In the latest issue of your journal, I havepeen the solution to the
Kavhmir problem suggested by you. I am glad that this comes very
close to what I have been suggesting since beginning.
My approach is based on the fact that the State is multi-ethnic
and historically an artificial construct. Northern Areas and the south
western region below the Pir Panjal which are Punjabi-speaking
should be incorporated in ,Pakistan. Ladakh and Jammu should be
integrated in India. The Valley of Kashmir which is a geographical,
linguistic and cultural entity should enjoy, like Andorra on the border
of Spain end France, complete internal autonomy, under the ioint
umbrella of India and Pakistan, which should together underwrite
its development and be responsible for its defence and foreign
relations
Kashmiris should have access to both lndia and Pakistan for
education, trade and even residence while neither Indians nor
Pakisantanis have the right to settle in the Valley.
In my view, this is the only feasible solution which serves the
interests of all partners - India, Pakistan and the Kashmiris.
