THIS DIRECTION BOARD SERVE NO WORTHWHILE PURPOSE

The purpose of direction boards is to inform the commuters about the destination for which he is
heading in advance or help him locating him his desired destination. But the signage at the inter-
section for four sectors viz. sector 6, 7 and 9, 10 tells a different story. When we are existing from
these sectors, sign board informs about the number of sector which we are leaving and that is of no
use.

Proper amendment on the sign board is requested.

PRINCIPALS OF GOVT. SCHOOL WILL WORK AS PIO ALSO

The Central Information Commission has said that the Principal of all Government Schools
in Delhi will work as the PIO. Shri Shailesh Gandhi announced this decision last week on a case filed
by Shri Madan Mohan Tiwari and directed the Directorate of Education to take necessary step for

other viral illnesses in last three
months.

On an average of one member of each house has suffered. Falling platelets is common feature along with

weakness & bi- phasic temperature, swelling of joints, pain, rashes, vomiting, bleeding etc.etc. With the

changes of temperature every body expected decrease in such cases but unfortunately though the number
of cases has gone down, the incident of complication has gone up. This is a very bad sign.With Sagarpur,
Mahavir Enclave, Dabri, Vijay Enclave, Palam, Palam colony, Nasirpur, nearby dwarka being the main area
which is affected. Residents of these areas should be carefull about complications which are coming.

These complications are mainly in the form of patients going into shock due to fall in blood pressure, multi
organ failure, hypo thermia (fall in temperature), decrease in urine output, swallon body, difficulty in
breathing, increase in nausea and vomiting and swelling in the abdomen. Patients who are obese,
diabetic, on steroids and having other immuno suppresive drugs are prone to these complications and
they should be very careful. Even otherwise normal persons are not spared. Incidence of death is very
high in these cases. So be careful.

Forsaken in his own land

Unchecked and uncontrolled, corruption continues to eat away at the innards of our country as a
callous Government refuses to act against this deadly disease The extent of corruption and
bribery, which are major problems in our country, is well known all over the world. A study done
by Transparency International in India sometime back found that more than 50 per cent of the
people had firsthand experience of paying bribes or peddling influence to get a job done in a
public office. India has been ranked at 87 among the 178 most corrupt countries in the world
with an integrity score of 3.3 out of 10 as against 3.5 in 2009.

Nothing moves in India without bribes being paid, a fact acknowledged even by the Supreme
Court. About half of international business executives polled by Transparency International have
said that corruption escalates project costs in India by at least 10 per cent — in some cases
even more. Unchecked and uncontrolled, corruption has increased and spread farther — whether
it be the Commonwealth Games, the 2G spectrum scandal or the Adarsh Cooperative Housing
scam involving top Army brass. Those wanting to do business in India willingly or unwillingly
have bribed Indians and jacked up prices. No businessman, whether an Indian or a foreigner,
pays bribe unless he makes enough money out of the contract to pay for it.

Take for instance a reported scam in which the CBI has found evidence that Rs 100 crore was
allegedly paid as kickbacks by a Russian firm, Technopromexport, to secure a Rs 2,066 crore
contract. The 2005 contract was for the supply of power equipment to NTPC’s 1,980 MW
supercritical thermal power project at Barh in Bihar.

In another case, a chargesheet filed by the CBI on the basis of information furnished by the US
authorities to the Government of India in response to a letter rogatory reveals that a senior
Union Government official and his aides were given $32,000 in cash and jewellery as bribes and
their travel and hotel expenses were also
picked up by a subsidiary of Dow Chemicals, which took over Union Carbide after the 1984
Bhopal gas tragedy, to push its sub-standard pesticides in the Indian market.

The the US Securities and Exchange Commission, in a ‘cease and desist’ order to Dow Chemicals
on February 13, 2007, charged the company with violations under the Foreign Corrupt Practices
Act for letting a subsidiary use funds for illegal activities in a foreign country. The order was
passed after Dow Chemicals voluntarily approached SEC staff with the results of an internal
investigation. The SEC had simultaneously filed a complaint in the district court of Columbia
against Dow Chemicals, alleging violations of the Securities Exchange Act. Dow Chemicals later
agreed to pay a civil penalty of $ 325,000 which the SEC accepted.

In May this year, the Americans brought to the notice of the Prime Minister’s Office the details of
US-based firms that have paid bribes to officials in the Indian Navy, Railways, Maharashtra State
Electricity Board and other Government agencies in violation of the Foreign Corrupt Practices Act
and Anti-Corruption Enforcement Act for the second half of 2008 and early part of 2009. There

are several references in the report to illegal payments having been made to officials in India.

This state of affairs has brought disrepute to our nation. Part of the problem lies with our
Government. All over the world outmoded, outdated, obsolete and archaic laws on all subjects,
including corruption, have been changed. But we continue to stick to them.

Such is the situation that no centralised list of cases of corruption all over the country is
available. Nor is any information available on the time taken to deal with these cases or their
disposal rate, except those handled by the CBI. According to available statistics, the CBI handles
about 1,200 to 1,300 cases of corruption, most of them against Union Government employees,
every year.

Unrestrained corruption that is manifest in the various scams and scandals that keep on
surfacing every few days is a sign of misgovernance. Cumbersome, exhausting procedures and
rules are the causes of corruption; despite proclamations of zero tolerance towards corruption,
these remain unchanged.

The criminal justice system is so slothful in our country that complainants and witnesses lose
interest in cases and at some point these fall apart or are shelved. For instance, if a person helps
track down corrupt officials by laying a trap, his or her money is locked up for years together till
the case is decided in the courts. This is
done on the specious ground that the money used for entrapment is a part of the evidence in
the case! In the process, the complainant faces double jeopardy: He is harassed by the system
and his money is held up for years. All this for wanting to improve the quality of administration.
Hence, few are willing to step forward to lodge complaints of corruption against officials. What
adds to this reluctance is the absence of a whistle blower and witness protection laws.

Strangely, the Government has no problems with spending Rs 70,000 crore on the scam-tainted
Commonwealth Games held in Delhi in October, but it says there are no funds for improving the
criminal justice system which would cost not even a third of the money spent on the 11- day
extravaganza.

A report covering 2006-2007 shows that in the previous three years foodgrains worth Rs 31,500
crore were siphoned off from the public distribution system, turning it into a state-sponsored
bonanza for black marketeers, corrupt babus, ration shop owners and others.

Of the eight north-eastern States there, wheat supplied to Sikkim, Meghalaya, Manipur,
Mizoram, Nagaland and Assam did not reach the targeted poor. Arunachal Pradesh can claim to
be a little less corrupt as 96.2 per cent of its PDS wheat was diverted. Manipur topped the list
with 97.7 per cent of its rice allocation being siphoned off, with Nagaland following close behind
at 88.6 per cent of rice being diverted.

In 2006-07, Rs 3,289.71 crore worth of rice and wheat was stolen in Uttar Pradesh. The
corresponding figure for West Bengal was Rs 1,913.76 crore and for Madhya Pradesh it was Rs
1,038.69 crore. This is apart from letting foodgrains rot in Government godowns rather than
give them to the poor.
Unless the Government wakes up and acts now, it may prove to be too late and we, as a society
and a nation, will be consumed by the cancer of corruption. Ironically, the level and extent of
corruption continue
to jump from one high to another in a country whose people and politicians make a fetish of
Mahatma Gandhi’s principles of honesty and integrity in public life. Are we then to believe India
has forsaken Gandhi?

the goldsmith

After the success of Rajneeti, Manoj Bajpayee is still receiving accolades for his character of
Virendra Pratap Singh. This twice over National Award winner actor has accepted films for their
wholesome storyline and good directors. Like Rajneeti, next film Dus Tola too is set in a small
town, but this where the similarity ends. While Rajneeti dealt with the cruelty of human nature,
his AryanBrothers Entertainment produced Dus Tola showcases rural India in all its innocence,
quirky temperament and inherent greed. It’s a funny story with funnier incidents that shall keep
the viewer tied up in the story. In conversation with Manoj Bajpayee…..

What prompted you to accept this film Dus Tola?


Director of the film Ajoy was in touch with me since past 6 years for this film. He kept coming
and disappearing with uncanny regularity. At one point I thought that he was doing this as futile
activity but then he finally came with the script. He gave me a narration and I was sold.

What did you think when you heard the title Dus Tola?
I never thought that there will be a gold smith at the center of the story. I thought that it would
be some story about some gold necklace. Initially I did not like the name but when I heard the
story I thought this is the best and most suitable name. in fact, when I was small, I used to sit
at the jewellary shop of one of my closest friend Shroff. He would allow me to do small things
and attend to the costumers too. And now in this film I am actually playing a goldsmith.

Tell us about your character in Dus Tola?


My character’s name is Shankar. He has the responsibility of a sister, mother and ailing father.
Inspite of all this, he is very ambitious and wants to open his own Jewellary store in town. He is
street smart and completely different from others in that small town. He is innocent at heart. To
balance that innocence with street smart personality was very difficult for me. His simplicity
creates quite funny situations in the film.

So how did you manage to get this contradictory personality in your character?

I completely depended on the script. I kept going through the narration again and again. I even
called Ajoy to Bhopalduring Rajneeti shoot. After my workout and shoot, we would sit with Ajoy
for 2-3 hours every day. That is how I could meet the two extreme ends of character. I realized
that Ajoy is so much like Shankar. He is very simple and innocent at heart. His heart is in Kochi.
He bought his first home in Kochi but he wants to establish himself in Bollywood and is very
ambitious. He became my reference and inspiration. I copied his hair style, the way he smiles,
his entire mannerism for Shankar. My director is my reference point. When I told him and
showed him my character pictures towards the end of the shoot, he was shocked.

Can you really make jewellary?


(Laughs) Not exactly. Although I did take lessons from a professional sunar to understand the
nuances of jewellary making to playact it convincingly on screen, I cannot make it
independently. It is a different art. However I do understand it quite a bit now and know how
much of effort and labour goes into handmade pieces.

Tell us about your co stars?


Aarti is somebody who is very hungry as an artiste. Somebody who kept trying but did not get
what she wanted. Somebody who stopped acting in any thing and everything and waited for the
right role. She is so good in Dus Tola that her detractors will be eating their words. Pallavi
Sharda, on other hand, is very intense, well read, educated and she puts that all in the acting.
She is fantastic actress & very inquisitive.
Apart from them other star cast is very very strong actors. Ninad is a good friend. Bharti
Achrekar, Asif Basra, Dilip- all are very good actor. With Govind ji I have worked in so many
films. It makes so much of difference to the film. Asrani ji is fantastic in Dus Tola, it is his kind of
film, he so believable in the film.
Why do you think audience should come and watch this film?
Manoj: Because this kind of folk tale is not told. This kind of film is not made. In the time of fast
paced cinema, here is a film that you can watch with entire family and be proud of watching
something worthwhile. It’s witty and comical and still manages to convey a message. Something
that is a complete entertainment and paisa vasool.

Comment on your producer Kunwar Pragya Arya?


We all were taken in by the kind of moustache that producer has. We always kept our distance
from him because he comes from Rajwada and all the time he would come on sets in a suit. For
a few days he was completely outcast, we could not relate to him. We thought he would be
feudal. But as when we came to know him, we realized he is a child at heart. So full of life. We
would pull prank on each other.

We heard you were very naughty on sets?


Well, acting is serious work but life cannot be serious. You have to add fun element in everyday
life. So yes I did play some pranks but all were healthy. In fact we had a big get together wrap-
up party where even the spot boy was invited. I took it upon myself to serve everybody dinner
and drinks personally. So I managed to get everybody drunk totally and then I quietly left the
party. Next day there was news of great fights amongst the cast and crew in drunken state. But
once sober, all were friends.

About your new projects?


I have two films on the floor. One is Prakash Jha’s next Aakarshan and another is Anurag
Kashyap’s Gangs of Waseypur. Then there is Chittagong Uprising that is complete.

You have alos dubbed for Ram’s voice in Ramayan?

Yes, and it was a very different experience. Giving voice to lord Ram was most difficult part of
my career. I was shown the animated graphics that they had worked on and I realised that it will
be a path breaker for animation cinema. So I said yes. It was very difficult to dub about
somebody else and I did not even have a reference artiste. We had to make it mild but still
make it very commanding because that is the character of Ram. We took so many days to finish
dubbing which otherwise I am quick with.

To the left and right of the society-flats in Dwarka, where I live, stand six, ten-twelve storeyed-
blocks-vacant, ardently waiting for their prospective occupants and mute spectators to the
official apathy and bungling by/in [as is being told heard/ told] their society management, which
thus have brought these blocks under Court/ CBI scanner!, and scanning, is going on, as heard,
for the last more than two years?

Result-Some of the mute blocks, howl?! When? As & when , there are squalls. Some of the
unlatched doors & windows bang & bang to their hearts-content, making as much noise as
possible & then come crashing down,their window panes, creating `crescendo` of their own,
with splintered glasses falling at intervals & then scattered all around, thus creating some
`work` for the security people of those blocks.

With the scanning period –lengthening, the` health` of these earlier healthy & robust, blocks is
also on the wane?!

This is the story in many of the other apartments in various sectors of Dwarka, which are under

But why, the diagnosis is taking so long? Is there inadequate infrastructure, less
doctors lack of trained staff to do so or no competent report-writers after the
diagnosis???

When will the treatment start?

What about the health of all those who have invested their hard-earned money, hopes &
aspirations in these flats?
How about, so much housing stock lying vacant for years together,in the days of shortage of
housing in Delhi?
What about the financial/ functional hardships to all those flat-buyers, & their families who have
no remote connection with the scam & scamsters, if any?
What sort of governance/ arbitration in this episode which is affecting thousands of persons, is
going on?
Is it good –governance? It it justice? Is it fair?
I leave these questions to ponder over by the concerned authorities-RCS, Delhi Govt., MCD, DDA
etc etc.

On one of three side stems of the cylinder, the expiry date is coded alphabalically.
A or B or C or D and some two digit number following

The alphabets stand for quarters -

Senior Citizen Association Dwarka ( SCA DWK) is active since 2003. Till now more than
250 members have been enrolled and number increasing day by day. With the Help of
"Helpage India" SCA Dwarka already orgnanised three free health camps for the
benefit of elderly citizens. Healthy Heart drive camp in march and April 2010. Two more

such camps willl be organised in Sept / Oct 2010.

The SCA DWK has also joined and become member of the Confederation of Senior
Citizens Association of Delhi. General Secretary, SCA Sh Balbir Singh Yadav has been
appointed as the Secretary General of Delhi confederation.

Membership drives is in full swing. Please forward this message to your RWA/
CGHS so that all Senior Citizens can join SCA and get many useful/
latest informations for thrie benefit. The entire Dwarka is divided in five zones.
