Main Objectives:
a- Using renewable energy, in this case the sun, in a public project, launches a
challenge and serves as a pilot project in a country where the sun is
omnipresent.

b- Educating citizens about clean energies and increasing energy saving in a


country that imports all types of fuel sources especially that the price per barrel
is steadily increasing.

c- Improving the quality of life of citizens by providing public spaces


unpolluted by the current generators and electrical cables.

Expected Results:
a- A reduction in the energy bill as compared to the consumption of the existing
street lighting systems.
b- Improvement of the quality of the lives of the citizens.
c- Analysis of results of this pilot project for future similar projects.

The beneficiaries:
a- The Municipalities of the area.
b- The various tourist services (offices, restaurants, hotels).
c- The citizens.

Proposed New PV External Lighting System:


Under the proposed new PV external lighting system, the following works are
expected:
a- Comprehensive study of the existing external lighting system from various
aspects (Technical, Architectural, etc...) taken into consideration the
international norms.

b- Evaluate the existing external lighting system and propose the most efficient
lighting technologies to be utilized.

c- Simulation of the existing external lighting system when all wall lighting
points are repaired and put into operation versus. any proposed new and
efficient lighting system.

d- Study the most suitable electrical supply system including PV system that
would provide the most cost effective solution mainly for the street lighting
poles

e- Comprehensive study of the various PV systems / components (PV panels,
batteries, inverters, cabling, etc...) taken into consideration the harsh
environmental conditions of the sea that would provide long life time of the
new PV systems.

f- Provide a detailed study of the proposed PV system for the external lighting
system for both existing and new Street Lighting Poles taken into consideration
Jbail heritage case i,e the new proposed PV system will not destroy Jbail image
as historical area.

g- Provide detailed design drawing for the various PV system including


architectural drawings, electrical drawings, civil drawings, etc... that would
provide clear picture of the new installation.

h- Comprehensive study of the location of the PV panels, batteries, inverters,


etc... within Jbail port, dock and new 120 m road taken into consideration
various alternatives solutions (individual PV systems vs collective PV systems)

i- Propose the most suitable architectural lighting pole that would suit Jbail
historical area taken into consideration the harsh environmental conditions of
the sea side.

j- Economical study of the various proposed PV systems for the existing and
new external lighting systems

Technical Specifications

Scope of supply:
The scope of supply is a number of DC Stand Alone Solar Street Lights.

System Description:
Scope: DC Stand Alone Solar Street Lights.

Typical operating condition is from dawn to dusk with optional dimming


possibility for 50% of the time to save energy. The system must be able to
operate for a maximum of 2 nights even with an overcast weather of
consecutive 2 days. The system is composed of the following items:

- Solar panels
- Charger/controller
- Gel battery(s)
- Equipment storage housing
- Wire harness
- Mounting brackets (must allow variable orientation and inclination of
the PV module)

The existing wooden poles are to be used due to harsh costal environment. All
the poles are already installed in the harbor area. The locations of the poles are
subject year round to salty environment. The poles can be in direct contact with
sea water during rough weather days.

All components should be sea water resistant or located in housings that are
water tight and sea water resistant. It is recommended to locate all the
components on tope of the poles to minimize the exposure. If a different
location is proposed valid explanation must be presented. Due the project
location the following criteria applies to the installed system:

Environment requirements:

- Water resistance
- Corrosion resistance
- Wind resistance up to 130Km/h
- Operating temperature up to 55°C

Manufacturing: All items should be manufactured in plants that are ISO
9001:2000 certified. Preferably manufactured in Europe, North America or
Japan.

In case some of the proposed equipments are not located on the top of the poles
they must be designed to be vandal resistance.

Total system weight should be inferior to 120 Kg (Electronic components)

Where needed all metallic part should be powder painted unless they are in
stainless steel or aluminum alloy.

General Specifications:

• Lamp technology: LVD (Induction light)
• Power Rating: 40W
• Life span: > 100,000 hours
• Mean lumen : 6,800
• Mean pupil lumen : 11,000

• Color temperature: 2700, 2500 or 4100K (based on client’s decision for
type of color)

Lamp fixture spec:


Different lamp fixture designs can be proposed. The final choice will depend
on the architectural effect on the harbors antique character. The fixture must
include the following components:

- Reflector
- Closed housing
- Electronic Ballast

- Mounting brackets

Details of the proposed fixtures should be submitted with both clear designs,
cut sheets and photometric performances.

PV module spec:
Type: Multi or Mono crystalline technology
Conversion Efficiency: > to 15%
Manufacturing tolerance on rated power: ≤ 3%
Module Voltage: 12V
Environment: See general description for environment requirements
Connector type: Multi Contact type possibility
Total weight: ≤ 20 KG
Cell protection: The cells should be protected by a tempered glace

Batteries spec:
The following are the minimum requirements for the battery(s):
- Maintenance free
- Gel type batteries
- No leakage
- 12V type
- Deep discharge capacity
- Expected life span over 8 years in normal operating condition

Charger controller spec:


The charger controller should be located close to the battery(s) and it should
need minimum maintenance. This unit can include the automatic dusk/down
switch and the dimmer/timer module. The controller should have the following
protections:
- Overcharging
- Over discharging
- Overload
- Rivers current
- Thunder

After market:
All components that maybe replaced during the life time of the product need to
have spare parts available at the supplier. The spare parts need to be available
for 20 years after the date of installation. Equivalent parts replacing the
installed item can be proposed with the customer approval.

Guarantee:
The overall warranty period for all installed items is for a minimum of 2 years.
This warranty covers all manufacturer / workmanship defects only. The
individual warranty on each installed component should be as follow:

- PV Modules: 20
- Batteries: 2 years
- Charger controller: 2 years
- LVD Lamp: 5 years with maximum lumens output drop of 1% per year
- Ballast: 2 years

Expected from the supplier:


On submission of the offer:

- Picture of the proposed design showing the different component


- Installation drawing showing the installation on the wooden poles
- Electrical schematic of the installation
- Technical documentation on the component describing the following
o Technical properties
o Repair and Maintenance
- Warrantee certificate
- Letter certifying the above requirements on warranties, spare parts and
standards

During the project installation:

- To teach the customer designated technician or engineer on the


installation procedures and the maintenance activities that need to be
normally performed.
- To teach the customer designated technician or engineer on the small
repair that can be performed without the assistance of the supplier.
- The supplier to supply all necessary equipments to be install
- The supplier to supply all the necessary equipment and tools for the
installation work

- The supplier to be responsible for all man power and management of the
installation.
- The supplier to test all the installed equipments in normal operating
mode.

After the installation:

- The supplier will be present when the customer will perform his own
functional test to see if all the technical requirements have been fulfilled.
- The supplier must be at the customer disposal for at least 1 month after
the installation period for any technical or non technical question.

Warrantee period:
- The supplier must be available to answer any request that comes from
the customer within one week.
- The supplier has a maximum of one month to replace any defect
component.
- It is understood that any alteration made to the product without the
prior written approval of the supplier will automatically cancel the
remaining warranty period on the affected part.

IP Rating:
IP ratings are a set of physical standards defined in IEC529 (BVSEN60529:1991).
They relate to the protection which enclosures give against the ingress of
particles or water.
IP ratings are expressed as two digits (eg IP55). The first digit defines the level
of protection against contact and particles, whilst the second digit defines the
level of protection against water

Data Logging and Monitoring System for a Stand-Alone
Photovoltaic Street Lighting System

A. General

A1. The contractor shall offer a proposal for the supply, installation,
programming, testing, and commissioning of the required system. The proposal
shall also include a one-year warranty.

A2. The purpose of the system is to measure the following parameters: ambient
temperature (a temperature sensor), solar radiation (a pyranometer), quantity of
light (a luxmeter), AC electrical energy consumption (kWh or power meter),
and DC electrical energy consumption (kWh or power meter).

A3. Only 1 system is needed. The system shall be installed on one of the stand-
alone photovoltaic street lighting system to be installed in the harbor of the
Byblos- Jbeil.

A4. The contractor needs to specify that the proposed cost is inclusive of all
transportation and installation costs.

A5. By system, UNDP means the controller (whether a BMS controller or a PLC
or other) and all the peripheral devices referred to in point A2.

A6. The contractor shall submit a technical data sheet for each component
offered, namely: the controller, the temperature sensor, the pyranometer, the
luxmeter, and the kWh/power meters.

A7. The contractor shall include in the offer a lump sum price for cables and
cables installation. Cables installation shall be done according to sound
engineering judgment. No special codes or standards are required. However,
the final approval on the installation shall be according to UNDP satisfaction.

B. Controller

B1. The role of the controller is required only to read the data collected by the
different peripheral devices and store them in its memory. The controller is not
required to perform any control actions or processing actions.

B2. Given that all the peripheral devices give analog readings (4-20 mA or 0-10
V or any other scale), the controller shall be able to read the corresponding
analog data and translate it correctly.

B3. Based on point B2, and given that the number of peripheral devices needed
is 5 (five) (refer to point A2), the controller shall have at least 6 (six) analog
inputs (with one spare input). It is the contractor's full responsibility to make
sure that the offered sensors are compatible with the offered controller.

B4. The power supply of the controller shall be 220 VAC, 50 Hz. Other input
voltages may be acceptable (24 VAC or 24 VDC). It is the contractor’s
responsibility to ensure the mains supply to the controller. Other parameters of
the controller shall be clear from the submitted data sheet.

B5. The controller and the peripheral devices shall be equipped with battery
backup in case of power outage (using a stand-alone UPS). The backup battery
shall be selected in a way to ensure the continuity of the supply for at least 24
hours. It is the contractor's full responsibility to make sure that the battery
backup of the system meets the required criteria.

B6. The recording (logging) interval of the controller shall be 1 minute for each
of the sensors readings. In other terms, the controller shall be able to store one
data (an analog value) every one minute for each of the parameters needed. The
controller shall store this data in its memory for at least one month.

B7. Reference point B6, it is acceptable that the contractor offers an alternative to
the data logging option. Namely, a solution including a modem can be
acceptable. The contractor may offer a controller that has a limited memory
capacity and a modem. The data stored in the controller's memory card is
transferred every 4 to 5 days to a main workstation using the internet. If this
solution is proposed, the contractor should include the price of the modems at
both ends.

C. Peripheral Devices

C1. The pyranometer shall be used to measure the solar radiation next to the PV
cells of the system. It shall be appropriate to be used in an outdoor environment
(very close to the sea). It shall have an analog output (4-20 mA, 0-10 V, or other
scale). It is the contractor's full responsibility to make sure that the offered
sensor is compatible with the offered controller.

C2. The ambient temperature sensor shall be used to measure the ambient
temperature next to the PV cells of the system. It shall have an analog output (4-
20 mA, 0-10 V, or other scale). It is the contractor's full responsibility to make
sure that the offered sensor is compatible with the offered controller.

C3. The luxmeter is used to measure the quantity of light directly under the
lighting fixture. The luxmeter must be installed at a level of 1.5 meters above
the ground. It shall have an analog output (4-20 mA, 0-10 V, or other scale). It is
the contractor's full responsibility to make sure that the offered sensors are
compatible with the offered controller.

C4. The kWh meter is used to measure the energy output out of the system
charger. The type of power is DC. It shall have an analog output (4-20 mA, 0-10
V, or other scale). It is the contractor's full responsibility to make sure that the
offered sensor is compatible with the offered controller.

C5. The kWh meter is used to measure the energy output out of the system
inverter. The type of power is AC. It shall have an analog output (4-20 mA, 0-10
V, or other scale). It is the contractor's full responsibility to make sure that the
offered sensor is compatible with the offered controller.

C6. An acceptable alternative would be to supply a current sensor and a voltage


sensor instead of the kWh meters. The current and voltage readings are then
manipulated in the software in order to calculate the kWh data using an
appropriate power factor. In case this solution is presented, the current and
voltage sensors shall have an analog output (4-20 mA, 0-10 V, or other scale). It
is the contractor's full responsibility to make sure that the offered sensors are
compatible with the offered controller and that the controller has enough inputs
for connection. However, it remains to UNDP to decide whether to go with this
option or not.
