SUMMARY MEP SYSTEM RE-COMMISSIONING

BY SHIMITZU – TOTAL JOINT OPERATION

Based on the Meeting held on 4th October 2019 and the Hyatt ERMS, current site Condition and
Re-Commissioning done onsite our conclusions are as follow:

1. All systems 1st fix already installed and the 2nd fix partially completed.
2. 1st fix test was completed, full load testing and commissioning will be carried out when
all 2nd fix components and equipment are installed.
3. Metakom together with the suppliers/Contractors will do the full load testing and
commissioning.
4. Plumbing and Sanitary systems to be retested when WTP and STP ready for full
operation.
5. BMS testing and commissioning will be done when all equipment controlled by BMS
already installed and ready to operate.

To achieve compliance our recommendation are as follow:

All systems, components and equipment should be completed to verify proper


performance test and operation of the building MEP systems especially for Electrical
System, HVAC, Plumbing and Sanitary.

For point 1, necessary steps to be done are as follow:

A. Electrical System
 Load balancing
 Harmonic Filter Setting
 Protection Relay Setting
B. HVAC System
 Chiller pipe flushing
 Air and Water balancing
 FCU/AHU Filter cleaning
 Chiller sequencing
C. Plumbing & Sanitary System
 Operate the Water Treatment Plant
 Pipes flushing
 PRV re-set
Summary of the Re-Commissioning already performed onsite are as follow:

I. Electrical System

1. MV Switchboard
The objective of this procedure is to verify that the protection relay setting of the MVMDB is as
per M & E Engineer or Client (MNC) design intent and follow the relay setting from the PLN
(Government Electric Company) MV Switchboard. The functionality of the equipment is
verified from the data sheet submitted under Testing & Commissioning report for MVMDB
Protection Relay Setting.

2. LV Switchboard
The above procedure will also do for the LV Switchboards. Since the system still haven’t
enough load the LV Switchboard to be retested again when the building load already build up
to do adjustment for load balancing and harmonic filter setting.
The current Electrical System (MV, LV and Transformer) is already in operation and posses SLO
(Feasible to Operate Certificate) by an independent Certification Company, for information
without this certificate PLN cannot energize the MV switchboard.
For the System Distribution the Contractor re-Commissioned some area in Hotel BOH, the test
includes:
a. Socket Outlet
b. Lighting

The following test is carried out by the contractor as below:

 Insulation test
 Polarity Check
 Voltage Check
 Earth Loop Impedance Test
 RCD Tripping Test (Cascade Protection Effect)
 Check if any lighting fixture is at fault at the test area
 Measure illumination

II. Fire and Life Safety System

1. Fire Alarm & Public Address


The objective of this procedure is to verify that the life safety system of the Hotel area is as per
Hyatt matrix and requirements. The test conducted was as follow:

 Activate the Fire Alarm through the following method:


- Smoke Detector L27
- Manual Call Point B2 and L27
- Flow Switch L33
 When conducting the Fire Alarm integrated system test, “walk” the system floor to floor
checking for “effects” resulting from the trigger (caused) of the fire alarm signaling.
2. Fire Fighting

The objectives of this procedure is to verify that the fire fighting system of the building is as per
M & E engineer design intent, Hyatt ERMS and approved by the Jakarta Fire Brigade. Mainly to
test the fire fighting systems and its system pressure setting (cut-in/cut-out) of this project.
The test conducted as below:
 Measurement of shut-off Head and Pump Capacity (at 100% and 150% design capacity)
 Measurement of Pump Performance and design parameters eq. Pump suction and
discharge pressure (Mpa), rotation (RPM), voltage, ampere reading and etc.
 Confirm pump cut-in and cut-out pressure (MPa) setting as per matrix.

a. Pressurized Fan
The contractor can only test the Pressurized Fan at staircase 1, since the site condition is not
suitable to run the test.

b. Smoke Extract Fan

Smoke Extract Fan run directly after the alarm start (design to be confirmed)

III. Domestic water system

The objective of this procedure is to verify that the Plumbing System of the Building is as per
the M & E engineer design intent. The test conducted was as follow:

A. Major Equipment

 Measurement of shut-off Head and Pump Capacity


 Measurement of Pump performance and design parameters eq. pump suction, discharge
pressure (MPa), rotation (RPM), voltage, ampere readings etc.

B. Distribution (Tank Refilling)

 Test the reservoir and elevated tank device (Water Level Control) setting vs pump’s cut-
in and cut-off
 Booster Pump cut-in and cut-off setting and operation.

IV. ACMV System Services (Major Equipment)

A. Mechanical Fans

The objective of this procedure is to verify that the car park ventilation system of the building is
as per M & E Engineer design intent. The mechanical fan system is tested with integration to the
other system eq. fire alarm and CO sensors.
The test conducted was as below:
 Check fan operation in accordance to system cause and effect scenarios
- Fire Mode
- CO level above set parameter
 Check if the supply and exhaust fan at dedicated area will start to operate at high speed
when the fire alarms happen.

B. Chillers and Cooling Tower

The objective of this procedure is to verify that the Chilled water system of the building is as per
M & E Engineer design intent. The functionality of the chiller system is verified from the data
log of chillers operation.
The current Chiller System is already in operation, thus the chiller and cooling tower
equipment functionality is tested by CPC and integration with Building Management System
(BMS) limited to the current site condition.
By initiating and operating the chillers and cooling towers, the test conducted was as below

a. Chillers
 Check the record of the unit starter settings, alarm log and operation (from BMS and
chillers unit).
 Check standards parameters of chillers during its operation eq. voltage, starting and
running ampere, water pressure drop across chiller, entering and leaving chilled water
and condenser water temperature
 Review the chiller performance from data log sheet

b. Cooling Towers
 Routine check on the unit’s vibration level, fans motor and valve conditions, filter
cleanliness and water level
 Check standard parameters of cooling tower during its operation eq. voltage, starting
and running ampere, entering and leaving water temperature
