The 2011 Census offers a wide range of temporary part time and full time job

opportunities ranging from managerial positions to roles working in the field interacting
with the public throughout England and Wales. Contract periods range from a couple of
weeks to several months.

All roles require flexibility regarding working hours, with the requirement to work up to
8pm in the evening as well as weekend working. The majority of roles will be physically
demanding, working outside and dealing with the public within your local community.
You will need to be able to manage your workload effectively in order to meet set
timescales and as a result, it will not always be possible to work in fine weather.

Prior to starting work the Census Team will ensure that you have the knowledge and
skills required to complete duties and responsibilities. As a result, you will undertake a
learning package specific to the role prior to starting work (for which you will receive
payment).

Census Collector job description


What does the role involve?
As a census collector (CC) you will be responsible for contacting householders - knocking on
doors or ringing doorbells - to follow up the non-return of 2011 Census questionnaires from
households. This will involve face-to-face discussions to encourage the completion and
return of census questionnaires and to offer help and assistance if required. You will be
required to work at varied times (see below).
To help you carry out this work to the high standard required, you will receive detailed
instructions and be fully trained. You will be part of a team reporting to a census coordinator
(CO) while carrying out this role. The post involves working outside for most of your day
visiting a number of addresses. You may need to climb stairs to reach some of these. You
will need to carry with you a bag of spare questionnaires and other supplies.
Specific duties:
_ ensure confidentiality and security of census information at all times
_ make sure you understand any instructions you are given and attend the training required
to do the job
_ become familiar with the areas allocated to you
_ call at addresses which have not returned a questionnaire and encourage their
completion
_ record accurate and legible information on all paperwork
_ provide assistance to complete census questionnaires where necessary
_ deliver additional or replacement questionnaires to householders where necessary
_ check the status of addresses and reporting outcome of follow-up visits
_ report where a refusal is encountered
_ meet with the relevant census coordinator every three days to report progress
_ complete all work within the required timescale and to the required standard
_ submit accurate weekly timesheets
Specific requirements
If you wish to be considered for this post, you must be:
_ able to work flexibly between 2pm and 9 pm (Monday to Friday) and 10am–9pm
(Saturday and Sunday), although this may vary according to local conditions
_ meet the qualities and skills required
_ prepared to participate in the necessary pre-employment reference and security checks
_ able to access a computer with internet access in order to complete e-learning. This does
not need to be your own computer: you will be able to use internet facilities in local
libraries or internet cafes. E-learning will take about three hours to complete.
_ able to travel throughout your area in order to carry out the work
Welsh language skills (Wales-based posts only)
For some census roles in Wales the ability to speak Welsh is essential, and desirable for
some other roles. Where Welsh language skills are essential you will be required to
communicate with members of the public in Welsh, explaining the benefits of the census or
helping them to complete the census questionnaire. Please state when applying for roles in
Wales if you are able to speak Welsh.
Essential qualities and skills
We are looking for applicants who:
_ are able to speak English and understand written English well enough to keep accurate
records and explain the benefits of the census to encourage householders to complete
and return their questionnaires
_ are well-organised and able to work within specified timescales
_ are confident in dealing with people and can demonstrate tact, discretion and patience
_ can work on their own
_ are able to write clearly and keep neat and accurate records
_ can understand and follow detailed written instructions
Desirable (non-essential) qualities and skills
_ able to speak other languages including sign language
_ able to read a map
_ have the use of a mobile phone
What are the working hours and pay?
Full time posts (around 37 hours per week), part time posts (approximately 25 hours per
week) and very part time posts (approximately 15 hours per week) are available. You are
normally required to carry out your duties between the following times:
_ 2pm to 9pm Monday to Friday
_ 10am to 9pm Saturday and Sunday
These are the times when we expect most people to be at home.
There may be instances when your manager could ask you to work outside these hours. In
addition at least 60% of your hours must be worked at evenings (5pm–9pm) and weekends.
The employment is from either 21 March to 6 May 2011 or 6 April to 6 May 2011. Please
state in your application which of these you prefer. We will endeavour to take this into
account but cannot guarantee that we will be able to offer you the dates you choose.
Full-time posts (37 hours per week), part-time posts (25 hours per week) and very part-time
posts (15 hours per week) are available. However you will need to be flexible regarding the
specific hours worked each week. You will be required to work in the evenings up to 9pm
and at weekends.
Payment will consist of:
_ a basic hourly rate of between £7.41 and £10.42 (depending on the area) will be paid
throughout the period of employment. Hours must be claimed on a weekly basis
_ for operational reasons, you will take your accrued holiday entitlement once your census
duties have ended. This will be between 6 May 2011 and 13 May 2011 and is referred to
as your ‘holiday period’. All accrued holiday pay will be automatically calculated and paid
to you at the end of your contract of employment
_ a (taxable) completion payment of £110 (37 hours a week staff), £75 (25 hours a week
staff) or £45 (15 hours a week staff) will be awarded on successful completion of the full
term of your employment contract, all duties and return of all supplies
_ reasonable and pre-authorised expenses (supported by valid receipts, wherever
possible). This will include reimbursement of travel costs within your work area (but not
from home to work area).
_ in rural and some other areas, the use of private transport may be required for which a
mileage allowance will be paid. In this case you will need to have a current full UK driving
licence and the use of a motor vehicle (insured for business use).
References and security checks
The census team wants to do everything possible to ensure the safety of the public and the
protection of their data. High standards of integrity and data protection must be maintained.
This includes carrying out reference and security screening of all potential staff who will be
carrying out census work to make they are suitable for the role.

4. Signing a Census Confidentiality Undertaking so that we can be confident you

Confirmation of identity and, if appropriate, permission to work in the UK
You will be asked to provide evidence of your identity and confirmation that you are
permitted to work in the UK. This will include verifying your name, address, date of birth and,
where appropriate, evidence of residence and/or work permits and visas.
Criminal convictions
Capita Resourcing will check whether candidates have unspent convictions and if so, what
type.
You will be asked to declare any such convictions when you apply. You will also be asked to
comply with independent checks on these by an authorised body which provides security
checks for most public sector organisations.
If you have an unspent conviction, a review of its nature will be undertaken. This will not
necessarily exclude you from appointment.
Three years’ employment history checks
We also need to confirm your recent employment history to check your suitability for the role.
If you haven’t been recently employed or have no academic history, we will require a
character reference from a person of some standing in the community. This could be a judge
or magistrate, medical practitioner (such as a doctor or dentist), officer of the armed forces,
teacher, lawyer, bank manager, civil servant, etc.
The Census Confidentiality Undertaking
This undertaking ensures that you are aware of and understand your legal obligations and
responsibilities to maintain confidentiality of census information under the terms of the
Statistics and Registration Service Act 2007 - both during and after any involvement and/or
employment related to the census. You will not be able to carry out census work until you
have signed this undertaking.
Data Protection Act
The information you supply in your application to Capita Resourcing may be held for
management and planning purposes, either in paper or electronic form. The details will only
be disclosed to ONS personnel (or their representatives in the field). Names and addresses
will be supplied to third party contractors only when necessary for operational purposes
(such as to arrange the delivery and collection of supplies). You will be asked to confirm that
you are happy for your contact details to be used as described.
