The CONTRACTOR shall design, manufacture, supply, construct, install, test and
commission complete fire protection system inclusive of all supervision, labour, material,
equipment, machinery, plant and all other items necessary to complete the required works.
The fire protection installations shall comply with the latest NFPA (National Fire Protection
Association – U.S.A.) guidelines. The CONTRACTOR shall submit full details of the proposed
scheme for ADWEA/ENGINEER approval.
The fire protection systems shall cover the following unless mentioned specifically otherwise:
- Automatic CO2 fire fighting system for rooms housing electrical equipment.
- Fire water system comprising firewater pump skid, hydrants, hose reels, sprinklers and
piping.
- Fire detection and alarm system complete with manual call points.
All equipment supplied under this section shall be manufactured by a manufacturer regularly
engaged in the manufacture & supply of fire protection equipment. It shall essentially be a
duplicate of equipment that has been in satisfactory use for not less than 5 years prior to the
bid date and be supported by an approved service organisation capable of carrying out
regular inspection and maintenance of fire protection systems.
The Scope of CONTRACTOR's activities shall include, but not be limited to the following:
- Preparation and issue of testing procedures and details to be applied on this contract.
- Packing, receipt, delivery, handling, transport etc. of all materials and equipment.

Supply, installation, testing and commissioning of all safety functions and general safety
facilities as per standards/codes applicable and subject to ADWEA/ENGINEER approval.
The safety functions shall include all tripping and shutdown requirements as stipulated by
ADWEA/ENGINEER.
The safety facilities shall include but not be limited to safety/exit signs, equipment, labelling
and instructions in Arabic and English.
- Any other item not specified above, but necessary for completion of the works and
installations.
This specification covers the minimum requirements for the design, manufacture, supply,
installation and testing of a complete fire protection system for all areas included in this
project.
The CONTRACTOR shall be responsible for carrying out a detailed site study, preparation of
detailed design drawings and providing technical data of the various equipment to
ADWEA/ENGINEER for approval.

Provision of all local and national mandatory codes shall be considered as part of this
specification.
3. SITE CONDITIONS
The fire protection system and associated systems shall be designed and suitable for
operation in the climatic conditions of the United Arab Emirates.
The CONTRACTOR is referred to the General Technical Requirements, which details the
climatic conditions that may be encountered at site. However the offered equipment shall be
suitable for the below mentioned conditions as a minimum:-
4. DESIGN CONSIDERATIONS
The CONTRACTOR's proposal shall be based upon the standards mentioned in the
specifications. The CONTRACTOR may propose equipment in accordance with other
relevant published standards only if these standards exceed the one's specified. In such case
the CONTRACTOR shall submit copies of such alternative standards for ADWEA/ENGINEER
approval.
All fire protection equipment shall be designed & provided in accordance with the appropriate
National Fire Codes Published by the National Fire Protection Association unless specifically
mentioned otherwise.
If the CONTRACTOR proposes the use of fire protection system for which no suitable
standard exists, the CONTRACTOR shall then submit full technical details and the use of
such system shall be subject to the approval of ADWEA/ENGINEER.
All fire protection equipment shall be of types approved and listed by recognised approval
authorities.

The automatic CO2 fire fighting system shall be used for protection of electrical equipment in
L.V/M.V rooms and also for protection of instrumentation and control equipment in control
rooms inclusive of all telecommunication equipment.
The CO2 fire extinguishing system shall be through total flooding and deep seating of the
respective areas as per table 2.4.2.1 of NFPA-12 and shall comply which the requirements of
NFPA-12
The CO2 agent shall dilute the oxygen content of the protected hazard to a point where it will
not support combustion.
The automatic CO2 fire fighting system could be supplied as modular system, each protecting
only one risk area or system using a centralised supply of extinguishing agent to protect a
number of risks with 100% reserve CO2 cylinders on line.
The proposed manufacturer of the system components shall have a minimum of 10 years
experience in the manufacture and design of fire suppression systems and related fire
detection and control equipment.
All materials related to the system shall be stored in well ventilated area at temperature not
exceeding 52ºC.
The CO2 Cylinders shall be supplied suitable for tropical fill which shall take into account any
compensation measures necessary to accommodate the site ambient temperature variations.
The cylinders shall be of seamless steel construction and equipped with pressure differential
type discharge valve. The valve shall be constructed of brass and anodised aluminium and be
capable of withstanding a maximum pressure of 6000 psi. The valve should contain a safety
pressure relief device. The cylinders shall be protected with corrosion protection painting
system.
The CO2 cylinders provided with the system shall be wall mounted on a rack or free floor
standing in a rack as appropriate. The cylinders are to be of the refillable type and be able to
be handled individually by one person.

The CO2 system shall be provided with weight loss monitoring facility. The CO2 system shall
be provided with full monitoring and change-over system from main to reserve.
The CO2 system shall have its own dedicated control panel/module/circuitry for each
protected zone which shall interface with the fire alarm control and indication panel.
The CO2 cylinders shall be fitted with electric solenoid actuator and mechanical drop weight
mechanism with adjustable time delay. The actuator shall interface through a compatible
control panel by the system manufacturer. The actuator shall not require any special tools for
resetting after operation.
Manual release of the CO2 system shall be by a Release Unit located at the entry to the
protected area. The manual release of the CO2 system shall initiate an alarm of Fire on the
fire alarm system for the Fire Safety Zone protected by the CO2 system.
The Manual Release unit shall be of the type requiring two distinct and separate actions for
their operation (e.g. break glass and pull handle) and shall be coloured yellow. On or adjacent
to the unit shall be the wording "CO2 Fire Extinguishing System - Manual Release".
Each CO2 gas protection area shall be provided with status indicator installed at all entry
doors. Features of status shall be as follows:-
- To be provided with change-over switch to change from auto mode to manual mode and
vice versa
- Dual green LED's with label " CO2 SYSTEM IN AUTO MODE - DO NOT ENTER THE
ROOM"
- Dual red LED's with label " CO2 GAS DISCHARGE - DO NOT ENTER THE ROOM".
The status of the CO2 system shall be repeated at all fire control/alarm panels, respective
rooms and other status units. Changing of the CO 2 system mode back to auto shall only be
possible from the same status unit used to set the system in manual mode.
Check valves shall be provided on all systems utilising a connected reserve supply. This will
prevent the reserve bank of cylinders from being activated when the main bank discharges.
The check valve shall be of "in line flow" design for minimal flow restriction during discharge.
The nozzles shall be designed to direct the discharge of CO2 in liquid or gaseous state. The
nozzles shall be constructed of corrosion resistant material.
The distribution piping shall meet the requirements of ASTM A106. Sizing calculations shall
be submitted for ADWEA/ENGINEER approval.

The control system shall have an adjustable pre discharge time delay circuit to allow
evacuation of the protected area prior to the discharge of carbon dioxide.
A "CO2 Discharge" sounder having a sound output of 100dB (A) at 1 metre and a sound
distinctive from any other in the location, shall be provided in the protected area to warn
personnel of the CO2 gas discharge. The sounders shall be initiated for the duration of the
discharge time and thereafter until the system is manually silenced.
Power supplies for the CO2 system shall be taken from the same power supply as the fire
alarm control and Indication panel.
The control system shall be U.L. listed and F.M. approved and shall comply with all
requirements of NFPA Standards 12, 71, 72A & 72D.
6.1 General
This specification covers the minimum requirements for design, manufacture, and testing at
manufacturer's works, supply, installation, site testing, commissioning and acceptance testing
at site, of the fire water pump skid to be supplied under the terms of the contract. This
specification shall be read in conjunction with the relevant data sheets, drawings and other
relevant sections of the tender documents.
Compliance with this specification shall bot relieve the CONTRACTOR from any of his
contractual obligations and responsibilities towards fulfilling the performance requirements.
No deviation from this specification shall be allowed, unless specifically approved in writing by
ADWEA/ENGINEER.
The offered pump model shall be from the existing production range of the manufacturer.
The CONTRACTOR shall furnish with the tender, a comprehensive reference list for the
quoted model, giving the following information as a minimum:
- Model supplied

- Test curves for the shop tests, duly certified and stamped by the inspecting authority
- Year of supply

The package components shall include all accessories and auxiliaries to constitute a
complete unit. All items included shall be selected from qualified experienced manufacturers,
which shall be subject to review and approval by ADWEA/ENGINEER. Supply shall be in
accordance with this document, data sheets and other applicable documents.
The design standard shall be to NFPA 20. Factory Mutual (FM) approval or UL listing shall be
applicable for these pumps and other major components of the package.
The package shall be provided with all safety and other measures, to ensure smooth and
trouble free operation of the package.
The package and its components shall be provided with proper and adequate lifting facilities
(hooks/eye bolts etc.)
The package shall be provided with drainage connections for oil/water spill-overs etc.
The VENDOR shall carry out a 'torsional vibration analysis" of the complete unit and shall
submit to ADWEA/ENGINEER for review. Each driver, coupling, driving unit system shall be
so designed to ensure that the complete installation starts, operates and stops free from
torsional vibration and oscillation. The first lateral and torsional critical speeds for the
complete train shall be at least 20% above the maximum operating speed.
The CONTRACTOR's scope of supply shall include for all equipment, items and materials as
detailed in the applicable data sheets, specifications and drawings.

- 1 No. suitably sized diaphragm type pressure vessel suitable for the above.
- Auxiliary piping as required. The piping material shall be carbon steel fusion bonded
epoxy coated, internally and externally to 300 microns DFT.
- Safety valves.
- Electric motor driver for main and jockey pumps with space heater and terminal box with
cable glands.
- Fire pump controllers for electrically driven pumps complete with alarm monitoring and
mounted in a sealed cabinet with space heater.
- Diesel engine driver including complete inlet and exhaust system, starting systems and
cooling circuit with heat exchanger or radiator.
- Base plate(s).
- Fuel oil day tank with fuel supply/return piping, accessories and appurtenance, such as
level gauge, level switch and support.
- Fire pump controller for diesel driven set with back-up power supply from batteries
complete with charger, engine mounted alternator and space heater.
6.4 Fabrication Requirements For Main Fire Water Pumps (Electrical &
Diesel Operated)
The design, testing and installation standards for the pump package shall be strictly in
accordance with the requirements called for in the National Fire Protection Association
Standard NFPA 20 for Centrifugal Fire Pumps and have Factory Mutual (FM) approval or UL
Listing.

The material of construction for the different pump components shall be as indicated on the
data sheets.
The pump design shall allow for easy removal of the bearings and the rotating elements
without disturbing the discharge pipework.
The duty point for the main fire water pumps and nominal speed at rated duty shall be as
indicated on the date sheets.
The performance characteristic of the pump shall be such that it produces not less than 150%
of its rated capacity at not less than 65% of the total rated head. The shut off head shall not
exceed 140% of the rated head. The curve between shut-off and operating point shall
preferably be as flat as possible.
The suction/delivery branches shall be flanged and drilled in accordance with the data sheets.
The duty point for the jockey pump and the nominal speed at rated duty should be as
indicated on the data sheets.
The material of construction for the jockey pump shall be 316 stainless steel for impellers,
shaft and guiding vanes and cast iron for the casing.
The pump shall generally comply with the requirements of NFPA 20.
6.6 Fabrication Requirements for Diesel Engine Driver for Main Fire Pump
The diesel engine shall generally comply with the codes and standards specified in clause 2.0
of this specifications.
The design, testing and installation standards for the pump and driver package shall be
strictly in accordance with the requirements called for in NFPA 20 for centrifugal fire pumps
and have Factory Mutual (FM) approval or UL Listing.
The complete assembled diesel engine driven fire pump set shall fully comply with the
requirements of NFPA 20.
The diesel engine shall be a completely self conditioned horizontally mounted unit comprising
but not limited to the following:
- Air cleaner
- Fuel filter

- Flywheel housing
- Day tank for diesel, with hold up capacity for minimum 8 hours operation
The following instruments shall be provided and mounted on the engine as a minimum:
- Governer
- Overspeed switch
- Tachometer
The electrical connections shall be wired to the controller for the diesel driven fire pump.

A fuel float (surge) tank with adequate capacity to provide twenty four (24) hours operation
under full load shall be supplied with the diesel engine along with its interconnecting
piping/hoses. Facilities shall be provided for the convenient filling of the service tank.
- Sight gauge
The fuel lines shall be flame resistant flexible hoses for connection to the engine. These shall
be no shut off valve in the fuel return line to the tank.
The engine cooling system shall be of the closed circuit type, including a heat exchanger,
engine driven circulating pump and jacket temperature regulating device.
As an alternative, closed circuit cooling with radiator can be considered, if the model has
FM/UL listing with radiators.
The heat exchanger shall be potable water/heat exchanger, utilising potable water from the
pump discharge or air (radiator) type, as applicable.
The 12/24V dc starting system shall be provided by means of lead acid batteries with battery
chargers. The system shall be supplied as part of the controller for the diesel operated fire
pump. Each battery shall be capable of cranking the engine through a 6 minutes cycle of 15
seconds cranking followed by 15 seconds rest in 12 consecutive cycles.
The engine shall have two forms for charging the batteries, one shall be the alternator and the
other shall be an automatically controlled charger unit in accordance with NFPA 20.

A complete exhaust system (fully insulated) shall be provided with flame arrestor and an
efficient residential silencer and sufficient pipework to enable the exhaust gases to be
discharged to the outside of the pumphouse.
Minimum 30 m of flexible exhaust pipe in SS 316 material shall also be supplied by the
CONTRACTOR. Flame arrestor to be provided at the end of exhaust pipe.
Flexible or corrugated connections shall be provided between the engine and the exhaust
pipework.
The silencer fitted in the system shall ensure that the noise level measured one (1) metre
from the engine shall not exceed 90 dB(A).
The pump manufacturer shall provide test certificates/certification that the diesel engine
provided with the pump package fully complies with the requirements and duty called for in
NFPA 20.
The electrically driven fire pumps (main & jockey) shall be directly driven by suitably rated
totally enclosed fan cooled electric motors. The motors shall comply with the requirements of
Low Voltage Squirrel Cage Induction Motors.
The motors for the fire pumps shall also comply with the requirements of NFPA 20.
The CONTRACTOR shall supply, install, test and commission controllers for electrical
operated main and jockey pumps and for the diesel operated main fire pump. The
CONTRACTOR shall ensure that all items of equipment and/or materials are provided and
installed to give complete and fully operational system.
In general, the controller units shall comply with all requirements of the latest edition of NFPA
20 (National Fire Protection Association) code for centrifugal pumps.
The controllers shall have visible and audible alarms to indicate that the system is in
automatic mode. The controllers shall be fitted with a sequential timing device to prevent any
one pump starting simultaneously with another pump.
The system shall include remote indication equipment in accordance with NFPA 20 to be
located with the main fire alarm control panel.

The controller shall bear the labels of UL/ULC/CSA/FM or NYB of S and A as applicable.
The CONTRACTOR shall submit complete details of the proposed controllers for
ADWEA/ENGINEER approval.
The controller shall start the fire pump automatically on receipt of a signal indicating pressure
drop in the fire protection system and the pump will continue to run until shutdown manually.
Automatic operation may also be initiated by a signal from other sources like remote start
signal.
The initiation circuit should be of the "fail safe" design, arranged to start the fire pump on the
opening of the pressure switch contact/loss of normally closed signal.
Normal motor shutdown shall be achieved by a stop push button mounted on the front of the
enclosure but will not stop the motor while the initiation signal is present. To stop the motor in
an emergency situation, the vendor shall provide a mode selector switch. An override manual
start facility should be provided in this selector switch. This "Emergency Manual
Start/Off/Auto" selector switch shall be under "break glass" type cover.

cover the whole site including allowance for piping to future equipment/installations.

Sizing of the mains shall take into consideration supplying the maximum anticipated demand
including hydrants, hose reels and sprinkler system, at any part of the site. The sizing of the
fire water ring main shall be in accordance with NFPA guide lines and to the requirements of
Local Authorities & Civil Defence.
The fire water ring main shall be constructed in ductile iron pipes with spigot and socket joints
according to ISO 2531. The fire ring main shall be cement lined internally and zinc/ bitumen
coated externally. Additional tape wrapping may be required if called for in the particular
specifications. The D.I. pipes and fittings shall comply with the "Specification for D.I. Pipes &
Fittings". The underground fire main shall be installed in the form of supply rings for the
outdoor hydrants. Extensions from the underground fire mains shall be led to the indoor hose
reels and sprinkler pipe work. Sufficient drain and vent points should be provided along the
fire water ring main. The underground fire mains shall be flushed thoroughly before
connection is made to the fire protection system piping in order to remove foreign materials.
The internal pipe work for hose reels which are fed from the underground fire ring mains shall
be manufactured from galvanised seamless carbon steel.
The D.I. fire water ring main shall be laid, tested and flushed in accordance with the
requirements of "Specification for Construction, Testing and Commissioning of Ductile Iron
Piping Systems".
Isolation valves shall be located along the mains to enable certain sections to be closed down
for maintenance while other sections are still operational. All underground valves shall be
located in valve pits.
Fire hydrants shall be located along the fire ring main and should protect all sides of
respective structures or buildings where risk occurs. The spacing between the fire hydrants
shall be in accordance with the requirements of the relevant NFPA code.
No hydrant shall normally be closer than 12m from the buildings protected and the distance
between fire hydrants should not be more than 75 m. Each hydrant shall be fitted with an
isolation valve in the connection from the main. The isolation valve shall be D.I. and shall
meet the requirements laid down in the "Specification for Valves".
Each fire hydrant point shall be fitted with suitably sized stand pipe. The stand pipe shall be
fitted on the top with 2 No. 65mm outlets. Each outlet shall be fitted with a landing valve which
shall be of the flanged, horizontal stop valve pattern and fitted with instantaneous female
coupling and removable blank cap secured by a length of chain. The landing valve shall be in
gun metal to B.S. 5041 : Part 1. The stand pipe shall be in carbon steel fusion bonded epoxy
coated internally and externally to 300 microns D.F.T. The size, height & material
specifications of the subject stand pipe shall be submitted to ADWEA/ENGINEER for
approval.

Each outdoor type fire hydrant shall be provided with a box containing 2 Nos. 65mm nominal
bore hoses and hand controlled spray/jet nozzles. The length of the subject hose shall be
adequate to cover the risk area. The hose box shall be manufactured from powder coated
(internally & externally) sheet steel 2.0mm thick. The hoses cabinet shall be duly sized to
house the contents mentioned above. The cabinets shall be provided with doors fitted with
stainless steel encapsulated hinges & door fastners. The doors shall also be fitted with
neoprene or similar approved seal to minimise the ingress of dust, sand & moisture. Air vents
with S.S. fire mesh screens shall be provided to prevent the build up of condensation. The
cabinets & stand pipes shall have a finish colour of fire red.
Hose reels shall be provided within building as indicated in the Particular Specifications
and/or relevant drawings. Hose reels shall be of the manual fixed, high grade non-kink type
having smooth internal bore to B.S. 5306: Part 1. Each hose reel shall be complete with water
control valve, 45m of 19mm hose, guide, spray/shut-off nozzle and all necessary mountings.
Automatic valves shall be fully open after not more than four (4) full turns of the hose reel. An
isolation valve shall be provided in the supply piping to each hose reel to allow maintenance.
All hose reels shall fitted with a hose guide to enable free run out in any direction and fitted
with a staple for parking the nozzle once the hose is rewound on the reel.
Hose reels shall be mounted on the inside of powder coated sheet steel cabinet finished in
fire red colour internally & externally. The fire cabinet when opened, should allow the hose
reel to be unreeled in any direction through an angle of 180 degrees to wall face. Provision
shall be made to ensure that doors are to be hinged as to turn through 180 degree on the wall
face, thereby preventing any obstruction in the movement of the hose. There should be no
fastenings to prevent the immediate opening of the doors.
Warning signs shall be provided next to the hose reels saying "FIRE HOSE REEL" and
"WARNING NOT FOR USE ON ELECTRICAL EQUIPMENT" in Arabic and English.
The contractor shall supply, install, test and commission an automatic water sprinkler system
where required by particular specifications and/or relevant NFPA standards.
The water sprinkler system shall be capable of automatic detection and automatic actuation.
The sprinkler system for single zone shall interface with the fire alarm indication & control
panel. The water sprinkler system shall be supplied from fire water ring main. Alarm signals
pertaining to the sprinkler system shall be provided in the main fire alarm indication and
control panel.

Title: SPECIFICATION FOR FIRE PROTECTION SYSTEM
The sprinkler system shall be interfaced with the fire alarm system and all details such as
delay valve open, pump running, etc. shall be annunciated by LCD display on the main fire
alarm panel.
All pipework and fittings shall conform to British Standards and to LPC Technical Bulletin1. All
pipework shall be galvanised steel medium weight to BS 1387/1967 or BS 3601 for over 150
mm diameter. All pipework shall comply with Clause 21 of BS 5306 and be suitable for the
designed system pressures.
Open pipework, such as multiple control discharge pipes shall be medium weight, galvanised
steel to BS 1387 with galvanised malleable iron fittings to BS 143, screwed to BS 21.
Screwed fittings shall be malleable iron, black to BS 143 and screwed to BS 21. The jointing
shall be made using P.T.F.E tape or jointing compound and hemp. Excess jointing material
shall be removed immediately after the joint is made.
All pipework fabrication shall be undertaken at the Specialist suppliers work and inspected in
the workshop where welding methods and procedures shall be in accordance with the
provision of BS 2640, BS 2971 or Heating and Ventilation Contractors Association Manual-
Welding of Mild Steel Pipework.
Welding shall be executed by Welders who hold the appropriate Certificate of Competency as
issued by the National Joint Industries Council of the Heating and Ventilation Industry.
All pipework shall have a gradient to Table 42 of BS 5306 in order to facilitate drainage of the
sprinkler system. No pipework joint shall be made within the thickness of walls, floors or
ceilings.
Pipe supports shall in general be fixed to the building structure. Pipe supports and spacing
shall conform to Clause 22 BS 5306.
The CONTRACTOR shall provide the below mentioned accessories/drawing/plans for the
subject equipment:-
One location plate bearing the words "SPRINKLER STOP VALVE INSIDE" shall be provided
and fixed on the outside of the sprinkler valve chamber. The location plate shall consists of

Plans of the premises including the location of the sprinkler stop valve and area of protection
which the valve controls shall be fixed on a suitable position near the entrance so as to be
readily visible to Civil Defence or other persons responding to the alarm.
Further plans shall be installed in the pumproom and adjacent to all valve sets indicating main
valve locations, drain down locations and control head discharge locations.
In addition, a separate drawing shall indicate details of valve sets correct operation with all
control valves and control switches numbered. A tabulated numbered valve chart shall be
provided along with the operating instruction drawing.
The CONTRACTOR shall supply and fix traffolyte labels to each valve/switch numbered to
suit equipment operating drawing. The labels shall be secured by 25 mm key ring fixings. The
label identification system shall be referred to in the operating and maintenance manual.
The plans, valve location drawing and valve chart shall be mounted under glass and framed.
8. FIRE EXTINGUISHERS
Portable fire extinguishers shall be provided for the areas mentioned in the Particular
Specifications or shown on the drawings. The fire extinguishers shall be manufactured in
accordance with BS EN3 & BS 7863 and operated by means of a lever operated valve
provided with a safety pin which shall allow control partial discharge. The extinguishers shall
be with clear instructions for their use in Arabic and English.
The fire extinguishers shall be selected to suit the hazard area and/or as indicated on
drawings/mentioned in the Particular Specifications.
Fire extinguishers shall be mounted at a height of 1m above floor level and should normally
be located near the exit from each room or area and/or at locations where they are easily
visible and accessible in the event of fire.
All apparatus shall be suitable for operation by one person alone and shall be easily
recharged. The fire extinguishers shall be of carbon dioxide or dry powder type as shown on
drawings and/or detailed in the Particular Specifications.
The size and number for the subject fire extinguishers shall ensure proper coverage for the
subject area in accordance with NFPA10 requirements as a minimum.
Where the extinguishers are provided externally, they shall be located inside protective
cabinets. The protective cabinets shall be painted red and marked with the word "FIRE
EXTINGUISHER" in Arabic and English. The cabinets shall provide protection from rain and
dust and have a pull off front cover to allow ease of access.

All fire extinguishers shall be indelibly marked with both gross and tare weight so that they
can be easily checked by weighing.
All fire extinguishers shall be designed for a service life of 20 years in the conditions existing
at the installation site.
Wheeled carbon dioxide fire extinguishers shall be provided where specified. The cylinder
shall be mounted on a metal frame with wheels and handle to make it mobile and
manoeuvrable.
The fire extinguishers shall be fitted with rotary valve. Snow horns with built in nozzles
specially designed to fit these valves shall direct the jet of extinguishing gas to give the most
efficient fire suppression. The fire extinguisher shall be fitted with safety valve and be suitable
to extinguish class B, C, E fires.
The fire extinguisher shall be equipped with a hose length not less than 3 metres. The system
shall be equipped with grip type brass valve to control the extinguishing jet plus hand grip
supports to handle the vertical pipe efficiently. The duration of discharge shall depend on the
capacity of the unit.
All mobile units shall be painted in accordance with NFPA10, Appendix B, and shall be
marked in the Arabic and English language with clear instructions for use.
Wheeled dry chemical extinguishers shall be provided where specified and shall consist of a
powder container to which shall be attached a cylinder of nitrogen gas for use as the
propellant of the extinguisher. The powder shall be led from the container to the discharge
nozzle through a flexible hose. The equipment shall be mounted on a metal frame with
wheels and handle to make it mobile and manoeuvrable.
The dry chemical container shall be of steel construction and shall have been pressure tested
to at least twice its operating pressure. The container shall hold suitable capacity of foam
compatible chemical dry powder of ABC rating.
The pressurising cylinder shall be externally attached to the powder container. The hose
conducting powder to the discharge nozzle shall be 10m long and made of braided synthetic
flexible hose which shall be permanently connected to the dry powder container and shall be
stored in a manner allowing easy removal for use. The unit shall have two wheels which shall
have rubber or synthetic tyres and a minimum overall diameter of 300 mm.
The controls shall be a single, easily accessible, valve used to release the pressuring gas into
the powder container. The nozzle shall control the discharge of powder and shall be designed

9.1 General
The fire alarm and detection system shall be designed, manufactured and tested in
accordance with the National Fire Protection Association (N.F.P.A.) standards and codes.
Fire safety facilities not covered by NFPA codes shall be in conformity with BS 5306, BS
5445, BS 5839 and with published international or national codes of practice or standards
which shall also be stated by the CONTRACTOR in his tender and shall be subject to
approval by ADWEA/ENGINEER.
The fire alarm and detection system shall consist of multi zone fire alarm and indication panel
with all necessary initiating, monitoring and detecting equipment and devices such as manual
call points, smoke detectors, heat detectors, fire alarm sounders, batteries and chargers
complete with all necessary connections, accessories and wiring to give a completely reliable
and satisfactory system.
The fire alarm system shall be designed to cover zones as detailed on the drawings and/or
Particular Specifications. In any zone of the protected structure/building, the manual breaking
of a break glass contact or automatic operation of heat or smoke detector shall give an
audible and visual alarm signal at the indication/control panel and shall simultaneously ring
local alarm bells in the particular zone.
All the equipment and components of the fire detection and alarm system shall be provided by
one manufacturer. The supply, installation and commissioning of the fire alarm and detection
system shall be to the approval of ADWEA/ENGINEER, Local Authorities and Civil Defence.
All equipment and devices shall be wired and connected by fire retardant cables. The cables
outer sheath shall be flame retardant. All cables shall be installed on cable trays or clipped
direct on walls or ceilings by cable clamp and fasteners provided by the same cable
manufacturer.
All cable entries to the fire alarm control panel, junction box, solenoid valve, etc. shall be with
glands using approved glanding kit.
Manual fire alarm call points, heat detectors, fire alarm control and indication panel and
associated equipment shall be weather proof to IP55.
All fire alarm system equipment or devices located in hazardous areas shall be flame proof
type (EExd II B T4).
The CONTRACTOR is referred to VDS 2092 which will be applicable for protection of cable
trenches/basement/tunnels.

The fire alarm and detection system shall be approved and listed by anyone of the authorities
mentioned under clause 4.
The fire alarm and indication panel shall be designed and constructed to the requirements of
the relevant NFPA standards and codes. The panel shall be located in the position approved
by ADWEA/ENGINEER.
The fire alarm panel shall be free standing type, 19" rack industrial and conventional type,
floor mounted with only front opening as indicated in the Particular Specifications. The fire
alarm system shall protect risk areas by giving warning of a fire condition when detected by
an automatic detector or by the operation of a manual call point. The risk area shall be divided
into zones and each zone shall have its own fire indicator on the control unit. Alarm sounder
shall be mounted in front of the panel. Zone circuit shall receive input signal from indicative
device, process and give command signal to the function device independent of any module
or card.
The enclosure of the fire alarm control panel shall be constructed from 1.5mm powder coated
sheet steel and shall be provided with hinged lockable door. The enclosure shall have IP 55
protection degree. All the components shall be mounted with proper spacing so that easy
access can be achieved.
The mains power available will be 220 V + 10%, 50 Hz from the UPS system. The power
supply units located in the control panels shall convert the mains power to 24 V dc and this
shall be used to operate the fire detection circuit.
An internal, maintenance free standby backup battery for 24 hrs. with 5 minutes operation of
an alarm sounder after 24 hours discharge test shall be provided.
A double pole isolating switch shall be fitted for incoming power. The panel shall be pre-wired
and tested at factory before shipment. There shall be 20% fully wired spare capacity.
Live parts of the equipment and terminations carrying voltages above 50 volts shall be
covered with transparent insulation plate, bearing the warning text : "Danger".
The following information shall be inscribed on a tag plate and the same shall be fixed on
bottom of front of the panel.
The cable entry to the panel shall be from the bottom. Blank removable gland plates shall be
provided for this purpose. Input/output terminations shall not be done directly on the cards

Flexible internal signal wiring shall be properly sized considering the electric load. The wiring
shall be identified by means of colour coding, numbered ferrules as well as attached labels.
Identification shall be secure, readable and accessible. The minimum acceptable conductor
sizing will be 0.75 mm2.
The wiring shall run in plastic trunking with min. 25% spare capacity for future expansion. A
safety earth bar shall be provided bonded to framework and safety earthing system. It shall
be wired internally to provide earthing to power supply modules, metal equipment parts and
doors. An instrument earthing bar shall be installed, which will provide OV reference and
grounding of electronic signals and instrument cable screens. The instrument earthing bar
shall be connected to the dedicated instrument earthing system.
Proper tubular incandescent illumination shall be provided inside the panels & the lights shall
get switched off when the panels are closed. The CONTRACTOR shall calculate the heat
dissipation of the system and supply ventilation system for the panels if required.
The alarm panels shall continuously monitor all alarm circuits, including wiring and control
devices. When a fault monitoring circuit has been energised it shall not reset until the fault
condition has cleared.
The fire alarm control panel shall house a dual actual redundant PLC systems along with all
necessary hardware. The smoke detectors, heat detectors and manual alarm call points shall
be wired to the above panel. The out put of the system shall drive the alarm
sounders/beacons. The fire alarm and detection system shall transfer the relevant I/O signals
to the mimic panel and to the control room.
The complete system shall be of "normally energised" type. Failure of any circuit shall not
effect the rest of the system. The detectors shall be grouped in different zones and
connected to the system. The main alarm control panel shall also be connected via a zone
type monitoring system.
The system shall have the following alarm features which shall be shown by means of LED's
on front the panel.
- Fire detection.

Alarm warning devices shall be de-activated by operation of the 'Silence Alarms' switch. The
internal sounder will continue to operate and the fire indicators remain lit until the key switch
controlled push switch is operated. This should only be achieved if the alarm initiating device
is no longer in alarm.
Reset of the controller, after the fire incident has been investigated, will be achieved by
operation of the 'Reset' switch.
The fire alarm control panel shall incorporate the following features:
i) MIMIC
The mimic shall be formed by means of a simplified geographical layout of the area to be
protected. The mimic panel shall be wall mounted. 1 No. mimic panel shall be located at
the gate house and 1 No. shall be located at the main entrance to the service
building/control room. Mimic shall have scratch proof, non-reflective plastic surface.
All the inputs and outputs to the system shall be represented by LEDs with red colour.
Zones of detectors shall be clearly indicated. Additionally following alarms shall be
presented by means of LEDs located in the top left corner.
• Fire - red
Acknowledge, reset and lamptest pushbuttons also shall be provided on the panel front
at accessible elevation.
The normal situation shall be indicated by extinguished LED's. In the event of an alarm
the relevant LED's shall start flashing and alarm sounder shall be activated, till the time
acknowledge push-button is pressed, following which the LED's should stop flashing &
sounder become silent. Reactivation of LED & sounder will occur in case of the re-
occurrence of the alarm condition.

The protected premises are to be split into suitable zones subject to the
ADWEA/ENGINEER's approval. All the detection devices within one zone shall initiate
one indicator which shall clearly identify the zone.
The control and indicating equipment shall be equipped with an audible alarm functioning
on initiation of any of the detector devices.
a) A volt free contact for repeat common alarm to the Control Room.
e) Zone fire protection initiating device for actuation of fire protection (if required, CO2,
etc.) and separate volt free contacts as above for initiation of repeat common
alarms, external loud sirens, tripping of HVAC units, etc.
• Internal faults shall initiate local visual and audible alarms via a fault monitor.
• The audible fault alarm shall be distinctive and different to the audible fire
alarm.
a) A volt free contact for repeat common alarm to the main Control Room of
the pumpstation.

All alarm circuits shall be provided with an approved scheme for accept, reset and
test.
All lamps, including indication lamps, shall be provided with an approved scheme
for lamp test.
On the occurrence of any one fire alarm, automatic shutdown shall be initiated for
the air conditioning and ventilation equipment of the affected zone, with the
exception of the battery room extract fans. The detector shall be provided with
(LED) to identify triggered detector in case of fire alarm.
Ionisation smoke detectors shall be designed and constructed to the requirements of the
relevant NFPA standards or approved equivalent standards. The smoke detectors shall be
installed in approximate locations as indicated on the relevant drawings or respective
standard (s).
The ionisation smoke detectors shall be of the non-adjustable type and operate on the
ionisation chamber principle incorporating radio active foils and cold cathode tube. There shall
be no moving parts and there shall be a facility to permit checking.
Radiation levels must be less than 0.01 micro rem/hour at a distance of 1 metre from any
detector.
All smoke detectors shall be complete with mounting junction boxes and red LED's for
indication.
The smoke detectors shall be housed in a corrosion proof enclosure arranged for bayonet or
plug in fixing to a base unit. The enclosures shall have drainage facilities for any
condensation.
Removal of a detector from its base shall cause a fault signal to be initiated.
Photoelectric smoke detectors shall be based on the light scattering principle. The chamber
design shall ensure maximum signal strength and signal-to-noise ratio and a stable sensitivity
and stability over a wide range of environmental conditions.
The detector shall comprise of an infra red light source (LED) and a photo- sensitive element
(photo diode). The pulsing of the LED shall not be sensed by the photodiode normally as
they would not be on one line.

The detectors shall be provided with (LED) to identify triggered detector in case of fire alarm.
Point type resettable heat detector having both rate of rise and fixed temperature elements in
conformity with the applicable NFPA standards shall be provided as required.
Point type resettable Heat Detectors with a static temperature response only shall also be
provided where required. These shall conform with the relevant parts of NFPA.
Flameproof heat detectors shall not be demountable from their sockets. Flameproof
detectors shall meet the requirement of BS 5501, part 5 and be rated 'sd' for zone 0, group 1,
T2 areas as described by the relevant NFPA standard.
As an alternative, detectors rated 'ia' in accordance with BS 5501, part 7 may be proposed.
The detectors shall be provided with (LED) to identify triggered detector in case of fire alarm.
Manual alarm call points shall be designed and to the requirements of the relevant NFPA
Standards or approved equivalent standards. These shall be of the break glass surface
mounted type, housed in shatter proof and corrosion resistant case with front glass and plate
of approved type.
The manual alarm call points shall incorporate a test facility where by the alarm may be
initiated without breaking the glass or dismantling the unit. They shall be wall mounted and
shall be of the type in which breakage of glass cover plate release a switch to initiate an alarm
without further action by the user.
The switching unit contacts shall be gold or silver plated or an alloyed metal which will not
corrode when left unattended in a highly polluted environment. Contacts shall be normally
open or normally closed to suit the alarm monitoring system.
All call points shall be finished stove enamelled red and shall be complete with attached
hammer and an instruction plate lettered "FIRE BREAK GLASS" in English and Arabic.
The call point shall have IP55 protection degree. The call points shall be surface mounted at
a height of 1400 mm approximately from finished floor level.
HVAC duct smoke detectors shall be in conformity with NFPA codes and standards. The
detectors shall be located outside of the return air ductwork in an airtight housing as required
by the drawings of fire safety facilities layout. Air shall be drawn from the duct by an air

A visible indication, which shall be clearly visible, shall be given on the airtight housing of the
detector which is actuated, or if the detector is hidden, by a remote indicator lamp.
The alarm signal sound level at any point in the building shall be 65 dB(A) or 5dB(A) higher
than any other noise likely to persist for longer than 30 seconds, whichever is greater as
required by BS 5839 Part 1. If necessary additional sounder(s) shall be installed to meet this
requirement. Sirens shall only be used. Sirens shall be red, suitable for surface mounting and
fitted with volume control.
Flashing beacons shall be XENON type with flash rate of 60 per minute approximately. It shall
be weatherproof and suitable for outdoor installation (IP65 minimum).
9.10 Wiring
The whole of the wiring for the fire alarm and indication system shall be carried out in fire
retardant cables of minimum cross sectional area of 1.5 mm2 for detector circuits and 2.5
mm2 for bell and battery circuits.
All fire alarm wiring shall be completely segregated from all other wiring in the building.
The alarm system shall be designed to avoid radio interference in excess of the limits
specified in BS 800. Interference from lighting and power supply transients shall be kept to a
minimum.
9.12 Installation
The fire detection and alarm systems installation shall conform to NFPA 70, 70E, 72 and
other relevant standards and codes for outdoor installation and hazardous area installations.
The CONTRACTOR shall provide all required, supports, frames, trays, etc. for the complete
installation of the system.
All cables passing from one room to another or going out from the building shall be effectively
fire stopped in accordance with the following requirements.

For areas upto 0.25 sq.m. suitable compound material mixed with water shall be used.
Where the area to be fire barriered is more that 0.25 sq.m. steel barriers with suitable infill
compound shall be used of minimum overall thickness of 6 mm.
The product shall carry the classification marking of the Underwriters Laboratories Inc. and
shall be classified as :
If this is not available the CONTRACTOR shall arrange for fire resistance tests by the
Underwriters Laboratories Inc., or tests as described in BS476, Part 8 or national or
international equivalent to be carried out by a competent independent testing laboratory.
10.1.1 General
The CONTRACTOR shall not offer the equipment for inspection, unless all drawings and
documents are reviewed and accepted by "ADWEA/ENGINEER".
No surfaces of parts of pumps or other major components are to be painted until the
inspection is completed.
The CONTRACTOR shall give to "ADWEA/ENGINEER" advance notice prior to the date of
testing as indicated in the General Conditions of the Contract.
Complete inspection and testing as required by applicable code (NFPA-20) shall be carried
out.
Each individual component of the pump (casing impeller, shaft, sleeves, bearings etc.) shall
be subjected to all tests including N.D.T. as per applicable material specifications.
The material certificates indicating above details shall be inspected and certified by
ADWEA/ENGINEER's inspectors prior to starting shop tests of the pumps. The
CONTRACTOR/Manufacturer shall produce material test certificates for all components
making up the pump skid in accordance with ISO 10474 3.1B certificate.

The various tests carried out as described in this section shall be properly recorded, plotted
and shall be extrapolated for speed, specific gravity, etc. Such documents shall be duly
signed by the VENDORS inspectors, TPI and ADWEA/ENGINEER's inspectors. It shall later
be submitted to ADWEA/ENGINEER with the required number of sets for their record.
The CONTRACTOR shall establish an Inspection and Test Plan specific to the order for
approval by ADWEA/ENGINEER. This shall cover tests carried out in the manufacturer's
works as well as those carried out by his sub-vendors. Detailed test procedures shall be
submitted at least 2 months in advance of tests.
10.1.2 Pumps
Pumps shall be performance tested at rated speed with job drivers, to obtain complete data
including pressure, capacity and power. The test shall last for four hours duration, out of
which at least one hour shall be at rated capacity and head and at rated speed.
At least six values between duty point and shut off, and two values on the right of duty point
(including one point at 150% rated capacity and one point with discharge valve fully open),
shall be obtained during tests. All the readings shall be first taken with rising capacity and
repeated with decreasing capacity, valve being operated from fully open to fully closed.
All instruments used for conducting the tests shall be duly calibrated before tests by
recognised laboratories and calibration certificates furnished.
The calibration certificates should not be more than six month old.
After shop tests, the upper half of the pump casing shall be disconnected and dismantled.
Visual inspection shall be carried out for any possible defects/deformations. Any
defects/faults/deformations detected shall be promptly repaired/replaced by
CONTRACTOR/Manufacturer after obtaining approval of ADWEA/ENGINEER, prior to
dispatch. ADWEA/ENGINEER decision in this regard, within tender specifications, shall be
final and binding on the CONTRACTOR.
If witnessing of any tests is not satisfactory and a test is required, the cost of the witnessed
retests hall then be borne by the CONTRACTOR.

The routine load and fuel consumption test shall be of the following duration:
After the specified tests have been completed satisfactorily, the fuel stop on the fuel injection
pump shall be set and sealed at the specified site rating.
Unless otherwise specified, 10% overload provision shall be kept while setting the fuel stop
for the site running.
The hydrostatic test certificates for the heat exchanger/intercooler, fuel tanks and other
pressure vessels shall be furnished to the TPI inspector for his review and approval at the
time of load testing of the diesel engine.
10.1.4 Motors
The motors shall be inspected and tested as per applicable specifications, data sheets, codes
and standards.
10.1.5 Controllers
The controllers for motor & diesel driven pumps shall be inspected and tested as per the
applicable specifications, data sheets, codes, standards and the inspection plan as approved
by ADWEA.
In addition to the above tests, a functional test of the complete unit including pump driver,
transmission, control panel and all ancillaries shall be carried out by the manufacturer at his
works.

• Pump Performance
Pump shall be run for 1 hour at 150% of nominal capacity, 1 hour at 100% capacity at
cooling water flow rate. The balance one hour to be as decided by ADWEA/ENGINEER'S
inspectors witnessing the test.
• Temperature Monitoring

All alarms and control functions shall be tested by reproducing the relevant condition or
by simulating it and observing the systems response.
The below mentioned requirements shall apply to the Quality Control Plan / Inspection Test
Plan which shall be submitted by the CONTRACTOR and approved by ADWEA/ENGINEER.

The above certificates shall be subject to review & approval by Third Party Inspection Agency/
ADWEA/ ENGINEER.
II) Impeller, shaft, shaft protection sleeve, casing & impeller wear rings.

III) A certificate for impeller balancing shall also be forwarded for the Third Party inspection
review & approval.
IV) The below mentioned tests shall be included in the quality control plan as witness/ hold
points for TPI/ADWEA/ENGINEER.
a) Performance test
b) Strip test
c) NPSH test
e) Vibration test
V) Certificates type 3.2 to EN 10204 shall be issued for all tests mentioned under IV above.
VI) Certificates type 2.2 EN 10204 shall be issued for impeller balancing & hydrotest of
pump casing.
The above certificates shall be reviewed & certified by the respective inspection authority
during factory tests.
After installation and before commissioning, the CONTRACTOR shall carry out site tests, to
be witnessed by ADWEA/ENGINEER's personnel, as well as pumps, manufacturers
representative.

The CONTRACTOR shall perform all required acceptance tests and complete the
"Contractor's Material and Test Certificate" as specified in NFPA13. All tests shall be
conducted in the presence of ADWEA/ENGINEER representative(s).
All the lines shall be properly flushed. The flushing rates shall be as specified in NFPA13.
The system/pipework shall be hydrostatically tested to 1.5 x working pressure for a duration of
4 hours. The hydrostatic test shall preferably be conducted prior to the backfilling of the
trenches.
Leakage tests for the fire ringmain shall also be carried out in accordance with NFPA24 over
24 hour period. Weeping and slight drip leakage on piping/joints must be corrected.
After successful hydrostatic testing and flushing of the pipes, any temporary connections
installed for the purpose of testing shall be removed.
Each fire hydrant shall be fully opened and closed under system water pressure. The tests
shall be conducted with the pumps operating. The tests shall be witnessed by
ADWEA/ENGINEER.
Fire flow testing and marking of hydrants shall be conducted in accordance with NFPA291.
The stand pipes connected to the ringmain shall be hydrostatically tested as part of the fire
ring main.
All valves shall be fully opened and closed under system water pressure to ensure proper
operation. All these operations shall be witnessed by ADWEA/ENGINEER.

All distribution piping shall be hydrostatically tested in accordance with the requirements of
NFPA12.
After system installation is complete, a functional test of the control devices shall be
performed without actually firing the cylinders. Verification of all system auxiliary functions
shall be made accordingly. In addition, a thorough inspection of distribution piping, supports
and nozzles shall be made.
Test certificates shall be issued immediately after site testing and copies of the same should
be incorporated in the O&M manuals.
All distribution piping shall be hydrostatically tested in accordance with the applicable NFPA
standards.
After system installation is complete, a functional test of the control devices shall be
performed without actually firing the nozzles. Verification of all system auxiliary functions shall
be made accordingly. In addition, a through inspection of distribution piping, supports and
nozzles shall be made.
Test certificate shall be issued immediately after site testing and copies of the same should
be incorporated in the O & M manual.
Any problems/defects detected during these tests shall be promptly remedied / rectified by the
CONTRACTOR / Manufacturer at no additional cost to ADWEA/ENGINEER.
All components of the fire alarm and detection system shall be factory tested in accordance
with the manufacturer's test procedure which should be submitted for ADWEA/ENGINEER
approval. All test results shall be recorded and forwarded for ADWEA/ENGINEER approval
prior to shipment. All test certificates shall be reviewed and certified by the respective

If any defect is detected during the tests before completion or during the warranty period, the
faulty equipment shall then be rectified immediately by the manufacturer at his expense. If the
fault cannot be rectified, the manufacturer must then replace the defective equipment which
must also be proven to be free from defects.
After installation and before commissioning, the CONTRACTOR shall carryout site tests, to
be witnessed by ADWEA/ENGINER representatives as well as equipment manufacturer's
representative.
The complete fire alarm and detection system shall be tested at site in accordance with the
requirements of the relevant NFPA standard. The tests shall be conducted by a specialized
test engineer.
All test kits which will be required to complete the site tests as specified shall be supplied by
the CONTRACTOR.
Test certificates shall be issued immediately after site testing and copies of the same should
be incorporated in the O&M manuals.
Any problem/defects detected during these tests shall be promptly remedied/rectified by the
CONTRACTOR/manufacturer at no additional cost to ADWEA/ENGINEER
The test certificates, material certificate, mill certificates and casting certificates for all items
related to the fire protection system shall be entered into the manufacturing data record
books, as an ongoing procedure and must not be left until the end of the manufacturing
programme. The manufacturing data record books including the witnessed tests documents
shall be submitted to ADWEA/ENGINEER prior to the despatch of the equipments.
The CONTRACTOR shall include in his bid, as a minimum, consumables and spare parts for
commissioning and spare parts for guarantee period operation. The
CONTRACTOR/Manufacturer shall guarantee the availability of spare parts for a minimum
duration of 10 years.
Any spares over and above the specified minimum shall be listed and priced separately by
the CONTRACTOR for ADWEA/ENGINEER's approval/acceptance.
Spare parts lists with detailed specification of each component are to be provided separately.

- Complete set of pump and motor bearings (DE and NDE included in one set).

type heat detector, rate of rise heat detector, etc.)

The CONTRACTOR shall provide spares and accessories in accordance with clauses
29,30,31 & 32 of BS 5306 which shall include but shall not limited to :-
One lockable spares cabinet containing spare sprinkler heads of matching type to those
installed including high temperature heads, one sprinkler head key/spanners and any
valve keys. Where multiple controls are installed there shall be a minimum of one spare
control of each size and different temperature rating. The cabinet shall be fixed in an
accessible position.
The CONTRACTOR shall furnish a list of special tools and tackles, considered essential for
the normal maintenance of the installation (if any) and define what is to be supplied with the
equipment.

The components of the fire protection system shall be packed in wooden type seaworthy
crates having sufficient strength to withstand normal ship handling and transport or be fixed
mounted in containers.
The crates shall be marked with ADWEA name and address, order number, type of
equipment, hoisting points etc.
Enclosed with the shipment, the following documents shall be included in suitable wrapping:
• Packing list.
• Installation instructions.
The CONTRACTOR shall furnish following vendor data as a minimum, along with the bid:
- Tested and certified curves for previous supply/supplies made (of the same model) in
similar operating range for the fire pumps.
- Cross section drawings with detailed parts list for all fire protection equipment.
- Completely filled-in and stamped data sheets for all fire protection equipment.
