 Low-density commercial
Low-density commercial are small businesses selling products produced by industrial
zones. They serve fewer customers and produce moderate noise pollution.

 5 Floor Area Ratio (FAR)


The floor area ratio (FAR) is the relationship between the total amount of usable floor area
that a building has, or has been permitted to have and the total area of the lot on which
the building stands. The floor area ratio (FAR) is calculated by dividing the total building
floor area by the gross lot area.

 Locational Clearance Prior To Building Permit


1. Application Form - completely filled-up & notarized

2. 7 Sets Architectural Plans o standard size 20x30 inches


- signed & sealed by an engineer or architect
- name under the project owner
- address of the project
Note: Plans should have MACEA Clearance and stamp if project is within CBD area

3. Valid Barangay Clearance (original & photocopy)


- name under the project owner
- with address of the project location
- with type of construction (As-built/renovation/new construction)

4. 4.1 If the client is the property owner:


- Condominium Certificate of Title/Transfer Certificate of Title (CCT/ TCT)/ DENR
Certification/ Deed of Absolute Sale/ Certificate of Award/other proof of
ownership photo copy
• should be under the name of the business/ owner, if not under the name of the
business/ owner, should attach notarized consent from lot owner/unit owner
• complete pages

4.2 If not the property owner (lessee/sharing office):

- Lease Agreement/certification/ annexes of contract of lease


• under the client’s name/owner
• with address of the client/project location
• use should be for the type of business, updated, notarized

5. Other documents that may be required after inspection and/or evaluation:

- Extra-judicial settlement/ partition agreement/notarized consent/authorization from other


lot owners if several lot owners appear on TCT/CCT
- SEC Articles (for verification)
- SPA
- Approved / As-built plan /Occupancy permit (if portion only to be renovated or
additional floor to existing structure)
- MACEA Clearance
- Secretary Certificate for corporation
- Homeowners’ association clearance/consent
- Addendum at the back of Occupancy permit
- Phivolcs (Philippine Institute of Volcanology and Seismology/DENR (Department of
Environment and Natural Resources) and other clearances from government
regulatory agencies
- Computation of Gross Floor Area (GFA)
- Traffic Impact Analysis (TIA)
• buildings with at least 20,000 sq.m. GFA, or buildings located on a traffic generated
areas or activities which are potential traffic generators
• under the threshold that would require a TIA as per National Center for
Transportation Studies

6. IT/computer-related business - for further evaluation of Special Body on Land Use and
Zoning
(SBLUZ), submit the following, in original copy:
- If a Corporation - Lessee, Sub-Lessee or Virtual Office
• Company profile
• List of clients
• Affidavit of no client (notarized), if no clients yet
• Picture of working area
• Certification from the building administrator or sub-lessor (if sub-lessee) stated that
the company is not related to any gaming activity (notarized)
• Certificate of occupancy of the sub-lessor or certification from building admin stated
that the sub-lessor is a tenant of the building (if sub-lessee)
• Affidavit of undertaking filled up by authorized representative (notarized)
• Board resolution authorizing the affiant

2. Authorizes the one who is in the affidavit of undertaking to sign and execute all
legal documents in behalf of the company
3. Names of board members with signatures

• Secretary’s certificate of board meeting (notarized)

that the company is not related to any gaming activity (notarized)
• Certificate of occupancy of the sub-lessor or certification from building admin stated
that the sub-lessor is a tenant of the building (if sub-lessee)
• Affidavit of undertaking (filled up by the owner-notarized). SPA with signature of the
owner should be required if representative (notarized)

Note:
For a detailed and specific description and requirements you can request for a Zoning
Certificate at UDD (Urban Development Department). Bring the title and sketch (vicinity
map) and 600 pesos payment. Look for Mark Anthony Bagalacsa, UDD- Zoning.
