started to see some signs of a
recovery to the economy in

with new business and some

for bathtub death

southwest Ohio judge has
approved $11,000 for two
expert defense witnesses in
the third trial of a man accused
of drowning his wife in their
bathtub.
Ryan Widmer has said his
funds have been depleted by
the two earlier trials. One con-
viction was overturned and
the other trial ended in a hung
jury.
The Cincinnati Enquirer
reports the Warren County
judge on Monday agreed to pub-

Delphos Parks and recreation
facilities continue to be the
best in the tri-county area.
The water department
supplied the city with
352,698,000 gallons of water
in 2010. The largest day was
1,206,000 on May 5. They
applied copper sulfate to the
reservoir 3 times this year
for algae control. The Ohio
Environmental Protection
Agency (OEPA) was active
with the water department
this past year. In March,
they did an evaluation of
the plant and all was fine.
Notification was received
from the OEPA saying we
will not have to monitor for
cryptosporidium since our
sampling in 2009 has been
evaluated and found accept-
able. This means no addi-
tional treatment and monitor-
ing for cryptosporidium will
be required. Another letter
confirmed our stage 2 Initial

TOLEDO — Inside the
expansive rooms of the Dale-
Riggs Funeral Home at Nebraska
and City Park avenues, tucked
away in old boxes, filing cab-
inets, and on dusty basement
shelves, there lies a veritable
Toledo treasure.
Records — thousands of
them, written in ledgers, typed on
index cards, and stored in paper
files — document the names,
family ties, and biographical
information of each person who
has passed through the tradition-
ally African-American funeral
home since 1912.
It’s information that holds the
keys to unlocking buried histo-
ries of a section of the commu-
nity that faces more challenges
than most in piecing together
its past.
“It makes for fascinating read-
ing and it’s something that will
be valuable forever, especially
when you’re searching for family
information,” said Sheryl Riggs,
the home’s managing director.
“To have a 100-year-old history
in one place is huge.”
Now, Riggs is working on
making these voluminous records
available to the public.
Together with the African
American Legacy Project of
Northwest Ohio — an organiza-
tion dedicated to education about
the history and culture of African
Americans in the area — the
funeral director hopes to raise
enough money to create a com-
puter database that would house
all of the information in digital
form.
The idea is to set up a site at
the Legacy Project’s local offices
where researchers could look at
the data and to make the records
accessible online.
“It’s important for us that all
this information not be stored in
a warehouse somewhere when
it can be put to so much use,”
Riggs explained, estimating that
the initial cost to jump-start the
project would be about $10,000.
“I would love to see the infor-
mation that we’ve gathered over
the last 100 years in a place
where it will be lasting.”
The records consist of
ancient-looking ledger books,
index cards, microfiche, paper
files, and computer records.
They provide exquisite detail
on the deceased, including the
dates and places of birth and
death, the names of parents and
other relatives, cause of death,

our lab, all operators and the

Once again the
Maintenance Department had
a very busy year. They help
take care of the water and
sewer lines but most of their
time is spent taking care of
the City’s streets and alleys.
They repaired 5 water mains,
18 service lines or shutoffs,
12 fire hydrants and made
16 taps and valve installa-
tions. On the sewer side,
they helped with repairing
3 catch basins and 4 wash-
outs. Tarring and chipping of
streets and alleys used 2800
gallons of tar and 124 tons
of stone. Another 238 tons of
stone was used when grad-
ing and repairing the stone
alleys and street fronts. They
used 275 tons of salt and
13,900 gallons of brine dur-
ing the winter months for
snow and ice removal. They
made 437 utility spots for
contractors and other utili-
ties to help during construc-
tion projects. During 2010
the maintenance department
swept streets, sprayed for
mosquitoes, fixed street and
school lights, re-faced over
100 stop signs and helped
with Christmas decorations.

On average, there are records
on about 200 people for each
year the funeral home has oper-
ated, Riggs said.
The oldest records are con-
tained in the ledgers, which date
back to 1912.
That’s when the funeral
parlor’s original owner, Elvin
Wanzo, opened the city’s first
black-owned funeral home —
The Wanzo Funeral Home, at
1412 Monroe St.
Wanzo moved the home to
the Nebraska Avenue site in 1937
and later sold the business to
Clarence and Genevieve Dale in
1946.
After that it became the Dale
Funeral Home.
When the Dales sold the home
in 1992, Riggs became managing
director.
Because the Dale Funeral
Home was at one time the larg-
est black-owned funeral home
in the city, Riggs estimates most
African-Americans in Toledo
will have some family connec-
tion to it.
Riggs said she didn’t realize
how extensive the records were
until a few years ago, when the
home’s maintenance manager
showed her a small room in the
basement containing the ledgers.
Already an avid history buff,
Riggs said she was captivated
by the find and stayed up many
nights looking over the books.
She was surprised to find that
many of the family names in the
ledgers were the same as those of
some current customers.
Other data also caught her
eye, especially the causes of
death earlier in the century,
which indicated a prevalence of
tuberculosis as well as a high
infant mortality rate.
“When you read the ledgers
it’s just fascinating,” Riggs said.
“It’s like reading a history
book.”
Robert Smith, president of
the African American Legacy
Project of Northwest Ohio, said
the records are invaluable to peo-
ple who want to research their
family history.
He explained that African-
Americans often hit significant
roadblocks when trying to find
out about their ancestry for vari-
ous reasons.

The government said it was
not breaking its promise to
require environmental reviews
because the 13 companies —
which include Chevron USA
Inc. and Shell Offshore Inc.
— had already started drilling
the wells without detailed envi-
ronmental studies.
Drilling was suspended
last year when the administra-
tion imposed a months-long
moratorium following the BP
spill. The ban was lifted in
October, but drilling has not
yet resumed in waters deeper
than 500 feet in the Gulf of
Mexico.
U.S. officials said the 13
companies must comply with
new policies and rules before
resuming activity at 16 Gulf
of Mexico wells. All but
three are exploratory wells
— the same type BP was
drilling when the blowout of

WASHINGTON — Eager
to show who’s now in charge,
the House’s new Republican
majority plans to vote to
repeal President Barack
Obama’s landmark health
care overhaul before he even
shows up in their chamber to
give his State of the Union
address.
Dramatic as that early
showdown promises to be
— the vote will be Jan. 12,
Republicans said Monday —
it will be just the first in a
series of struggles expected
to play out in the next few
months. Obama returns today
from his holiday vacation,
fresh off lame-duck legisla-
tive victories late last year,
and Republicans will be
sworn in Wednesday, primed
to challenge him after gaining
House control in last fall’s
elections.
Full repeal of the health
care law is still a long shot.
The House vote would be
just the first, easiest step. But
House Republicans vow they
will follow up with dozens
of attempts to hack away
at what they derisively call
“Obamacare.”
The strategy is not risk-
free for the Republicans, who
Republicans readying to run
for his job, the administration
will simultaneously be laying
the groundwork for Obama’s
re-election bid, which will be
operated out of Chicago.
Obama was arriving back
in Washington before mid-
day today, a day before law-
makers on Capitol Hill recon-
vene. Republicans, having
taken control of the House
and boosted their seats in the
Senate, are promising to take
aim at the president’s agenda,
from his spending plans to
his health care overhaul. And
they’re not wasting any time.
Republicans in the House
are planning to vote on a full
repeal of Obama’s health care
law before the president’s
State of the Union address
later this month. However,
Democrats will control the
Senate and could thwart the
repeal drive. And Obama has
promised to veto a repeal if
it reaches his desk. Even so,
Republicans say they will
try to starve the overhaul of
money and dismantle it piece
by piece.
Obama will also face oppo-
sition on spending and the
debt. Though the president
has said the nation’s long-
term fiscal health must be
addressed, he’s warned that
cutting spending now could
be disastrous for the fragile
economic recovery.
But conservative
Republicans, including many
newly elected members of

“For those companies that
were in the midst of operations
at the time of the deepwa-
ter suspensions (last spring),
today’s notification is a sig-
nificant step toward resuming
their permitted activity,” said

Enforcement.
The decision is a victory
for the drilling companies,
which in the past had rou-
tinely won broad waivers
from rules requiring detailed
environmental studies. After
the BP disaster, the Obama
administration pledged it
would require companies
to complete environmental
reviews before being allowed
to drill for oil.
The administration has
been under heavy pressure
from the oil industry, Gulf
state leaders and congressio-
nal Republicans to speed up
drilling in the Gulf of Mexico,
which has come to a near halt
since the moratorium on deep-
water drilling was imposed
last spring.
The delay is hurting big oil
companies such as Chevron
Corp. and Royal Dutch Shell
PLC, which have billions
of dollars in investments
tied up in Gulf projects that
are on hold. Smaller opera-
won’t have a replacement
plan of their own ready by
the time of the repeal vote.
But they say there’s no time
to lose.
Senate Democratic leaders
are sending their own “you-
don’t-scare-me” message. In
a letter Monday to House
Speaker-to-be John Boehner,
they served notice that they’ll
block any repeal, arguing it
would kill popular provisions
such as improved prescrip-
tion coverage for Medicare.
Beyond the early health
care vote, emboldened
Republicans are straining
to challenge the president’s
spending priorities, setting
up likely conflicts over the
budget and the country’s debt
ceiling. Those votes will be
early tests of how the presi-
dent will maneuver with a
divided Congress, as both he
and Republicans look ahead
to the next elections.
Most likely, both parties
will carry the main issues of
the health care debate into the
2012 campaign, when Obama
is expected to seek a second
term against a Republican
challenger, and House and
Senate control will be up for
grabs again.
“It’s not going to be easy;
it’s going to be a long, hard
slog,” said Rep. Steve King,
R-Iowa, an early leader in the

Congress, want to cut spend-

test of how much Obama is
willing to compromise with
this wing of the GOP comes
in February, when lawmakers
have to pass a massive spend-
ing bill to keep the govern-
ment running.

And that our job this year is
to make sure that we build on

But 2012, nevertheless,
is fast approaching, and he
knows it.

Axelrod plans to head to
Chicago this month, with
Obama’s 2008 campaign man-
ager, David Plouffe, taking
his place at the White House.
More staff will follow Axelrod
to Chicago, though aides have
not yet been asked to commit
to making the move.
Obama is also considering
naming former Commerce
Secretary William Daley to
a top White House job, pos-
sibly chief of staff, a person
familiar with the matter said
Monday. Daley, an executive
at JPMorgan Chase, would
bring extensive private sector
experience to a White House
seeking to counter the notion
that the president is antibusi-
ness.

announced Monday was not a
reversal of its previous plans
not to grant waivers known
as categorical exclusions for
deepwater projects. Instead
officials characterized the
action as a sort of grandfather
clause that applies only to
companies that had already
begun drilling before the BP
blowout.
In August, Bromwich
instructed his staff not to
grant categorical exclusions
for drilling plans that involve
use of a blowout preventer
similar to the one that failed
to stop the BP spill. But the
August directive did not spec-
ify that any companies would
be exempted under a grandfa-
ther provision.
“This decision was based
on our ongoing review of
environmental analyses
in the Gulf and was in no
way impacted by a singu-
lar company,” said Melissa
Schwartz, a spokeswoman for
Bromwich.

law. They’ll also attempt to
strip out sections of it, such
as a new long-term care pro-
gram. And they’ll move to
strengthen restrictions on
funding for abortions.

In some ways, change has
already begun.
A few players cleared out
their lockers following the team
meeting. Running back Cedric
Benson — a free agent — tossed
an orange jersey in his box of
stuff and left with a smile.
Benson was the focal point
of a run-based offense that won
the AFC North last season. The
Bengals shifted philosophies and
signed receiver Terrell Owens at
the start of training camp, hoping

Mangini packed picture frames
and two years of football into
boxes, Browns’ president Mike
Holmgren was already looking
for his replacement.
One day after another lost
season, the search
was underway in
Cleveland for a
new coach, the one
as Holmgren put
it, “can eventually
someday lead us to
the championship.
That is my only
goal.”
Attention Jon Gruden, John
Fox, Jim Harbaugh, Marty
Mornhinweg, Brad Childress
and others: Holmgren may
have you on his list.
For now, though, Holmgren
doesn’t have his own name on
it. But that could change.
Granted a second season
by Holmgren, Mangini was
fired on Monday, dismissed
less than two years after being
hired by owner Randy Lerner,
who was convinced he had
found the next Bill Belichick.
The Browns went 5-11 for
the second straight season and
although they showed some
significant progress under
Mangini, it wasn’t enough.
During a morning meeting,
only hours after an embar-
rassing 41-9 home loss to
Pittsburgh, Holmgren thanked
Mangini for his efforts. Then,
he told him his time was up.
“It’s difficult,” Holmgren
said. “I’ve never had to do this
before. I like the man a lot. But
I want to win here. We want
to win here. We did not win
enough.”
At 10:04 a.m., the Browns
released a statement announc-
ing the coaching change. By 11
a.m., Holmgren was sending
request forms to NFL teams
asking permission to speak
with their coaches. Holmgren
did not reveal names of any
potential candidates.
His search will not be limit-
ed to those with pro experience
or ones favoring a West Coast
offense. And, he doesn’t have a
timetable to name Cleveland’s
fifth coach since 1999. Money,
he said, is no object.
Only weeks ago, Holmgren
hinted about a return to coach-
ing. He hasn’t ruled it out but
the 62-year-old with three Super
Bowl visits on a sparkling
17-year Hall-of-Fame-worthy
resume, insists he’s enjoying
his executive role. Still, the
bug hasn’t completely left, and
Holmgren may coach again.
“I’ll always be a coach,”
he said. “Heck, people in the
building call me coach. To tell
you right now that I would
never coach again, whether it’s
here or any place, that probably
wouldn’t be honest. As of right
now, I am the president of the
Cleveland Browns and my job
is to find the best coach avail-
able, the right coach for this
job. That’s what I am trying
to do and that does not include
me right now.
“I probably won’t coach
again but I don’t want to lie to
you — ever.”
Holmgren has not yet spo-
ken with Fox, whose contract
was not renewed in Carolina,
or Gruden, former Tampa Bay
coach and ESPN analyst who
worked under Holmgren in
San Francisco and Green Bay.
Mornhinweg, Philadelphia’s
offensive coordinator, is also
from the Holmgren coaching
tree and a close friend.
According to several reports,
the Browns have contacted the
New York Giants about talking
to defensive coordinator Perry
Fewell.

ager Tom Heckert will serve as
the Browns’ point men in the
search he described as “pretty
wide. We’re not limiting our-
selves in any way.”

the offense regressed during a
10-game losing streak that tied
the club record for futility.
Benson’s open to returning if
the Bengals return to their run-
based approach.
Owens also is a free agent.
The club has a 1-year, $6 mil-
lion option for Chad Ochocinco.
Several defensive starters,
including CB Johnathan Joseph,
also can become free agents.
The Bengals have only two
winning records in the 20 years
since Brown took over the team.

If Holmgren can’t land one
of his preferred candidates,
it’s possible he will relo-
cate his office and slide in as
Cleveland’s coach. It would be
a seamless transition but that’s
the backup plan. For now,
Holmgren’s entering his first
coaching search, hoping it will
be his last.
“I don’t want to do
this again,” he added.
“Historically, if you
look at teams that
don’t have to do this
very much, they’ve
been successful. It’s
very, very important
that we get this right.”
Browns haven’t gotten it
right with a coach since return-
ing to the league; Mangini
followed Chris Palmer, Butch
Davis and Romeo Crennel on
Cleveland’s coaching carou-
sel. The instability up top and
lack of continuity perhaps best
explains the Browns’ 64-129
record and one playoff appear-
ance since 1999.
Mangini’s two seasons in
Cleveland were marked by los-
ing streaks, flickers of hope,
key injuries and far too much
drama for a franchise looking
for a foothold 12 years into
its expansion era. The Browns
didn’t have any luck, either.
All three quarterbacks
suffered high ankle sprains
this season, with injuries to
Jake Delhomme and Seneca
Wallace pushing rookie Colt
McCoy into the starting lineup
at least a year early. McCoy
was supposed to sit and learn
but he handled the assignment
like a seasoned veteran and
when the Browns stunned New
England on Nov. 7, it appeared
Cleveland had arrived.
Instead, the upset only trig-
gered a slide. Browns went 2-6
down the stretch, losing their
final four games. Cleveland
struggled in close games, going
3-9 in tilts decided by 10 points
or less. Sunday’s loss dropped
Mangini to 2-10 in the AFC
North.
Holmgren was left with
little choice but to cut ties
with Mangini, who has two
years left on a contract worth a
reported $8 million. Mangini’s
assistants remain under con-
tract. Holmgren gave them the
rest of this week off and will
meet with the staff again next
week. Defensive coordinator
Rob Ryan may interview for
the Panthers’ open position.
After being fired for the
second time in just over two
years, Mangini addressed his
team one last time for nearly
20 minutes.
“In football, you go with
through a lot of emotions with
people, from laughing to crying
to being angry to jubilation,”
tight end Benjamin Watson
said. “It’s definitely not a time
to just say bye. I know it was
tough for him. It was tough for
us to hear it. But when you sign
up for football, that’s kind of
how it goes.”
Mangini was followed into
the room by Holmgren, who
didn’t provide any clues about
who will take over. He chal-
lenged the Browns to get better
in the offseason, a message
McCoy, who spent time in
Holmgren’s office this season
analyzing film and his throw-
ing mechanics, took to heart.
The trials of an eventful first
pro season were not lost on
McCoy. The former Texas star
rose from third-stringer to per-
haps the Browns’ future quar-
terback. He’ll begin his second
year with a second coach.
“I’ve never been through a
coaching change, junior high,
high school, college,” he said.
“It’s new territory for me, new
ground. But it’s something that
being in this business, being in
the NFL, I’ve learned so many
lessons just in my first year.
This is just one more thing that
has happened.”
In Cleveland, it happens
quite a bit.
Lewis led them to a division title
in 2005. He was coach of the
year last season for getting the
Bengals to the playoffs again
and has a 60-69-1 record. Lewis
wants to change how the front
office works to get the organiza-
tion on solid footing.
In most other NFL cities,
there would be no discussion of
keeping a coach with two win-
ning records in eight seasons.
Lewis works for an owner who
doesn’t like change. The ques-
tion is whether Brown likes him
enough to give him what he
wants, something he wouldn’t
do for previous coaches.

hard earwax in children, and
how much should I use? I
thought I read that two drops
in each ear every night was
correct, but I’m unsure.
DEAR READER: Ear
wax protects the ear by
preventing bacteria, dust and
foreign matter from entering
and causing damage. Wax
can build up in the ear canal
but can also occur if a person
attempts to clean the ear but
inadvertently pushes the wax
deeper into the canal.
Softeners can include
glycerin, hydrogen peroxide,
baby oil, olive oil, mineral
oil or almond oil, saline
solution, or over-the-counter
preparations designed for
such a purpose. Hydrogen
peroxide and other methods
should be used only if you
are sure there is no infection,
discharge, redness or hearing
impairment. You are correct
in that two drops is the proper
amount to use, but I am
unsure why you feel nightly
use is necessary, unless you
have had a major problem
Use up leftover mashed potatoes

patties and fry in a pan with
a little oil. You can add meat,
seasoned breadcrumbs, cheese
or onion for extra flavor. The

couple of drops of one of
the oils I mentioned, wait a
minute or two for it to soften
the wax, use an eye dropper
to add two drops of warmed
hydrogen peroxide and wait
until the bubbling stops. Then
have the person tip his or her
head to the side to catch any
residue in a small towel. It’s
always more comfortable
to warm the products going
into the ear. This can be
accomplished by immersing
both oil and peroxide
bottles in a small bowl of
warm water briefly before
beginning the process. If you
don’t already do this or if you
use only peroxide, you might
want to try the combination
routine. However, you should
use peroxide only when
absolutely necessary, because
it can cause severe dryness
of the ear, resulting in further
issues.

New Year fireworks sent birds into tizzy

BEEBE, Ark. — Celebratory fireworks
likely sent thousands of discombobulated
blackbirds into such a tizzy that they crashed
into homes, cars and each other before plum-
meting to their deaths in central Arkansas,
scientists say. Still, officials acknowledge it’s
unlikely they’ll ever pinpoint a cause with
certainty.
So for the small town of Beebe, Ark.,
where New Year’s revelers spent the holi-
day weekend cleaning up more than 3,000
dead red-winged blackbirds, The Mystery of
Why the Birds Fell Out of the Sky remains
unsolved.
Some speculated Monday that a bout of
bad weather was to blame. Others said one
confused bird could have led the group in a
fatal plunge. A few spooked schoolkids even
guessed that the birds had committed mass
suicide.
“There was probably some physical rea-
son, but I doubt anyone will ever know what
it was,” said Thurman Booth, the state’s wild-
life services director.
The birds were the second mass wild-
life death in Arkansas in recent days. Last
week, about 83,000 dead and dying drum
fish washed up along a 20-mile stretch of
the Arkansas River, about 100 miles west of
Beebe. Wildlife officials say the fish deaths
are not related to the dead birds, and that
because mainly one species of fish was affect-
ed, it is likely they were stricken by an illness.
Full test results could take up to a month.
While officials examine bird carcasses
for signs of disease and labs test the contents
of their stomachs for toxins, the tale of the
blackbirds’ tumble is quickly turning into the
stuff of local legend.
The blackbirds rained onto rooftops and
sidewalks and into fields. One struck a woman
walking her dog. Another hit a police cruiser.
Some say an umbrella was one resident’s only
protection from the falling birds.
Birds were “littering the streets, the yards,
the driveways, everywhere,” said Robby
King, a county wildlife officer in Beebe, a
community of 5,000 northeast of Little Rock.
“It was hard to drive down the street in some
places without running over them.”
A few stunned survivors stumbled around
like drunken partiers.
There was little light across the coun-
tryside at the time, save for the glimmer of
fireworks and some lightning on the horizon.
In the tumult, many birds probably lost their
bearings.
“The blackbirds were flying at rooftop
level instead of treetop level” to avoid explo-
sions above, said Karen Rowe, an orni-
thologist with the Arkansas Game and Fish
Commission. “Blackbirds have poor eyesight,
and they started colliding with things.”
Shane Roberts said it sounded like hail
pelting his house.
“I turn and look across my yard, and
there’s all these lumps,” Roberts said.
His 16-year-old daughter, Alex, spent
Saturday morning picking them up with her
bare hands. “Their legs are really squishy,”
she said.
For some people, the scene unfolding
shortly before midnight evoked images of the
apocalypse and cut short New Year’s celebra-
tions. Many families phoned police instead of
popping champagne.
“I think the switchboard lit up pretty
good,” said Beebe police Capt. Eddie Cullum.
“For all the doomsdayers, that was definitely
the end of the world.”
Paul Duke filled three five-gallon buckets
with dead birds on New Year’s Day. “They
were on the roof of the house, in the yard,
on the sidewalks, in the street,” said Duke,
a suspension supervisor at a nearby school.

Monday.
The birds will not be missed. Large roosts
like the one at Beebe can have thousands of
birds in one tree that leave ankle- to knee-
deep piles of droppings in places.
“The whole sky turns black every morning
and every night,” Roberts said, as a few live
birds chirped and hopped from tree to tree
behind his home.
Red-winged blackbirds are the among
North America’s most abundant birds, with
somewhere between 100 million and 200 mil-
lion nationwide, according to the Cornell Lab
of Ornithology in Ithaca, N.Y. Rowe put the
number of dead in Beebe at “easily 3,000.”

Man who helped get Vietnam wall built found dead

DOVER, Del. — A military expert who served three
Republican presidents and helped get the Vietnam Veterans
Memorial built as part of his dedication to those who fought in
that war was found dead in a landfill, and authorities are trying
to piece together when he was last seen alive.
The body of John Wheeler III, 66, was uncovered Friday
when a garbage truck emptied its contents at the Cherry Island
landfill in Wilmington. The truck had collected the trash from
about 10 commercial disposal bins in Newark, several miles
from Wheeler’s home in the historic district of New Castle,
but police said they aren’t sure which container his body came
from.
Friends say they traded e-mails with Wheeler — who had
not been reported missing — around Christmas. Wheeler also
had been scheduled to take an Amtrak train from Washington
to Wilmington on Dec. 28, but it’s not clear if he ever made
the trip, said investigators, who have labeled Wheeler’s death
a homicide.
Family members may not have reported him missing
because they were out of town, Newark police spokesman Lt.
Mark Farrall said.
Efforts by The Associated Press to contact his wife,
Katherine Klyce, were unsuccessful, but his family issued a
statement through the police department.
“As you must appreciate, this is a tragic time for the family.
We are grieving our loss. Please understand that the family has
no further comment at this time. We trust that everyone will
respect the family’s privacy.”
Wheeler followed in his decorated father’s footsteps and
attended the U.S. Military Academy at West Point. After
graduating in 1966, in the midst of the Vietnam War, he
served five years in the Army, including as a staff officer at the
Pentagon, and retired from the military in 1971.

DENVER — A first-of-its-kind hijacking exercise involving
the U.S., Canadian and Russian militaries went so well that a
similar drill is planned for 2011, an American officer said.
Jet fighters from Russia and the North American Aerospace
Defense Command pursued a small passenger jet playing the
role of a hijacked jetliner across the Pacific and back during
the August exercise. The aim: To practice handing off respon-
sibility for a hijacked jet between Russia and NORAD, a joint
U.S.-Canadian command that for decades devoted its efforts
to tracking Soviet forces.
Officers reviewed the exercise in November at NORAD
headquarters at Peterson Air Force Base, Colo. The verdict: It
“was pretty much carried on flawlessly,” said U.S. Air Force
Lt. Col. Lee Haefner, who was the lead planner.
NORAD and Russian officers will meet in Russia in
February to begin planning a second exercise, Haefner said.
Whether that comes off depends on what happens in U.S.-
Russian relations and internal Russian politics, said Alexander
Golts, a prominent military analyst in Moscow. The first
hijacking exercise was initially planned for 2008 but was
postponed when U.S.-Russian relations soured in the wake of
Russia’s war with Georgia.
Russia could scuttle another exercise if its leaders are
unhappy for any reason with western nations, Golts told The
Associated Press in Moscow. Cooperation could also falter if
Russian Prime Minister Vladimir Putin or President Dmitry
Medvedev decide to take anti-West positions during the 2011
election campaign.
“There’s no doubt that this exercise can be the victim of
anti-Western moods,” Golts said.
The fact that the first exercise happened at all is a sign that
U.S.-Russian relations are slowly improving, said Kevin Ryan,
a retired U.S. Army brigadier general who is research director
for the Belfer Center at Harvard University’s Kennedy School.
“If things continue to improve, (future exercises) can actu-
ally by themselves begin to produce more trust and confidence
between the militaries and afterward between the political
leaders,” Ryan said.
Andrew Kuchins, a fellow at the Center for Strategic and
International Studies in Washington, D.C., said the August
exercise wasn’t a “game-changer” but was important if Russia
and the West want a working security agreement to combat
hijackings or other acts of terrorism.
“You have to actively do things concretely together and not
have just a rhetorical security partnership,” Kuchins said.

The Navy at first downplayed the videos as “humorous

Some sailors who served on the Enterprise say his
video skits provided a much-needed morale boost during
long deployments at sea.
They portrayed Honors as a man who genuinely cared
about his sailors and helped them blow off steam with
corny and occasionally outrageous videos he concocted
every week during six-month tours of duty in the Middle
East at the height of the Iraq War. Maintaining morale is
typically part of the chief executive officer’s job.
“He was a caring professional and, yes, he has a sense
of humor, but you need that on a boat,” said Misty Davis,
who served on the Enterprise from 2006 to 2010. The
offending video was shown in 2007, and was a compila-
tion of previous videos he had shown, she and others
said.
“It’s no worse than anything you’d see on ‘Saturday
Night Live’ or ‘The Family Guy,”’ Davis said Monday.
“I used to watch all of them. They were freaking hilari-
ous.”

He now is beginning to study how
recovering drug addicts deal with
real-world temptations.
But temptation can be more
insidious than how close at hand

Always snack in front of your
favorite TV show? A dopamine-
rich part of the brain named the
striatum memorizes rituals and
routines that are linked to getting a
particular reward, explains NIDA’s
Volkow. Eventually, those envi-
ronmental cues trigger the striatum
to make some behaviors almost
automatic.
Even scientists who recognize it
can fall prey.
“I don’t like popcorn. But every
time I go to the cinema, I have to eat
it,” Volkow says. “It’s fascinating.”
Much of what scientists know
about dopamine’s role in habit for-
mation comes from the study of
alcohol and drug addiction, but it’s
a key player in more common hab-
its, too, especially overeating.
In fact, for anything that links
an action and a reward, “dopamine
is indispensable for the formation
of these habits,” Volkow says.
A movement to pay people for
behavior changes may exploit that
connection, as some companies
offer employees outright payments
or insurance rebates for adopting
better habits.
It’s not clear yet just how well
a financial incentive substitutes as
a reward. In one experiment, pay-
ing smokers at General Electric
up to $750 to kick the habit nearly
tripled the number who did, says
Dr. Kevin Volpp, who directs the
Center for Health Incentives at the
University of Pennsylvania.
A similar study that dangled
dollars for weight loss found no
difference — and environmental
temptation might help explain the
differing results.
It’s getting hard to smoke in
public but “every time you walk
down the street, there’s lots of
sources of high-calorie, tasty, low-
cost food,” Volpp says.
However paying for behavior
plays out, researchers say there are
some steps that may help counter
your brain’s hold on bad habits:
—Repeat, repeat, repeat the
new behavior — the same routine
at the same time of day. Resolved
to exercise? Doing it at the same
time of the morning, rather than
fitting it in haphazardly, makes
the striatum recognize the habit
so eventually, “if you don’t do it,
you feel awful,” says Volkow the
neuroscientist, who’s also a pas-
sionate runner.

LOS ANGELES — Prosecutors are set to unveil their case
against the man hired to look after Michael Jackson’s health
during rehearsals for his comeback tour as a judge determines
whether the doctor should stand trial in the superstar’s death.
Jackson’s family and fans are expected to attend the hear-
ing, which begins today with testimony from police, a coroner
and medical experts about their search to find what killed
Jackson and whether Dr. Conrad Murray was responsible.
In spite of an autopsy report attributing his death to acute
intoxication of a powerful anesthetic complicated by other
sedatives, the circumstances of Jackson’s death are mysteri-
ous.
Prosecutors have suggested that Murray’s lawyers will
blame Jackson, claiming he may have injected himself with
the fatal dose of propofol.
But that issue is unlikely to arise until trial.
The guardians of Jackson’s legacy will be watching as the
hearing focuses on the star’s drug use. Executors of his estate
have spent the last year and a half since his death burnishing
Jackson’s musical reputation, intensifying memories of his
star power with the release of a movie, “This Is It,” and an
album, “Michael,” featuring music he left behind.
The court proceedings, which are likely to lead to a lengthy
trial, could open doors they would rather keep closed.
For Murray, the court case is the continuation of a night-
mare. His dream job as Jackson’s $150,000-a-month personal
physician died along with Jackson on June 25, 2009, and, to
make it worse, he stands accused of involuntary manslaugh-
ter.
Prosecutors have scheduled 30 witnesses to testify at the
preliminary hearing before Superior Court Judge Michael
Pastor.
Murray, 57, was hired to help Jackson prepare and to
accompany him on his European comeback tour, entitled
“This is It.” But Jackson died between rehearsals, and Murray
is accused of gross negligence when he administered propofol,
which Jackson demanded to get to sleep.
The Houston cardiologist, who also has a clinic in Las
Vegas, could face not only a prison sentence of up to four
years, but the revocation of his medical license if he is con-
victed. Murray has pleaded not guilty, and his lawyer has said
that nothing he did should have harmed Jackson.
An autopsy report found Jackson died from an overdose
of propofol. In a statement to police, Murray acknowledged
giving Jackson the drug and other sedatives to help him sleep,
then briefly leaving the star’s bedside. Cellular phone records
show Murray made at least three personal calls around the
time Jackson was stricken.
His lawyers claim the amount he administered could not
have killed the superstar. That remains one of the key myster-
ies to be unraveled.
