> Sakellariou, who proposed an oral amendment to recital C of the joint motion to replace ‘recognising’
with ‘having regard to’,
> Ribeiro e Castro, who opposed this oral amendment, citing Rule 139(6), and asked for the vote on the
motions for resolutions in question to be postponed until the following day, as the 24-hour minimum
time limit in Rule 115 for distributing texts had not been respected.

The President put the request to postpone voting on the situation in Chechnya to the vote.

Parliament decided to continue with voting.

Mr Ribeiro e Castro protested at the way the vote had been held and alleged that the Rules of Procedure
had been flouted (the President replied that Parliament was a sovereign institution); Mr Ribeiro e Castro
rejected the President’s answer, arguing that the Rules of Procedure served to guarantee that the rule of law
was upheld in Parliament.

Mr Gollnisch came back to the procedural matter raised by Mr Ribeiro e Castro (the President asked him

Mrs Muscardini asked to be allowed to speak. The President refused and, as Mrs Muscardini was still
attempting to speak, he called her to order.

35. Climate change (vote)

Motion for a resolution B5-0314/1999


(Simple majority)

The President announced that this was the last vote in which Mrs Green would be participating as she
would be leaving Parliament shortly. He wished her luck in the new post she was to take up in the United
Kingdom.
