Abstract

The researchers will concentrate on the style of handling conflict


between governmental authorities represented by Informal Settlement
Development Fund (ISDF) and Ramlet Boulak slum area inhabitants in
Cairo.

Families in this area are of total 302 family, sample size chosen is 5% (15
families) as, for ISDF size of population of the research is 25 officials,
sample size chosen is (15 officials)

The research Hypothesis is "there is significant difference between


administration and inhabitants of slum areas regarding the styles of
handling conflict"

In order to test hypothesis the researchers selected a sample size of 30


persons , 63%males , 37% females , the age of 53.4% of the sample
varies between 20 and 35 , while 46.6% are over 36 years.
Data analysis led the researchers to accept the hypothesis.

Introduction:

The issue of this research is testing the two conflict management styles of
both parties, inhabitants of Ramlet Boulak slum area and authorities
(ISDF).
Moreover, the study of appropriate tools and techniques to manage the
conflict in order to,
Convince inhabitants evacuate to enable responsible authorities develop
and improve the area.

Where the slum area of Ramlet Boulak is located near very important
governmental and touristic
Establishments like radio and television union and the ministry of
external affairs, this area is classified by
the( ISDF) as slum unsafe area of the second degree, this slum area is
characterized by its high economic value which is not appropriate for
urban construction on it or with the activities performed by the
inhabitants ,more over the ISDF action regarding evacuation of such area
for reallocation
Of the area for the activities appropriate for its real value and saving the
inhabitants lives, the researchers while in this slum area conducting the
sample collection on Sunday 31st of October 2010 one of the buildings in
this slum area collapsed and one female died as a result of this accident.

In addition the inhabitants may oppose the evacuation of the slum area
due to some social and economical interests so ,we can assume that
conflict may arise due to the contradiction of interests between the
inhabitants and the( ISDF) responsible for the evacuation which requires
study and analysis of styles and Strategies of handling conflict.

Literature Review:

The researchers have applied the 5 A's techniques by Porisoff and victor
to identify the conflict management styles:

1- Assessment, collecting the appropriate information regarding the


problem to decide what is and what is not central to the problem:

*Area profile: Ramlet Boulak slum area, total area 4 feddans, total
pieces 333, building area 3 Fadden, and classified as unsafe area.

*Ownership: Number of pieces of land owned by state 108 piece of


32%, occupied illegally by the inhabitants, Number of pieces of land
owned by private 201 piece of 60%, the remaining being owned by
charity and railway authority.

*Types of Construction: vary between huts, kiosks and peasant house.


*Water utilities
Connected to the public network 4 buildings,
Shared public water tab for 225 pieces,
Undefined water source 101, other water source 3,
Total 333 building.

*Sewage system:

Car tyres work shops, car reparing, carpenter workshop, oygen welding
workshop, retail shops (kiosks)

From the previously mentioned it becomes clear that there is a deficency


of public utilities, water, and sewage Systems and electricity, there is
32% of the land of the slum area owned by the state and occupied
illegally by the inhabitants which imposes difficulties regarding
evaluation of inhabitant rights. The relocation of economical activities
will cause harmful effects by losing clients related to the location.

2- Acknowledgment, This step is one in which each party attempts to


hear out the other.
Acknowledgment allows both parties to build the empathy needed for the
motivation synergetic solution to the problem, in this step( ISDF)
generated some options for the inhabitants which reflects different
conflict management styles of the Adminstration side which are:
• Area evacuation by force.
• Ignoring requirements and inhabitant problems.
• Monentary compensation or providing a replacement housing unit
or both.
• Compensation with only one form either monetary compensation
or replacement of a housing unit.
• Partner-ship between authorities and inhabitants in improving and
development (sharing loss and gain)

Where the x- axis represents degree of cooperativeness, while the y-


axis represents the degree of assertiveness

3-Attitude:
This sort of communication tries to remove the foundation of pseudo
conflict, as well as perception which may blur meanings, the role of
effective conflict participant to maintain and open mind toward all parties
involved.
According to (ISDF) options and alternatives Ramlet Bolak inhabitants
responses are expected to be one of the following:
A- Willing to accept forms of offered compensation.
B- Ignoring the ISDF requirements by rejecting proposals.
C- Accepting the partner –ship proposal.
D – Obying the order to evacute with unfair compensation.
E- Asking for over valued compensation.
Each of the previous responses reflects a conflict management style of the
inhabitant side, it becomes clear that the compromise style is reflected in
case of accepting forms of compensation mentioned in number (A)
above.
An avoiding style is translated in form of rejecting all ISDF proposals
mentioned in number (B) above.
A collaborative style in case of partnership acceptance mentioned in
number (C) above.
Accommodating styles will arrise in case of evacuation with unfair
compensatrion – mentioned in number (D) above.
Finally a competing style is demonstrated in case of asking for
overvalued compensation mentioned in number (E) above.

4-Action, The action step begins to actively implement the chosen


conflict handling style; from this respect the researchers have formulated
the following hypothesis
“There is significant difference between administration and
inhabitants of slum areas regarding the styles of handling conflict"

Case Studiues showing the styles of conflict management between the


adminstration and slum area inhabitants:

First case: case of Tal el hadadeen (Tanta) Egypt

Second case: case of Ezbet Bekheet in Manchiet Naser, Cairo, Egypt


The study of conflict management styles, between administrations and
inhabitants in these two areas reflected two different styles from both
parties.
Administration style was recorded to be a competing style translated in
term of proposing limited monetary compensation, despite long term
investment in these two areas

Regarding the style of handling conflict a colaboratrive style was


demonstrated from the inhabitant's side, by proposing the partnership
option (sharing profit and loss) regarding development projects which
supports the researcher's hypothesis.

5- Analysis:
Testing of the hypothesis reaching results will determine the review
(Analysis) (accepting the hypothesis) or not reviewing (not accepting the
hypothesis).

The methodology:

The researchers have used conflict resolution questionnaire” consists of
25 questions designed to identify conflict styles of the respondents
translated into Arabic language, for the purpose of this research the
researches have used the five LiKert scale.
Sample:
Researchers have included the following demographic data to determine
the effect on conflict resolution style on respondents.
