RESOLUTION NO. 01-2019

A RESOLUTION DECLARING THE NEW PEOPLE’S ARMY (NPA) AS PERSONA-NON-GRATA IN

BARANGAY SAN ANTONIO, JASAAN, MISAMIS ORIENTAL

WHEREAS, The residents of Misamis Oriental have experienced the lawless activities of
the New People’s Army (NPA) since 1969;

WHEREAS, NPA elements, through media broadcast claimed responsibility for the series
of atrocities in Region 10 victimizing not only security forces but also government and private
properties and most of all defenseless civilians by attacking police officers and civilians, burned
and destroyed properties, farm and heavy equipments in province of Region 10;

WHEREAS, Socio-economic advancement of the Province had been affected due to the
series of atrocities conducted by the CPP-NPA terrorists that propagate fear to the general
public and even potential investors;

WHEREAS, Republic Act No. 10168 entitled “The Terrorism Financing Prevention and
Suppression Act of 2012” provides that is a policy of the State to protect life, liberty and
property from acts of terrorism and to condemn terrorism and those who support and finance
it and to recognize it as inimical and dangerous to national security and the welfare of the
people, and to make the financing of terrorism a crime against the Filipino people, against
humanity, and against the law of nations;

WHEREAS, RA 10168 declare that the State shall reinforce is fight against terrorism by
criminalizing financing of terrorism and related offenses, hence a person guilty of the crime of
financing of terrorism shall be penalized;

WHEREAS, The appalling acts of the NPA is a blatant disrespect of the international
Humanitarian Law (IHL) which stipulates that “Civilian population and civilians shall be
distinguished from combatants and together with the property, shall not be object of the
attack”;

WHEREAS, The Regional Peace and Order Council 10 expressed disgust at the CPP-NPA
for committing such terroristic acts through RPOC Resolution No. 1, Series f 2019 entitled “A
RESOLUTION CONDEMNING THE ACTS OF TERRORISM COMMITTED BY THE COMMUNIST PARTY
OF THE PHILIPPINES-NEW PEOPLE’S ARMY (CPP-NPA) IN REGION 10 AND URGING THE CPP
LEADERSHIP TO DIRECT THE NPA TO STOP ATTACKING CIVILIANS AND DESTROYING CIVILIAN
PROPERTIES” during its 2nd Quarter Meeting on April 25, 2019;
 NOW BE IT RESOLVED, as it is hereby resolved, that the acts of terrorism committed by
the CPP-NPA be condemned and hereby declaring the New People’s Army as Persona-Non-
Grata in Barangay San Antonio, Jasaan, Misamis Oriental.

RESOLVED FINALLY, to forward copies of this Resolution to the Chairperson of the

Municipal Peace and Order Council in Jasaan, Misamis Oriental for information.
