinasie van twee letters, twee syfers en twee letters in enige volgorde en gevolg deur die
lisensiemerk beoog in paragraaf (a);
(c) is van voorneme om die volgende bykomstige en oorgangsreëlings te maak:
(i) om die lisensiemerke wat soos beoog in regulasie 27(2)(a)(i) van die NPV-regulasies, of enige soortgelyke bepaling van ’n herroepe wet,
aan registrasie-owerhede toegeken is, in te trek;
(ii) om te bepaal dat, ondanks paragrawe (a), (b) en (d), die lisensienommer van ’n motorvoertuig—
(aa) wat uit ’n lisensiemerk beoog in subparagraaf (i) en syfers bestaan; en
(bb) wat onmiddellik voor die datum bedoel in paragraaf (d) op die motorvoertuig van toepassing is,
tot 31 Januarie 2025 op daardie motorvoertuig van toepassing bly, tensy die motorvoertuiglisensie en die lisensieskyf ingevolge
regulasie 22(1) van die NPV-regulasies voor daardie datum van nul en gener waarde word, behoudens subparagraaf (iv);
(iii) om te bepaal dat, waar ’n gelisensieerde motorvoertuig teen 31 Januarie 2025 nog nie ’n lisensienommer vanuit die provinsiale lisensie-
nommerstelsel, of die persoonlike lisensienommerstelsel ingevolge regulasie 28(1) van die NPV-regulasies, toegeken is nie, moet ’n lisen-
sienommer uit die provinsiale lisensienommerstelsel aan die motorvoertuig toegeken word by die volgende lisensiëring van die motor-
voertuig;
(iv) om te bepaal dat, waar—
(aa) ’n motorvoertuig vir die eerste keer ingevolge regulasie 18 van die NPV-regulasies gelisensieer word; of
(bb) daar ’n verandering van eienaarskap van ’n motorvoertuig is,
ná die datum bedoel in paragraaf (d), moet ’n lisensienommer vanuit die provinsiale lisensienommerstelsel daaraan toegeken word; en
(d) is van voorneme om te bepaal dat die handelinge beoog in paragrawe (a) en (b) en die bykomstige en oorgangsreëlings beoog in paragraaf (c)
op 1 Februarie 2020 in werking tree.
