Small Scale Projects

financed by the German Embassy in Dar es Salaam

I. General Information
The fund for small scale projects of the German Embassy has been established as part of the
technical cooperation between Germany and Tanzania. This leaflet will give you information
on how to file an application.

II. Who can apply


Registered Community Based Organizations (CBO), Non-Government Organizations (NGO)
and Faith Based Organizations (FBO) can apply for support. Government agencies, business
people or other individuals seeking support in order to establish or improve their services or
private businesses do not qualify for this program and therefore applications cannot be
considered.

III. How to apply:


Please fill in the application form with the following details and send it to the German
Embassy:

1. Complete address, telephone and fax numbers and e-mail address

2. Describe the applying institution/group, its legal form, its programme and organisational
structure. Documentation for the registration of the organisation and its constitution must
be provided.

3. Give the name and contact details for the person responsible for the execution of the
project and the signing of the contract. Passport or other official document has to be
provided in copy for identification purposes.

4. State the project title and describe:


(a) the current situation/problem you are facing, which efforts have been undertaken so
far to realise the project and the time frame of your project; please note that
this period must not exceed 6 months
(b) the development policy objective and what measures could be taken in order to
improve the situation

5. Enclose a detailed finance plan which must be signed and dated as well as pro forma
invoices/quotations for the equipment, material, etc. from two different suppliers.

6. State the total amount requested based on your detailed budget. Please note that all
materials must be purchased in Tanzania.
Describe your contributions in money or kind (e.g. villagers will dig the well, school
children will plant seedlings, etc.)
7. Please note that the project may not be commenced prior to financial commitment by the
Embassy

8. If you have applied to other embassies or institutions for assistance, state name, address
and contact person.

Additional maps, photos, plans to support your idea are welcome. If building activities of any
kind are concerned, proof of ownership for the land is mandatory. Any lack of documentation
might lead to the exclusion of your proposal from the consideration for the small scale fund.
The Embassy reserves the right to see originals.

If your application is approved by the German Embassy, a representative of the Embassy will
visit the site of the project. Only after this inspection a final decision can be taken. You will be
informed about the Embassy’s decision in writing.

IV. Funding procedures:


The average amount available per project is 8,000-10,000,- Euro (current exchange rate 1,-
Euro = approx. 1,685 Tsh). This amount is supposed to cover costs for materials of the
project, thus excluding labour, survey costs or pure humanitarian aid etc. No fixed charges
like salaries, rent, insurance fees etc. can be funded. Seminars and workshops cannot be
supported. An adequate contribution of the beneficiary is expected, which can consist of
financial contributions or in kind.

The amount granted cannot be increased nor may the project be renewed. The initial purpose
of the project may not be changed during its execution.

Before any funds can be released, a contract has to be signed by the representative of the
applying organisation and the German Ambassador.

After the finalisation of the project, a written report about the completion of the project has
to be sent to the German Embassy. It has to include a detailed list of the purchased materials
and their costs. Each purchase has to be accounted for by presenting the original invoice or
receipt. Unused funds or funds which cannot be accounted for by presentation of original
invoices/receipts have to be refunded to the German Embassy. A representative of the German
Embassy will then visit the site again to assess the project.
