CHAPTER I
Preliminary
1.1 Background
Tourism is an important sector in increasing national and regional income. Tourism
can be a major sector in the sector of increasing other sectors in the administration
of government, such as economic, cultural or social sectors. Indonesia is a country
that is rich in natural resources, culture, and customs. It has thousands of islands
with special characteristics and uniqueness that are not owned by any country in the
world. Biodiversity, natural beauty and cultural diversity that is owned by each
region in Indonesia is a gift from God and is the main capital in tourism in
Indonesia. Each region has different tourism potentials, depending on the local
government and the community building the potential of being an attractive tourist
destination and inviting many tourists to visit.
Sabang City is one of the cities in Aceh, Indonesia. The city consists of islands
across the northern island of Sumatra, with Weh Island as the largest island. The
city of Sabang is Indonesia's free economic zone, it is often referred to as
Indonesia's northernmost point, on Rondo Island.
Sabang is also the mainland of Indonesia which is in the westernmost part of the
Republic of Indonesia. Unspoiled nature most of the beaches are suitable for diving,
such as Iboih beach, Jaboi beach and there is also a 0 km Indonesian monument.
Sabang city is very relevant to be visited by all ages. The main characteristic of
Sabang City besides its beautiful beaches is its culinary, one of which is Satay
Octopus, one of the snacks that characterizes Sabang City. Taste this food, without
realizing it, this skewer after skewer is finished you enjoy. Maybe, suddenly you
managed a portion is not enough to satisfy curiosity about the taste of satay which
is arouse this satisfaction.
As an area known for its exotic beaches, seafood is indeed the favorite culinary in
this city. But among various types of seafood, octopus is one of the most unique
culinary compared to other regions in Indonesia. Octopus is easily found in shallow
tourist attractions on Weh Island. Local fishermen often find octopus among their
catch.
In the last 4 years (2013-2016) foreign tourists coming to Sabang. Foreign tourist
arrivals in 2013 (4,648), 2014 (3,624), 2015 (5,582), 2016 (7,111). this proves that
Sabang is still an attractive tourist destination for tourists, especially foreigners

will be shown and lunch is scheduled with the community. Everything is packaged
as a collaboration of halal tourism in Banda Aceh and nautical tourism.
"Tourists will get off the yachts and city tour biking. We will welcome with a dance
and invite to tourist destinations around Banda Aceh and Aceh Besar, culinary tours
typical of Aceh, then in the afternoon return to Sabang, "said Head of the Aceh
Culture and Tourism Office Jamaluddin.
Jamaluddin is optimistic that the 2019 SMF will bring a positive impression to spur
an increase in foreign tourist visits to Sabang through the yachter and cruise. The
hope is that Sabang will continue to be the area visited by cruise ships / yachts
besides Phuket and Langkawi which are also located close to Sabang.
For information, after the Sail Sabang 2017 activity, hundreds of
sailing ships have visited Sabang and continue to increase each year. In 2018, there
were 96 yachts participating in similar events and targeted for 2019 to reach 150
yachts.
SMF 2019 also indicates Aceh's readiness to sell tourism, both marine and cultural.
Some of the agenda that will fill the activity, namely the opening ceremony, a visit
to a tourist village, dinner, city tour, paramotor shows, to fun bikes - fun walks. This
event certainly has an effect on increasing people's income in the field of tour guide
services, transportation, attractions, culinary tours, tourist attractions, as well as tour
packages
1.2 Formulation of the Problem
Based on the background of the above problems, so far no problems
have occurred for tourists
1.3 Purpose
Increasing the creativity of citizens around the city of Sabang in attracting
foreign tourists to improve the economy of citizens around the city of Sabang, and
providing positive information for tourists about tourism in the city of Sabang

Theoretical Basis
2.1 Tourism
The definition of tourism comes from the Sanskrit word it consists of two.Stingray
syllables and travel. Pari means many, many times, or spinning rotate, from one
place to another. While tourism means travel. Based on the above understanding it
can be concluded that tourism is a trip which is done many times and repeatedly
from one place to another, or in languages English is called the Tour.
Another meaning of tourism is "Tourism is travel for pleasure".
It means tourism is a trip for fun,so that if the trip is not for pleasure but to
other destinations then the trip can not be categorized as "tourism".
The word tourist refers to people. Generally tourists become a subset or part
of a traveler or visitor. For can be called a tourist, a person must be a traveler, but
not all travelers are tourists. Traveler has a more concept broad, which can refer to
people who have a variety of roles in communities that carry out routine activities
to the workplace, schools and so on as daily activities. Obedient people this
category can not be said as a tourist at all
A tourist on a tour has several reasons and goals. In the book Principle and
Procedures of Tour Management cited by JT Curran (Thomas,
1978: 17) said the motivation of someone to travel
among others are:
a) Want to see other nations, how their lives are governed everyday, the way they
work and their social lives.
b) Want to see and witness something special, unique, strange or rare, different from
what is in his country.
f) Use the opportunities available: free time, money,savings, and possible health
conditions
g) To visit the ancestral land or parents or a city where a family lived in the past.
h) Avoiding the influence of the weather, because there is winter (winter) or
summer (summer) as happened in Europe or America Union.
j) Want to see the development of the economy and technology already reached by
the countries visited.
k) Want to do an adventure, look for sensations or find something new that people
have never known.

There are a series of variables that are related to the way they
areaffect the nature, direction and magnitude of the impact of
tourism.
Giving impact slowly and interacting with othersvariable.
Operate sustainably, which changes with timeand along with
tourism demand and structural changes intourism industry.
Is the result of a complex process in relations between tourists,host,
and environment in tourist destinations.
Impact assessments must cover all stages of the traveling
experiencestarting from preparation, travel, during the visit and
aftertravel.
The impact of tourism is the study that most often gets people's
attention because of the dynamic and involving nature of tourism
many stakeholders. Impact of tourism on society and
tourist destinations that get a lot of reviews is the impact on economic,
social, cultural and environmental. (Ismayanti, 2010; 183)
1. Tourism provides employment for many local people, from working in hotels
to selling knick-knacks on the beach for example. Without the tourism
industry in the country will experience much greater development problems.
2. Money from tourism proceeds is used to improve regional infrastructure.
New roads, airports and facilities that can be built, which are intended to
increase the number of tourists and also benefit local residents.
3. -The state can benefit from foreign investment both in the tourism sector or
other supporting sectors.

Garbage is a very disturbing problem everywhere, so it needs
special handling. No exception at tourist attractions, all visitors will
bring it. Indeed, eating and drinking is most enjoyable at tourist
attractions with family. However, it should be noted also, packs of
snacks, beverage bottles and cigarette butts and others after the meal.
Disposing of trash in its place is a great action, an action that is very
concerned about the environment. If you are in a location far from the
trash, put it in a plastic bag first, until you find a trash can.
2. Immoral actions
One more thing that is no less important to do in tourist attractions is
not to be immoral. Because often, there are still only, ok visitors who
visit immoral in tourist attractions. No matter day or night, this incident
is still done by a handful of people.Traveling is done in natural
attractions where the conditions are quiet and indeed deliberately
looking for a place far from the crowd. Tourist attractions are places to
enjoy beauty and comfort, but they are not enjoyed in this way.

5. Make a scene
Laughing, joking, jumping and screaming freely are fun activities in
tourist attractions. It is even recommended to do this. However, do not
let what is done to disturb others.

Tourists must be able to provide proof that they have adequate means
to support themselves during their stay and also that they have round-trip or
non-stop flight tickets.
