 The RFP went out to the MATOC contractors last week
 USACE to send SBI TI PMO two hard copies and 1 CD of the final RFP (as well
as all other final RFPs released to date and looking ahead)
 The City has verbally agreed to issue a permit to construct the 250 Road
improvements. USACE is in the process of obtaining the final approval.
 Option of 120 days to be in line with current real estate and environmental
timelines

 Release of RFP contingent on acquisition of property needed for access road

 Need finalized fence details (PV-4) before releasing RFP
 Should have revised details this week and we will ask the sector to do a 48
hour review

o RFP drafts for C-1 and C-2B are due the first full week of Feb. and scheduled to issue
mid-to-late Feb.

 Contract completion date is mid-March
 Awaiting gov’t cost estimate for change order to extend fence 440 lf (the
contractor subsequently agreed to install the 440 lf of fence at no cost to the
gov’t)
 Todd Smith requested conference call with CBP/SBI regarding budget
allocations. Feels strong that some contingency money should be sent to
USACE with construction funding. Concerned that as construction activity picks
up, current budget allocation process won’t be efficient.

 Continuing to work with FWS and NPS to complete Biological Opinion and
obtain Special Use permit
 Site visit with NPS personnel scheduled to today to discuss construction access
road
 Gov’t now incurring delay claims at a cost of approximately $20K per day
o E-2A
 GSRC is preparing an EA for a 1 mile gap in NEPA coverage recently
discovered on the west end of the project.
 USACE estimates it will take 4-5 months to complete. Need to expedite
schedule if possible.
 Tentative plan is to include 1 mile section as an option in the RFP.

 Supplemental EA is out for public comment (include I-1B)
 Still need to identify staging areas
 Potential T&E concerns regarding the Jaguar-e2m coordinating with FWS

 Need to make change in RFP docs

 Cultural site needs to be mitigated before construction can start-mitigation
underwayy
 RFP draft is being reviewed; final should be coming soon
 The only change is in the language to include the archeological site
 Should identify that there are areas to avoid

 Segment is divided into 3 sections
 Geotech on the second section now
 USACE recommends releasing RFP once 65% design solution is completed by

 Target RFP release date for review is 2/25
 Final RFP is due to be issued at the end of March with a projected award date
of the first part of May
 All contingent on Sector EA
 A meeting with the Sector and OBP is scheduled for tomorrow AM to
determine the path forward for K-2B/C

o Public meeting for EA was held last week with a small turnout
o Endpoint on M-2A is not where the sector thinks it should be
 There will probably be a change request to move the endpoint closer to the
creek and possibly realign fence in proximity to the POE
o Currently updating maps to reflect access roads and staging areas
 Should be loaded by Feb. 7 in EKO
o M-1
 Once floodplain modified for 100-year flood plain, alignment is different than
FEMA floodplain
 Relocations are possible
 Alignment needs to be confirmed

 Need to speak with (b) (6) for what’s needed in Ft. Brown
 Floating fence on levee? Is SHPO amenable to that?

 A change request is forthcoming to realign the segment to accommodate FWS

o Address at the program level but will be working with project managers at the sector level

o Programmatic Issue – protocol with dealing with landowners through OBP agents
