This research assessed the status of implementation of Republic Act 9263 at the
Bureau of Jail Management and Penology (BJMP) in Bohol Province, Philippines during
year 2017-2018 as basis for a proposed enhancement or sustainable plan.

This study evaluated the status of implementation of Republic Act 9263 (Bureau
of Fire Protection and Bureau of Jail Management and Penology Professionalization Act
of 2004). This employed quantitative and qualitative approaches. The quantitative data
included the profile of the respondents and their perceptions on the implementation of
RA 9263 specifically on Jail Administration, Operation and Services.

The administration, operation and services of the Bureau of Jail Management


and Penology (BJMP) based on the provisions of RA 9263 in the different BJMP jails in
Tagbilaran City and Bohol Province are very highly implemented as perceived by the jail
officers. The age rank, designation and years of service of the BJMP personnel are
significantly associated with their level of perceptions on the status of implementation of
RA 9263 on the aspect of administration.

Therefore, the younger jail officers or those who were between 31 to 35 years old
perceived that the status of implementation of RA 9263 on administration is very highly
implemented at the BJMP jails in Tagbilaran City and Bohol Province. Further, the
custodial and escorts of the BJMP perceived that the status of RA 9263 on
administration is very highly implemented.

Furthermore, the jail officers who have served for 6 to 10 years at BJMP
perceived that the status of RA 9263 on administration is very highly implemented. The
age and years of service profile of the jail officers are significantly associated with their
perceptions on the status of implementation of RA 9263 on operation. Therefore, the
younger the officers and the lesser the experience at BJMP among the jail officers, their

level of perceptions on the implementation of RA 9263 on operation is very highly


implemented at the BJMP jails in Tagbilaran City and Bohol Province.

Finally, the age, rank, designation and years of service profile of the jail officers
are significantly associated with their perceptions on the status of implementation of RA
9263 on services. Therefore, the younger the jail officers, the lower their ranks, their
custodial designations and their number of years of experience have higher impressions
on the status of implementation of RA 9263 on services at the BJMP agencies in
Tagbilaran City and Bohol Province because they rated the BJMP operation to be very
highly implemented. Finally, there are significant differences in the perceptions of the jail
officers in the five BJMP jails based on the implementation of RA 9263 on administration,
operation and services. Therefore, the jail officers in Bohol District Jail, Carmen District
Jail, Tagbilaran City Jail, Talibon District Jail and Ubay District Jail significantly differ in
their perceptions on the status of implementation of RA 9263 with reference to
administration, operation and services. They have different understanding and
experiences on the BJMP administration, operation and services.

The proposed measures developed in this study for the enhancement of the
implementation of RA 9263 in the five BJMP jails in Bohol Province be presented to
authorities for review and implementation. Personal and Professional Development
Program be institutionalized based on the provisions on administration of RA 9263.
Trainings and seminars to develop motivation, positive attitude and personality among
jail officers be conducted.
