PCP-II @ 20

THE Second Plenary Council of the Philippines is twenty years

old. Celebrated on January 20 to February 17 1991 at the Holy
Apostles Seminary in Makati City, it was the first plenary council
ever held in the Catholic world since the promulgation of the
1983 Code of Canon Law.
PCP-II was brave and bold. It challenged the Church in the
Philippines “to be a community of disciples, a church of the poor,
committed to the mission of renewed integral evangelization,
toward the building up of a new civilization of life and love…”
It confronted the shadows of Philippine society just as it valiantly
faced the sins and failures of the Church. It concluded with 132
Decrees that were given “recognitio” by the Holy See and, for
their implementation in all ecclesiastical jurisdictions, laid
out a National Pastoral Plan. It saw the towering of experts

then the president of the Episcopal Conference; and Archbishop
Oscar Cruz, the Secretary General of the Council. It was a
season of renewal. It was a time of grace. It was a landmark in
the Philippine ecclesiastical history.
In January 2001, the tenth year of PCP-II, the Catholic Bishops’
Conference of the Philippines which was then under the baton of
Archbishop Orlando Quevedo, OMI, its president, saw the need
for its review. Questions were raised: How far have we journeyed
toward a renewed Church? What have we done to realize the
vision? What efforts have failed, and why? Why do other efforts
succeed? This provoked the convocation of the National Pastoral
Consultation on Church Renewal (NPCCR) from January 22
to 27, 2001 at the very same venue of PCP-II.
One of the realizations of the NPCCR was that the challenges of
PCP-II (Community of Disciples, Church of the Poor, Renewed
Integral Evangelization) “were not obligations or projects we
imposed on ourselves. Rather, they are a gift of newness and
fullness of life offered to our Church and our people by the
God of love.” But, on the other hand, it also recognized that

a serious renewal calls for a courageous response of faith and
conversion—“at the cost of letting go of old ways, of dying Four socio-economic

to old selves, of daring to risk new and unfamiliar paths and
patterns.” With this perspective NPCCR, came up with 9
pastoral priorities which were more focused and demanded a
more radical conversion of mind and heart.
Views and Points
At the end, the NPCCR contemplated on the thoughts of Pope SINCE practically time im- pines. There were wealthy wealthy; some 50% of them the poor and the miserable.

Little Fockers is a pathetic and lame attempt to cash in on a film
that made some money when it first came out. The movie is clean
and acceptable technically but fails miserably on the creative side.
The story is boring, corny and flat. The characters are caricatures
matching the over the top performances. And because of a full pack
cast, the attempt to provide a storyline for everyone further confused
the story. The script and plot are almost nonsense and characters are
placed in the scene merely to create a joke that unfortunately is not
even funny. Apparently, the writers loved the “Godfocker” joke so
much that they made sure it was repeated constantly throughout
the movie. This 3rd installment of the movie franchise repeats the
message in the very first movie: in-law problems are caused by
prejudice, self-centeredness and the refusal to open up and reach
out. In-laws are important in the family as they provide support
and assistance as proven by Greg saving Jack’s life at the end of the
movie. The imperative joke about father and son-in-law (or daughter
and mother-in-law) clashing with each other to provide the comical
situation is actually a dangerous stereotyping of the relationship
because people may begin to be wary even before getting to know
their would be in-laws. This movie once again reiterates how much
happier a home can be when in-laws get along and actually love
and trust each other.
The pro-family message is passable, but the sex jokes, toilet
humor, the nonsensical turkey carving mishap and other failed
attempt to create comedy makes the film inappropriate for young
audiences. Perhaps it would make for adult entertainment, as
demonstrated during a full-house Sunday night showing at a
Makati theater where the audience lapped up the jokes. And
you’ve got to give it to De Niro and Hoffman—it takes some guts
for respectable actors to appear for the third time in a comedy
series that’s wearing thin. (Pie Mabanta)

From the Legal Standpoint

Fraternal Counselors (FCs)

The relationship between a Fraternal Counselor and the
Knights of Columbus Fraternal Association of the Phils., Inc.
(KCFAPI), is that of a principal and agent. It is governed,
as a rule, in the Law on Agency. The New Civil Code of the
Philippines defines “agency” as an act wherein one person Standing from left is FBG Manager Mr. Gari M. San Sebastian, FBA’s : Mr Rudolph Gerard Elizaga, Mr. Renante Rio Bragat, Mr. Adrian Boston, Mr Jeffrey Vincent

the agent is acting within the apparent scope of his authority.
Thus when there is a collusion the agent ceases to represent
the principal and the insurer is not estopped from avoiding the
policy. (Sison vs Sun Life Assurance Co. [47 O.G. 1954]).

Moreover, one of the duties of the agent is to render an

account of his transactions and to deliver to the principal
whatever he may have received by virtue of agency (Article
1891of the New Civil Code of the Philippines). Thus an agent
St. Martin de Porres Council 15079
who refuses to turn-over and account the amount collected
from clients which came to him in the course of the agency
may be prosecuted for the crime of estafa (United States vs
Igpuara, 27 Phil 619).

KCFAPI engaged the services of Fraternal Counselors pri-

marily to promote the various insurance products (i.e. benefit
certificates) to members of the Knights of Columbus and their
immediate families. Once a brother knight is fully accredited
by KCFAPI as a Fraternal Counselor after he underwent
rigid trainings and seminars, he is duty bound to faithfully
observe the rules and regulations established in the Fraternal
Counselor’s Manual (Chapter 7.-Policies Governing Fraternal
Counselors). In the discharge of their duties and responsibili-
ties, a fraternal counselor is expected to follow certain code
of conduct in the performance of his mission. As such, he is
strictly prohibited from committing illegal/unethical practices
which is prejudicial to the interest of KCFAPI and the Order
of the Knights of Columbus.
