3 days seminar on Cyber and Computer crime organized at Patiala


A three-day seminar on 'Cyber and Computer Crime and investigation for Police Officer’s was held at Punjabi
University, Patiala. The DGP, Punjab and Dr. Jaspal Singh, Vice Chancellor, Punjabi University jointly inaugurated
the Cyber and Computer lab. established in the University.
Releasing a CD on Cyber Crime on this occasion DGP,
Punjab asserted that a comprehensive training to the police
officers at all levels was necessary to address this problem.
Describing about the lab. the Head of Department, Dr.
Mukesh Thakkar stated that the Punjab Police in Punjabi
University collectively will work in a specific field and
provide excellent results in tackling high tech criminals.
The workshops for the training of students and also for the
police officers shall be organized here from time to time.
During the course, the information regarding computer
related crimes, e-mail crimes, bank fraud, credit card fraud

Changes in promotion policy from constable rank to
Head constable
Constable is an integral and vital part of the Police Force and he needs to be encouraged by improving
salaries, allowances and service conditions so that he may perform his duty properly. For this reason the promotion
from constable rank to Head constable rank is done through B-1 test, but inspite of that it has been felt that the
employees of constable rank should be given opportunity for promotion on the basis of seniority/ merit list. Because
of the lack of promotion channels these employees often retire in the same rank in which they had joined the service,
which weakens the morale of the employees. So it is proposed that in future the promotion of Head constable rank
would be done on competitive examination and seniority basis. Keeping the above in view the solution has been
evolved that the method of promotion from constable rank to Head constable rank incorporated in chapter 13 of
Punjab Police Rules may be devised anew. According to line 13.21 of Punjab Police Rules 1934 the promotions of
constable ranks to Head constable ranks are prescribed as below and the provisions of lines 13.1, 13.7 and 13.8 of
chapter 13 of Punjab Police Rules are ammended.
1. Maintenance of state level seniority of constables:
CPO will prepare a centralized seniority list of constables with name and number of each constable. The
seniority is prescribed as under:
a) Employee shall be considered senior from his date of joining.
b) If the date of joining of two employees coincides then elder in age shall be considered senior.
c) If the date of joining and date of birth of two employees coincides then the employee with higher
education shall be considered senior.
2. During the year the vacant posts of Head constable rank shall be filled with entitled constables according to
the central seniority roster in the following proportions:
a) 70% posts will be filled on the basis of seniority-cum-merit as per para no; 3(1) of this order.
b) 25% posts shall be filled through competitive examination, which would be termed as B.P.T (Basic
Proficiency Test) as has been prescribed in para no; 3(2) of this order.
c) 5% posts shall be filled on sports basis as per the prescribed sports policy of department from the dis-
tinguished sports persons of All India or International games.
3 (I) (70%) Selection of constables on seniority-cum-merit.
a) CPO will prepare an annual list every year on seniority-cum-merit basis, from which the selection of
able employees for this category shall be made.
b) From among all the constables who may have completed their 5 years service before the Ist of January,
a list of able constables shall be prepared.
c) CPO shall allot the lists of senior constables to the concerned Zones for preparing their lists on Inter
seniority state select list basis.
d) The selection in the Inter seniority list shall be made on basis of the numbers of rewards:
i) Duration of service:- One number shall be given for one years’ completed service.
ii) Training course:- The following numbers shall be awarded to the employees for
comleting professional training course.

e) On the basis of the seniority list obtained from the units CPO shall prepare an annual joint list which
will be called as S-1.
f) The senior constables of S-1 shall be selected for promotion on seniority-cum-merit basis, which would
be 70% of all the total posts of the current year and they would be placed in list P-1.
g) During the year the selection is made, if any employee has been awarded any major punishment with-
in three years prior to the first January of that year, he will not be entitled to be placed in list S-1/ P-1.

h) The contable who has been awarded two or more major punishments during service that constable will
not be entitled for placement in list S/P.
3 (II) Selection of 25% seats of constables through examination (Basic Proficiency Test)
a) 5% posts of head constables shall be filled on the basis of competitive test which is termed as Basic
Proficiency test.
b) The unit will prepare a list of those constables every year who wish to participate in the competitive
list. CPO will prepare a common central list from these lists of candidates who had opted of sitting in
the basic proficiency test.
c) The constable participating in the BPT should have completed 3 years of his service on first January
of that year. The candidates who would be completing there 3 years service on the first January or
afterwards shall be considered in the next years list.
d) The BPT test shall be taken centrally by the committee selected under orders of DGP, Punjab, a n d
the BPT shall be taken on the basis of the approved standing orders of the DGP.
e) The merit list of basic proficienty test shall be prepared from total 100 marks and the numbers of serv-
ice record shall be given as below:
i) Written test: There shall be interagative type of questions of 90 marks regarding knowledge of
law and police functioning.
ii) There shall be 10 marks for duration of service (one mark for one years’ service)
f) During the year the basic proficiency test is being held if an employee has been awarded any major
punishment upto 3 years prior to first January of that year, he will not be entitled to sit in the BPT.
g) The constables selected for lower school course on the basis of the basic proficiency test shall be
placed in list Ps, which shall have 25% of the posts of Head constable rank.
3 (III) Selection of constables on the basis of merit in sports:
a) 5% posts of head constables shall be filled with those constables who have shown distinguished per-
formance at national and international level.
b) The selection for 5% quota shall be made by the committee authorised by the DGP, on the
criterion prescribed in the sports policy made or authenticated by the DGP.
c) The constables selected for lower school course in that year shall be placed in list P-III for maximum
5% posts of head constables.
4. a) As per line I, II, III of para 3, the above criterion for all promotions shall be applicable on all consta-
bles, who being selected for promotion shall be placed in common select list which shall be called
lower school course.
b) The constable whose name appears in lower school course, can not be promoted to head constable rank
till he first passes the prescribed basic promotion course. It has been provided that the employees who
have been selected for lower school course and are going to retire on a date prior to 3 years, they shall
be exempted from lower school course, and they may be promoted.
c) Inter seniority lower school list of constables shall be as below:
i) The constables who have passed the BPT on the basis of 25% posts in that year they shall be
considered senior in the lower school course list than the constables selected on Inter seniority
and sports basis.
ii) The constables selected on the basis of seniority-cum-merit shall be senior to the constables
selected on sports basis.
5. According to Inter senior seniority the employees on lower school list shall be considered Head
constables. The officials who will pass lower school course they would be placed on list ‘C’. The list ‘C’ shall
be maintained by CPO and it would include the names of the employees who have passed lower school course
in that year and also the names of those employees who have been selected for lower school course but could
neither pass the course in the year because of facts stated in para 4 (ii) and nor could be selected.
6. The list of constables against each constable for Head constable of the Zone shall be supplied to every Zone
by the CPO with a list C attatched above it. The IGPs of Zones shall be chairmen of departmental promotion
committees who would collect all record for giving proper promotion to every constable according to the rules
prescribed by departmental promotion committee.

File Tracking System
The information technology and communication wing is providing basic training to the officials of the infor-
mation technology and communication wing and the intelligence wing for introducing the NIC created file track-
ing system in the Punjab Police with the help of the representative of the NIC so that the officials may apply this
system while carrying out the functions of their seats.
The File Tracking system is such a system which would bring forth transparency in the filing system and
bring about speedy disposal of the official business because the daily movement of the files would be recorded
in the system which would facilitate the monitoring by the seniors and they would know that such and such file
remained pending for such and such time on a particular seat or in a particular branch.

An overview of the significant activities of Police Commissioner
Ludhiana
Inspite of a busy schedule of duties Police Commissioner Ludhiana took following initiatives to enhance
police-public coordination :

De-addiction Campaign-
A special campaign was launched from 10 to 26
June in connection with the International Anti-drugs
day i.e. 26 June. During this period 18 de-addiction
camps, 45 meetings, 8 seminars and 8 dramas were
organized at different places in the Commissionerate
Ludhiana area. The public, the school/college stu-
dents and the drivers of trucks, tempos and other
auto unions were made aware of the ill-effects of
drugs and were motivated to shun this evil.

Special plantation drive
A special plantation drive has been launched by
Commissioner Police, Ludhiana at Police Lines,
Ludhiana on 7 July in which children of police
employees have been involved to initiate the process
of planting large number of saplings at Police Lines,
Ludhiana. The plantation process has also been initi-
ated in all the police stations, police posts and police
colonies and a target of planting 10,000 saplings has
been fixed to keep the environment clean. The local

26 to 10 July in which around 15 children participat-
ed and acquired computer knowledge. More children
are being encouraged for taking computer training
and it is proposed to run such courses in future also.

a) Open Darbar

Crime and Criminal tracking network and system
As per the directions of Ministry of Home, Govt. of India a project implementation and monitoring report regard-
ing the implementation of crime and criminal tracking network and system project in Punjab Police has been prepared.
For this purpose Punjab Police, with the cooperation of Information and technology department, has appointed Wipro
Company as State Project Management consultants (SPMCs). This report presents the solutions to current weaknesses
in the Punjab Police through computerization and link-age work from state headquarters level to the police station level.
It is pertinent to mention here that Punjab police is the
only organization throughout India which has prepared
this report. In a committee meeting, State Empowered
Committee has approved this report for forwarding it to
the Ministry of Home, Govt. of India. This became pos-
sible only because of the dynamic guidance of the
Hon'ble DGP, Punjab. If the Govt. of India approves this
report, then on one hand the working of Punjab police
would be made transparent and immediate to the modern
Information technology and on the other hand the peo-
ple would have an increased access to the Punjab police
for speedy, easy and impartial solutions to their prob-
lems, which would enhance the police credibility and

Grandeur added to Traffic-cum-Entertainment Park Nurpur


In the Model Police Station Nurpur Bedi Complex, district Rupnagar, Pir Baba Zinda Shaheed Society, Nurpur
Bedi has developed a very beautiful and attractive traffic-cum-entertainment park in which the scenes of artistic sym-
bolization of world famous sculptor and the creator of Chandigarh Rock Garden are recreated. Apart from being a place
for traffic awareness to the students and general public being imparted by district Rupnagar police, this park has become
a recreational centre for students also. Being a source of education and entertainment apart from giving information
about traffic rules and first aid, the art of sculpture of Sh. Nek Chand, full size horses, elephants, hills and Zebra etc.
have been installed here very beautifully. Efforts continued to add more grandeur to this park so that it could be made
a centre of education and entertainment in a real sense.
