4. PURPOSE

The purpose of this document is to define the functional requirements for the video based traffic
surveys to count and classify the vehicles as per the vehicle class with the defined accuracy
level in free flow mode of traffic at highways. It shall be supported with the evidence in the form
of video.

The document covers the following for video based traffic survey:

b) Functional requirements for video based traffic survey

6. PROJECT DETAILS

The video based traffic survey shall be conduct in the state of Gujarat in India for a
stretch of 200 km at four locations

7. FUNCTIONAL REQUIREMENTS
The video based traffic survey shall be conducted to capture the video of free flow traffic of
highways. It shall be able to count and classify the vehicles. It shall cover the traffic of both the
direction simultaneously. The locations of survey shall be near the toll plaza to count and
classify the throughput of traffic.
The bidder may apply for all options or combination of options or individual option.

General:
a. The system shall work satisfactorily with vehicle speed up to 120 Km/hr.
b. The system shall have in-built power capacity to sustain the seven days traffic
survey
c. The system shall comply with environmental standards
d. The system shall be compatible to resist the shock & vibration developed on
highways

Option - I: Video based traffic volume survey

a. The duration of traffic survey shall be seven days, continuous round the clock.
b. The survey shall cover upto the 3 lanes in each direction
c. The survey shall be executed near the toll plaza
d. The survey shall be conducted for free flow traffic of the both the directions
simultaneously
e. The video shall be able to reflect the axles of vehicle along with its image
f. The video shall be clear and visible with date/time stamp under all lighting
conditions – Day & Night, Rain, Light, and Fog.
g. The storage capacity of video shall be at least for 15 days
h. The survey data shall be supported by video of vehicles

Option – II: Traffic volume count, classification and reports


a. The processing of video based survey data shall be performed for vehicle count
& classification
b. The vehicle classification shall be done as per the vehicle classes defined by the
NHAI
c. The accuracy level shall be:
i. 99.9% for vehicle count
ii. 95% (minimum) for vehicle classification
d. The reports shall cover the followings:
i. It shall be drawn for intervals - 15 minutes, hourly, daily, configurable for
time

ii. It shall generate the reports for Traffic Count, Vehicle Classification,
Accuracy of Vehicle Count & Classification, Headway, Gap, Speed and
Lane Occupancy.

Option – III: License plate recognition


a. The system shall recognize the license plate number of the vehicle.
b. It shall recognize the back ground Colour of the license plate.
c. The LPR shall be supported by OCR facility
d. The accuracy level of license plate recognition shall be 99.99%
e. It shall be capable to recognize all kind of fancy alpha-numerals
e. The storage capacity of data shall be at least for 15 days
