Dear Operator,

We have collated the recently published “DO’s and DON’Ts” by TRAI which are applicable to you. We trust and
hope that you and your team will sincerely adhere to these.

Please note that these points mentioned hereunder are only an abstract of the “DO’s and DON’Ts”. In case of
any discrepancy, TRAI regulations / Directions / Tariff Orders shall prevail over these points.

Synopsis of DOs & DON’Ts for Local Cable Operators (LCO) under Digital Addressable
Cable TV Systems (DAS)

(Issued by TELECOM REGULATORY AUTHORITY OF INDIA [TRAI])

DO’s
1. Registration & Renewal:
 Register with Head Post Office of your area of operation before offering cable TV services.
 Renew your Registration with the Head Post Office every year.

2. Written Agreement:
 Enter into a written Interconnection Agreement with GTPL, before transmitting signals.
 Keep one copy of the written interconnection agreement with you. Ensure that within 15 days from date
of signing of agreement you have a copy.

3. Customer Application Form (CAF):


 Give a Customer Application Form (CAF) to the Customer/Subscriber seeking cable TV connection through
DAS, for entering details of the Customer/Subscriber.
 Give the completed CAF to GTPL for entry of the details into our Subscriber Management System (SMS)
and retain one copy of CAF with yourself and handover, one copy of the completed CAF to the subscriber.

4. Provide Information to Customers/Subscribers:


 Ensure that the Manual of Practice (MOP) of GTPL (available on the website) is given to the customer at
the time of providing connection.
 Explain the Terms & Conditions for providing Set Top Box (STB) to the customer with details of various
retail tariff options for providing the STB.
 Explain the retail tariff (charges) applicable for Subscription of Channels/ Bouquets to the customers in
detail at the time of providing connection.

5. Payment related:
 Issue a Bill/Invoice and a Payment Receipt to each and every subscriber for every payment made by them.
It includes the receipt for payment made towards STBs as well as towards TV channels.
 Subscribers must be given both Pre-Paid and Post-Paid options for payment. It shall be open to the
subscriber to choose either the pre-paid or post-paid option.
 Send acknowledgement of Receipt of payment electronically (by SMS or email) to the subscriber, in
addition to the hard copy delivered to the subscriber.
 Provide complete details of payment made by each subscriber to GTPL within the agreed time frame.

6. Miscellaneous:
 Provide a Surrender Application Form on request of the subscriber for surrender of the connection. Give
the filled up surrender application form to the MSO for entry of the details into the SMS.
 Ensure that your representative carries a proper ID card when visiting a customer’s or subscriber’s
premises.

DON’Ts
1. Don’t transmit cable TV service without valid registration. This is ILLEGAL.
2. Don’t transmit cable TV signals to subscribers without proper written Interconnection Agreement with GTPL.
3. Don’t discontinue the transmission of cable signal without giving 21 days notice to GTPL, clearly specifying the
reasons for the proposed discontinuation.
4. Don’t change GTPL’s connection of any subscriber, until the subscriber requests so by filling a surrender
application form for an existing GTPL connection and requests for a new CAF for another MSO’s connection. The
new STB should be activated only after entry of the details, as provided in new CAF, into the SMS of the new MSO.
5. Don’t Activate the Set Top Box (STB) before entering the details of customer and his choice of channels as
mentioned in the Customer Application Form (CAF) into the Subscriber Management System (SMS).
6. Don’t discontinue any channel to a subscriber, if the subscriber has already paid subscription amount for that
channel in advance and that channel is available on your platform.
