INTRODUCTION

The Technical Education has improved substantially in the country in the past few decades but its
quality still remains a serious concern. Presently, merely 16% of the programmes offered by
Technical Institutions in the country are accredited by the NBA, which is not a satisfactory
situation.

Recently, some countries have even stopped recognizing the degrees of Indian technical
institutions not accredited by NBA, putting the Indian technical degree holders into serious
problems. Therefore, quantum efforts are being made by all stakeholders so that maximum
programmes of technical education are accredited in the next few years. By the year 2022, it is
envisioned that the percentage of technical programmes accredited should increase from 16% to
50%.

In order to facilitate institutions for getting accreditation, AICTE/MHRD has devised a new
scheme called “Margadarshak”. In this scheme experienced Professors called as “Margadarshaks”
are identified for institutions which are yet to get NBA accreditation. These ‘Margadarshaks’ can
be serving or preferably superannuated, willing and motivated teachers having good knowledge
of the process of accreditation and can devote adequate time to make required visits to guide
these Institutions.

The Margadarshaks would guide institutions for training the teachers, Outcome Based Education
(OBE), improving the pedagogy, focus on technical skill, life skills, Innovation and creating capacity
to solve problems among students, developing better teaching learning and assessment including
Laboratory or practicals. Co-curricular and extra- curricular components will also be an integral
part of responsibility of Margadarshaks. In OBE, designing Programme Outcomes (POs) for a
programme & Course Outcomes (COs) for each course are desired to be done.

The Margdarshan Scheme (Share and Mentor Institution) was devised in 2016-17 to provide
mentoring by well performing Institutes to at least ten mentee institutes to improve their quality
parameters to enable them to get accreditation of their programmes by NBA.

This Quality Manual is meant to help Margdarshan Institutions, Margadarshaks & Mentee
Institutions with their duties under Margdarshan and Margadarshak Scheme.
SECTION 1- MENTORING
MARGADARSHAK SCHEME

The objective of the Margadarshak scheme is to support AICTE approved institutes with reform
activities that help to improve the quality and equity of technical education in India. The principal
role of the Margadarshak is to guide, support and encourage the institutions in their development
as they work to achieve accreditation in alignment with the broad objectives of NBA.

1.1 ROLE & DUTIES OF THE MARGDARSHAK

1.1.1 ROLE OF THE MARGADARSHAK


Each institution will have different support and development needs for upgradation of its quality.
The Margadarshaks can play an important role in analysis of deficiencies that are becoming hurdle
in its growth. Some of the important roles of Margadarshaks are:

 To help institutions help themselves and to share experiences and good practices.

 To listen, understand, guide and advise - principally to support and assist institutions to
stay focused on the goals and targets set out in strategic plan.

 To point out talents and abilities in institutions, and then help them to utilize these in the
best ways possible to help resolve issues within the institution.

 To provide feedback and explain to institutions what they find (good and bad practices)
and base their feedback on sound evidence.

1.1.2 DUTIES OF THE MARGADARSHAK

Each Margadarshak is expected to carry out some duties for the mentee Institutions so that the
Institutional reforms and quality improvement may be observed after a period of mentoring. Some
of the expected institutional reforms and quality improvements are:

To guide and assist institutions, such as:
 Increase in the average score of students participating in tests designed to measure
technical and critical thinking skills
 Increase in number of NBA accredited Undergraduate programs and Post-graduate
programs
 Increase in number of institutes publicly declaring final semester exam results before the
start of the next academic year
 Increase in percentage of PhD students in total enrolment in engineering disciplines
 Percentage of sanctioned faculty positions in participating institutions filled by regular or
contract faculty, contracted as per AICTE norms
 Increase in number of Faculty Trained in either their subject domain, pedagogy or
management
 Participation of institutes in newly designed research-hub related activities
 Increase in average satisfaction level of the Student, Staff and Faculty

1.2 MARGADARSHAK MEETINGS IN MENTEE INSTITUTES

In order to best understand institutional developments & requirements for quality


upgradation, Margadarshaks should meet with various stakeholder groups during his visit to
institute to elicit their opinions, views, and suggestions on the suggested topics. Following are the
stakeholder groups:

 Undergraduate Students

The meeting with UG Students should be focussing upon following topics:

 Desired improvements in student performance evaluation


 Curricular reforms including improvement in teaching-learning processes
 Exposure to industry
 Increasing effectiveness of academic support to weak students to improve their
learning outcomes, and support to all students to improve their employability
 Improving student satisfaction with the academic and administrative functioning of the
institution

 Postgraduate Students

The meeting with PG students should be on:

 All of the above (same topics as undergraduate students), in addition to;


 Facilitating placement
 Working on industry-related projects
 Participation in research and development projects, consultancies and publications.
 Faculty
The Margdarshaks will meet the faculty to discuss following topics:

 Effectiveness of curricular reforms carried out, including improvement in teaching-


learning processes
 Increasing effectiveness of academic support to weak students to improve their
learning outcomes, and support to all students to improve their employability
 Increasing admissions to Masters and Doctoral programmes
 Improving Faculty Development through additional training, including pedagogical
training
 Improving research facilities and research environment in the institution
 Ways and means for increasing exchange of knowledge through conferences, etc. and
increasing both quality and quantity of publications (research papers, books, etc.)
 Increasing collaboration with industry for securing research and development projects
and consultancy assignments, and for increased flow of industrial expertise to support
curricula improvement, research and development activities
 Administrative and Technical Staff
The Administrative and Technical staff are important pillars of a technical Institution.
Therefore, Margdarshak should meet with them to discuss:

 Their role in improving the quality of institutions


 Improving their effectiveness and performance through professional training.

 Industry Representatives
Industry-Institute interaction is important to promote education and entrepreneurship.
The following topics may be discussed:

 Industry participation in curricula revision and development of new curricula, in the


reform of teaching and learning processes to increase the employability of graduate and
post-graduates
 Increasing exposure of student and faculty to industrial practices
 Increasing expert lectures from industry, and securing adjunct faculty from industry.

 Head of Institution
The head of institution has an important role for effective general management of the
Institution and to ensure academic leadership, strategic vision and quality of student
experience. Margdarshaks will discuss:

 Shortfalls in progress, if any, and the steps that could be taken to increase the pace of
implementation and achievement of targets
 Issues arising out of meetings with students, faculty, staff and senior functionaries, the
recommendations made and progress in their compliance
 Management
Margdarshaks will meet with the Management so that the prime goal of every programme
is realized through the following:

 The development of institution strategic plan


 Ensuring all programmes are accredited
 Improving learning outcomes and employability
 Increasing admissions to Masters and Doctoral programmes
 Implementation of curricular reforms
 Increasing the number of accredited programmes
 Making effective use of the findings from the students' evaluation of teachers
 Increasing collaboration with industry

 Chairperson and Board of Governors


 Reviewing the institution's strategies and plans for filling teaching and staff vacancies
 Reviewing the institution's incentives to faculty for continuing education, consultancy,
research and development
 Reviewing the institution's strategies and plans for increasing the number of accredited
programmes
 Enhancing interaction and collaboration with industry
 Promoting management capacity building of senior functionaries
 Increasing revenue from research and development projects and consultancies
 Increasing transparency and openness of the governance process and discussion of
issues that prevent further improvement of governance principles and practice.

1.3 Margadarshaks' Deliverables Following their Visits


The Margadarshaks must submit report of visit and activities undertaken towards accreditation of
the institute to the mentee institute.
Copy of the report and presentation on the outcomes of the visit with some photographs will be
uploaded by institute and Margadarshaks through respective logins
SECTION 2- MENTEE INSTITUTION

2.1 RESPONSIBILITIES OF MENTEE INSTITUTES

The Margdarshaks are paired with/connected to mentee Institutes from their own States. The
Institutions having good percentage of student enrolment and are older Institutes that are
willing to be mentee Institutes have been connected to the Margdarshaks.

The mentee institutes are desirous to get accreditation of their programmes and for effective
implementation of the scheme, the mentee institutes will prepare as follows:

2.1.1 Preparation for a Margadarshak's Visit


In preparation for a Margadarshak's visit each institution will be responsible for providing
the action plan for submitting application to NBA for all eligible courses. The time lines and
strategy should be well defined in the action plan.
2.1.2 Arrangement of meetings:
The meetings should be arranged with the following stakeholders.
a. Students, faculty and staff;
b. Senior management of the institution;
c. Chairperson and members of the Board of Governors; and
d. Alumni, employers and industry associations

2.1.3 Arrangement of Boarding and Lodging:

Respective mentee institutes will be requested to provide support for Margdarshak like
arrangements for stay, food and local travel, if any.
Margadarshaks and institutions should ensure that they have negotiated a well-planned
schedule for the visits in advance. This will ensure that senior management and governing
body members are available. They should also be up to date with all NBA documentation.
2.2 GUIDELINES FOR THE INSTITUTION
The Mentee institutions are required to nominate fulltime faculty members (one from each
Mentee institutions) as the coordinators. The coordinator shall be a full time faculty member
of the Mentee institute. The coordinator is expected to give a brief profile of the Mentee
institution.
The Institution will ensure that during the visit the Margadarshak has a private office in
which they can work and are provided with normal hospitality, taking account of dietary
requirements. Margadarshaks will bring their own computers/laptops, but the institutions
should enable the Margadarshak to access the Internet, as necessary, through institutional
facilities.
2.2.1 Margadarshak’s Commitment and Concerns
Margadarshaks may contact AICTE at any time if they have concerns or queries.

Feedback on the Mentoring process should be encouraged for improvements to the work of
Margadarshaks to be made. Any complaints about the work of Margadarshaks should be
made in writing to AICTE. Should institutions wish to change their Margadarshak, they
should contact AICTE to assign another Margadarshak. Similarly, Margadarshaks who wish
to be assigned to a different institution should also contact AICTE.
Margadarshaks who are unable to complete their duties, for whatever reason, should notify
AICTE as soon as possible so that a replacement can be found.
SECTION 3- REGIONAL OFFICE OF AICTE

PAIRING OF MARGADARSHAKS WITH MENTEE INSTITUTES


The work of connecting Mentee institutes desirous of getting accreditation with a Margadarshak is
done by the respective Regional Offices of AICTE.
The Margadarshaks will Mentor institutions in their 'home' States preferably located within a
distance of 200 kms or anywhere within the State for ease of travel. This has the benefit of
Margadarshaks being familiar with the institutions, and being in relative geographical proximity.
Long travels be avoided. For long travels within the State air travel may be permitted.
Margadarshaks act as 'critical friends', guides and advisors to institutions.
The Margadarshak from engineering discipline are paired with engineering institutes. Similarly,
Margadarshaks from Pharmacy, Architecture & Management are preferably paired with respective
disciplines for better comfort.
The Margadarshaks paired with institutes are to have no conflict of interest: academic institutions,
corporate houses, industries and professional associations.
The Mentee – Margadarshak mapping is done in such a way that there is better and strong
relationship for a longer duration of 1-2 years, so that the outcome of the Mentoring results in
accreditation of the mentee institute by NBA.

In the 1st phase, the Margadarshaks who are currently serving (and not retired) will be paired
with not more than two institutes and superannuated Margadarshaks may be paired with three
institutions. Based on performance, the number of institutes may be increased subsequently.

TRAVEL ARRANGEMENT
The travel arrangements will be made by the concerned Regional Office of AICTE for
travel by taxi. For long travel within the state air travel may be allowed with permission.

SECTION 4 -MARGDARSHAN SCHEME (SHARE AND MENTOR INSTITUTION)

The scheme started in 2016-17 for providing mentoring to Institutes by a well performing
Institute. The Hub’n Spoke System is established by a Institute of repute as a mentor within an
existing facility to serve as the hub to guide and disburse knowledge to ten technical institutions to
encourage best practices. The secondary branches, the spokes, are additional services provided to
faculty of mentee Institutes for self-improvement.

The objective is to help mentee Institutes in order to improve their quality parameters to enable
them to get accreditation by NBA.

The mentor Institute shall identify at least ten other AICTE approved Institutions which are yet to
get NBA accreditation of their programmes. AICTE sanctions a maximum grant of Rs.50 lakhs to
conduct on Margdarshan programme.

The mentor Institute should conduct at least six Faculty Development Programme (FDP) of one-
week duration each with minimum 30 participants including at least 25 guest lecturers. The
distance between Hub & Spoke (Mentor & Mentee) should be less than 200 km. The mentee
Institutes should not be getting mentoring by any other mentor Institute or by a Margdarshak.

The mentor Institute will provide the list of Institutes to which it will provide mentorship. The
duration of project shall be 3 years. The mentor-mentee mapping is to build a strong linkage so
that the outcome of the mentoring results in accreditation of the mentee Institutes.

MARGADARSHAKS TERMS OF REFERENCE

APPOINTMENT
Margadarshaks are nominated by AICTE through an approved roster.
The Margadarshaks will be engaged to initially for a period of six months. The engagement will be
extended subsequently by six months each time upto a term of two years. It is expected that the
accreditation of 2/3rd of eligible programmes in the institutions will be completed by end of the
term.
HONORARIUM
Honorarium of Rs. 5,000 per visit per day will be paid, with a ceiling of Rs. 50,000 per month.
There will be no other payment to the Margadarshaks, other than Honorarium as per the set terms
and conditions agreed by AICTE.

VISITS TO MENTEE INSTITUTES


The minimum and maximum number of visits to each institute per month will be two and four
respectively. The maximum total number of days of visits to all the assigned institutes by each
Margadarshak per month shall not be more than ten. Margadarshaks are expected to devote at
least 8 hours per day to Mentoring work during each visit to an institution.

REPORTING
The Margadarshaks must submit report of visit and activities undertaken towards accreditation of
the institute to the mentee institute. Copy of the report and presentation on the outcomes of the
visit with some photographs will be uploaded by institute and Margadarshaks through respective
logins.
PERFORMANCE/TERMINATION
The extension of engagement of the Margdarshak by AICTE shall be based on the progress to meet
the specified standards to enhance the quality of education in the institute leading to NBA
accreditation.

COMPLIANCE
Margadarshaks will work in accordance with all aspects of this Quality Manual, and in addition, be
fully conversant with the following:
 Margadarshaks should not guide / advise / assist institutions in matters connected with
financial management and procurement of Works, Goods and Services.
 Any deviation from these terms of reference may result in removal from the
Margadarshaks' Registers.
