Reference: Chief Executive Order dated 31-1-2020, dropping both charge sheets Memorandum No. 914 &
788, releasing of gratuity portion Rs. 76093/- without interest, which was withheld forcefully.
Respectfully showeth, that: CMOFF/N/2017/143632
1. I was placed under suspension vide order dated 29-4-2013, whereas I was under treatment since 4-3-2013 to
1-5-2013, Haryana Police verified sickness - fitness certificates, found genuine but leave on medical grounds
were not sanctioned, till date, besides it appeal before the Chairperson of the Board, kept undecided.
2. Appeal against deduction of Rs. 9031/- order dated 4-9-2006 but issued on 5-10-2006, without releasing
service benefits, negligence in supervision, whereas appeal against deduction was unlawfully decided, keeping
this decision, Faridabad Police never lodged criminal FIR, whereas I have lodged complaint being effected
person, bearing No. GOVHY/E/2018/00943
3. As per Administrative Secretary note point (iii), during pending inquiry, suspension order dated 29-4-2013
was issued but after completion of inquiry, said order was not revoked, keeping in view Board letter dated 29-
5-2014, subsistence allowances also not increased after suspension period 6 months, compelled me to move
voluntarily retirement, under protest as on 5-8-2014, which was accepted, suspension period was treated leave,
which badly effect leave encashment, causing heavy financial loss.
Hence, It is humbly prayed that directions may kindly be issued:
1. Leave on medical grounds may be sanctioned, since 4-3-2013 to 1-5-2013.
2. Appeal against deduction of Rs. 9031/-, may kindly be accepted, releasing deduction amount.
3. No personal hearing was granted before Board of Directors, ex-parte decision as on 6-8-2014
4. Revoke suspension order dated 29-4-2013, suspension period may kindly be treated on duty, leave
encashment also be released.
5. Interest on Rs. 76093/- along with overtime & compassion during the period of Consignment profit

Fixation of Prime Minister image with Charkha in the DIARY / CALENDAR of 2017 by the Khadi and
VI Commission became controversy, Chairman issued press release, whereas neither Father of the

Nation title was given to the Gandhi nor his Non violence ideology followed by the KVIC, because: 1.
Section 2 of the KVIC Act explained the “Khadi” means any cloth woven on handlooms in India from
cotton, silk or woolen yarn handspun in India or from a mixture of any two or all of such yarns, when
a cloth made out from the hand spun thread then why man replace with the machine, like Solar and
Amber Charkha? 2. Minister In Charge argued that KVIC can used scientific methods adopting latest
technology, as per section 15 (2) of the Act; (e) to encourage and promote research in the
technology used in khadi and village Industries, including the use of non-conventional energy and
electric power, with a view to increasing productivity, eliminating drudgery and otherwise enhancing
their competitive capacity and to arrange for dissemination of salient results obtained from such
research, hence this can't change the definition of Khadi and thread produced on Solar and Amber
Charkha can't claimed to be Khadi. 3. The Non Violence reflected in the Negative list of KVIC but bio
product of Slaughter houses, such as bones, fur, hair and leather are allowed under the purview of
the KVIC, contradiction in the soul of the Non violence. 4. KVIC never celebrates International Non
Violence Day, on the eve of Gandhi Jayanti, why it is so? 5. The mechanism implemented to identify
the fixed per capita investments in the financed and aided projects under the purview of REGP and
PMEGP are defective, besides it the definition of Village Industry, never followed by the
Implementing Agencies, whereas facts and figures are bogus and baseless being projections only. 5.
In Haryana Khadi and VI Board, the Chief Secretary of Haryana refused to appoint Secretary from the
cadre of State Civil Service and class three Section Officer claimed as Secretary, which is against the
set procedure and existed laws, besides it senior officers are placed under Section Officer of the
Board, who is a professional jyotishi and tantrik for personal gain and profit, hence all the BoD
minutes recorded by this third class Section Officer, who is on the pay role of the Board are
Unconstitutional, violating the human rights of Dignity of the rest of the officials of the Board. 6.
Legal Medical sickness and fitness certificates also not allowed, adopting double standards. 7. Its a
single example in the history that only TS (L) of the Board was placed under suspension till 5-8-2014
without any reason and subsistence allowances were not paid as per law and past practices, crossed
the limits of Intolerance. 8. Agreements and MoU, signed between Board with private suppliers,
never followed by the Board, if DKVIO, Faridabad earned 5 % service charges for the Board as
revenue, which was never appreciated and officer concerned was badly harassed, mentally tortured
till proceed on Voluntary retirement, whereas Chief Secretary instructions 6-12-2001 read with the
Lokayukta two observations were also ignored, adopting double standards, No responsibility fixed
on the tainted officials. 9. Retirement benefits were also not granted to TS (L) of the Board, gratuity
portion withheld illegally, likewise matter of deduction of Rs. 9031/- appeal was also placed
undecided till date. Special attention and compensation required for TS (L), who needs appreciation
and respect with dignity, nominating him as non official Member (North Zone) of the KVIC, granting
all service benefits, punishing tainted officials and appointment of Secretary at once, even legal
Notices were also issued and ignored by the Govt. of Haryana. Justice delayed Justice denied, Hey
Ram.
