message that not only validated all
her accomplishments as a student,
but one that is likewise helping alter

that has CREBA’s stamp of influ-
ence, like the Social Housing Act of
1982 that liberalized the stringent
standards of land development and
housing construction then to spur the
construction of more socialized and
low-cost housing in the country.
Tario says CREBA’s participation
and partnership with the government
led to the enactment of the law that
created the Pag-Ibig Fund and the
National Home Mortgage Finance
Corporation, which are admittedly
vehicles for more low-income Filipinos
to acquire their own homes through
financing.
Today, he says CREBA is currently
working with the national govern-
ment and Congress in order to ad-
dress some concerns in dealing with
the housing backlog, like pushing for
the creation of a housing department
which will have a cabinet portfolio
level and an equitable land access ad-

“A Department of Housing is very
necessary and is a must. It should be
