Greetings,
Kindly listen to attached two audio recordings of BSF officials along with all continuous complaints with
Delhi Police and Delhi Police Complaint Authority that every year, State Animal of Rajasthan, 60 Camels
from Jodhpur & 40 Camels from Bikaner, exported to Delhi as criminal conspiracy, shifted as goods, 3
Camels in each Truck, leg tied position, violating Central Motor Vehicle Amendment Act, 2019 read with
Central Motor Vehicle (Eleventh Amendments) Rules, 2015 and Biological Diversity Act, 2002 / 120-B,
188, 268, 289, 428, 429 etc., besides it section 3, 11, 38 of Prevention of Cruelty Act, 1960 as well., AWBI
advisory attached because all goods transport vehicle not approved as per specification of Bureau of
Indian Standards.
Whereas National Biodiversity Authority confirmed that live animal export without their approval is not
permissible, besides it Delhi is not a natural habitat for the Camels, as confirmed by AWBI, confiscate all
goods transport vehicles with 100 Camels, stationed at APS Colony - Near Palam Airport, involved in
organized crime because article 51 A (g) authorized me to perform my fundamental duties to be
humane towards animals. MOEAF/E/2018/00251:
The Rajasthan Camel (Prohibition of Slaughter and Regulation of Temporary Migration or Export) Act,
2015 / Central Motor Vehicle (Eleventh Amendments) Rules, 2015 / section 3, 11 and 38 of PCA Act,
1960 needs immediate FIR and criminal proceedings because allegation of camel abuse can be try and
decide by the Court of law and BSF officials along with truck operators are not exempted to commit
crime against animals, whereas National research Center on Camel have No authority to issue any
advisory under section 9 (k) and 10 of the Prevention of Cruelty to Animals Act, 1960, hence 100 camels
of the BSF were badly abused violating the said legal provisions, so AWD, AWBI, Delhi Police and Delhi
Society for Prevention of Cruelty to Animals should lodge FIR against the goods transport vehicle
owners, drivers along with the officer concerned of BSF allowed the abuse.
Please find attached here with half backed replies along with acceptance of the movement of camels
from Jodhpur to Delhi and then back, whereas Deputy Commandant of BSF Veterinarian also know that
Camel cannot travel in goods transport vehicles as per their shape and size, so degree of said
veterinarian also needs verification because he failed to perform his fundamental duties as defined
under article 51 A (g) of Indian Constitution along with restoration of five freedoms of camels.

As per PREVENTION OF CRUELTY TO ANIMALS ACT, 1960 (59 of 1960) as amended
by Central Act 26 of 1982 section 27. Exemptions: Nothing contained in this Chapter shall
apply to -
(a) the training of animals for bonafide military or police purpose or the exhibition of any
animals so trained.
Where as, Indian Army, Police and para Military Forces having animals but these animals
are not protected from unnecessary pain and sufferings, article 51 A (g) of Indian
Constitution defined the fundamental duties of every citizen and all Ministers, MP, MLAs
along with the Judges are working under oath, hence under RTI Act, 2005 following
information required:
1. Complete list of animal species having by the Indian Army, Police and para Military
Forces along with the numbers.
2. Facilities provided by the custodians of above said animals.
3. Rank, pension and retirement benefits for above said animals.
4. Tenure of service along with the recruitment conditions of the animals.
5. Work assignment, to the said animals.
6. Copies of all circulars, orders passed for the welfare of above said animals.
7. Complete list of retired animals for the last three years from the Indian Army, Police
and para Military Forces along with the present status of these serving retired animals.
8. Sheep, goats are being shifted towards Jammu and Kashmir under Indian Army supply
cover and these animals are being shifted in goods transport vehicles in double decor
position, overcrowded as well, please supply me the copies of circular and orders passed
about these animals for their welfare and to minimize unnecessary pain and sufferings.
9. Complete list of camels shifted towards Delhi from Rajasthan by the Border Security
Forces, to take part in Republic Day parades, type of vehicles along with the camels shifted
in each vehicles, position of camels during their shifting in vehicles, whether in sitting or
standing position along with the time consuming during traveling.
10. Copies of circulars, orders passed for retirement benefits to the said animals, policies
framed, enforced or under process.
11. Copies of circulars, orders and policies for above said animal’s welfare.

OIPA Scouts and Guides for Animals / PFAHaryana AbhishekKadyan, Mrs. Suman MalikKadyan with
Mrs. Sukanya Kadyan Berwal asked AWBI to issue advisory along with Regulations of Camel
transportation introducing the prototype of vehicles and draft of legislation.

Remarks
The matter is already under consideration of the Police Dept, Delhi. The law enforcement is carried out
by the departments of the State Governments/UTs and the law enforcement officials have to effectively
enforce the law to prevent cruelty to the animals. The Supreme Court in its Judgment dated 7.5.2014
has issued directions to the enforcement authorities to effectively to enforce the PCAAct,1960. The law
enforcement authorities, animal welfare organisations and the citizens has to get together to protect
the animals from being subjected to unnecessary pain or suffering. The issue of cruelty to animals
should be brought to the notice of the law enforcement authorities of the concerned States/UTs for
taking appropriate action
