Special Information Service of the National Security Council of the Republic of Kazakhstan

Objects: radio counterintelligence of operative/technical department
of NSC, radio units of radio technological intelligence of the
“Barlau” Service (town Saryagash and object 30 “b” near Almaty)
Task: collection of information in the spheres of politics, economy,
ideology, military and operative situations. Protection of strategic
national information resources and provision of informational
security of RK.
Functions:
- external radio electronic intelligence (monitoring of SW and USW
communication channels in border areas, satellite and the Internet);
- monitoring of internal telecommunication networks (cable, mobile,
SW, USW, satellite communication channels, data transmission
networks, and the Internet);
- technical surveillance of RK NSC objects of interest (foreign
missions in RK and their communications);
- special investigation and search operations aimed at obtaining
important operative information from communication networks;
- radio counterintelligence, suppression of illegal activity connected
with using radiofrequency specter and radio electronic facilities;
- processing, including cryptographic, of intercepted information;
- analysis of the information obtained in order to detect external and
internal threats to the stability of the state and public;
- preparation of analytical reports and special information for higher
state offices of the RK, as well as operational briefing for RK NSC,
ministries and departments;
- fight against computer crime, detecting and suppression of illegal
activities in the spheres of information and network technologies.

- determining technological policies and directions of
development for systems and networks of special
communications;
- providing, in collaboration with corresponding services of the
Republic of Kazakhstan state bodies, protection of special
premises of the said bodies and technical facilities against the
leak of secret information through technical channels;
- counteraction against technological intelligence and threats of
informational expansion.
