1. SCOPE
In 2018 Nutrition International (NI) Indonesia has been appointed as Indonesia SUN CSA
coordinator and in 2019 NI obtained SUN Pooled Grant Fund to promote sustainable
improvement in nutritional status of the people of Indonesia by creating a strong, coordinated
and vibrant civil society constituency which will support further development and wider
implementation of national nutrition agenda. There are 3 SUN UNOPs project outcomes that
need to be achieved by the end of grant period i.e. 1). SUN CSA is strengthened and expanded
to at least two provinces at sub national level. 2). Costed, multi- stakeholder, multi- sectoral
Nutrition Plans in place at national and focus province levels for increasing nutrition financing.
3). Domestic resources are better mobilized to finance national nutrition plans. In order to
deliver the required outputs to achieve the above mentioned outcomes NI is going to conduct
serial SUN UNOPs meetings and workshops. NI will select the agency to facilitate and organize
meetings and workshops in Jakarta.
2. TECHNICAL SPECIFICATION
3.1 Bidders must provide all information requested below. Quotations that do not provide the
required information, or do not follow the submission requirements, will not be reviewed.
3.2 Bidders are responsible for all costs associated with quotation preparation.

3.4 Nutrition International reserves the right to reject or accept any quotation in whole or in
part and to reject all quotations at any time without assigning any reason whatsoever
before award of Contract.
4. SUBMISSION OF QUOTATIONS
4.1 The closing date for submission of quotations is on or before December 13, 2019, 17:00
West Indonesia Standard Time. Late or incomplete quotations will not be considered. The
quotations must be submitted by email in English at the following Email address

• Cover letter
• Proposal covering institutions profile and proposed budget using the budget
template provided in Annexure B.
4.3 Bidders should refer to Annexure B for the format for quotations.
4.4 Bidders must include the timeline in Annexure B along with their quotation and indicate
their ability to meet the schedule by accepting or adjusting the dates.
4.5 All prices shall be valid for a period of 2 months after the Closing Date.
5.1 NI will review all complete quotations and inform the successful Bidders within 3 weeks
of the Closing Date.
6 FINANCIAL PROPOSAL
6.1 The financial proposal must contain the expected budget for accomplishing the complete
work with detailed breakup. All amounts quoted must be in IDR. The Bidders should
provide a detailed budget, based on the format attached as Annexure-B.

Terms of Reference
Hiring Agency to Support NI to Organize Meetings and Workshops of
SUN UNOPs Pooled Grant at National Level
I. INTRODUCTION
Nutrition International (formerly the Micronutrient Initiative) is a global organization dedicated to delivering
proven nutrition interventions to those who need them most. Working in partnership with countries, donors and
implementers, NI conducts cutting-edge nutrition research, support critical policy formulation, and integrate
nutrition into broader development programs. In more than 60 countries, primarily in Asia and Africa, Nutrition
International nourishes people to nourish life.
The new 2018-2024 National Strategy to Accelerate Stunting Prevention (StraNas Stunting) has been formulated
with the objective to reduce these high stunting rates across Indonesia through better coordination and aligning
incentives across national, sub-national, and non-state actors. Led by Indonesia’s President Joko Widodo and
Vice President Jusuf Kalla, the strategy aims to ensure all key related stakeholders works together with a Holistic,
Integrative, Thematic, and Spatial (HITS) approach to achieve the same goal and objectives in stunting prevention
and reduction. The StraNas intends to use resources efficiently for the highest burden areas. For 2019, Bappenas
has identified 160 districts of focus. The government intends to focus on evidence-driven and strategic spending
to improve nutrition intake, sanitation, health care, and caring practices for mothers and children. The World
Bank estimates that if Indonesia’s ambitious StraNas Stunting is implemented fully, it could prevent an estimated
two million young children from becoming stunted between 2018 and 2024.
Stunting prevention requires an integrated set of interventions covering nutrition-specific and nutrition-sensitive
interventions. Global experience shows that the implementation of integrated nutrition interventions targeted
to priority groups at focused locations are the key to success for stunting reduction and prevention. In line with
the initiative to accelerate stunting prevention and reduction, the government launched the National Movement
for the Acceleration of Nutrition Improvement (Gernas-PPG/SUN Movement) established through Presidential
Decree No. 42/2013. The Gernas-PPG focuses its works in coordinating government efforts to prevent and
reduce stunting within the first 1000 days. The Gernas-PPG is led by the Coordinating Ministry for Human
Development and Culture (Kemenko PMK) and the SUN Secretariat is housed at BAPPENAS as the head of
technical team. Indonesia joined the Scale-Up Nutrition (SUN) movement in December 2011. The SUN Secretariat
organizes six networks (see diagram below), they are: Governments (ministries and other related state
institutions); Donor and UN System Country Network for Nutrition (DUNCNN); Business Network, Civil Society
Alliance, Academia and Professional Organization, and Media.
II. Objectives
(i) The main objective is this assignment is to facilitate and organize NI SUN UNOPs planned meetings,
workshops and trainings in Jakarta.

3. By the end of the grant period, domestic resources are better mobilised to finance national nutrition
plans.
The agency will responsible to organising Logistics of the meetings and workshop as follows:
1) Conduct SUN CSA launching/Workshops among CSA Members to formulate and accept Governance
Working System in Jakarta.
2) Organize meeting with CSO at National level to expand the membership
3) Organize coordination meeting with at least SUN network at national level .
4) Organize round table/ meetings organized with CSOs at national level to explain the Nutrition plan and
get their feedback
5) Organize meetings of the SUN CSA members for preparation of Call to Action to be submitted in the
MSP meetings convened by SUN Secretariat.
6) Organized Round table/meetings organized with CSOs at national level to identify innovative approach
to be documented
(i) Share NI documents/undertake briefing meetings with agency as required to develop workplan.
(ii) Support to facilitate initial meetings with Bappenas (at central) and any other related implementing
partners at national level.
(iii) Provide the agency with list and contact details of agencies/persons to be invited
(iv) Support in organizing meetings, workshop and training with the agency

b) Experience of working with private sector and government ministries would be an asset;
