Quality Assurance Reviews
As prescribed by Standard number 1300 of the International Standards for the
Professional Practice of Internal Auditing issued by the IIA, the chief audit
executive must develop and maintain a quality assurance and improvement
program that covers all aspects of the internal audit activity.
A quality assurance and improvement program is designed to enable an
evaluation of the internal audit activity's conformance with the Definition of
Internal Auditing and the Standards and an evaluation of whether internal
auditors apply the Code of Ethics. The program also assesses the efficiency and
effectiveness of the internal audit activity and identifies opportunities for

 DIRECTORS’ PROFILES
Mapwesera Munlo (MBA - Acc, BSc - Acc, CCSA)
Mapwesera Munlo (Mapwe), the founding director and Chief Executive Officer
(CEO) of Ndugu Consulting, is a holder of a BSc degree and an MBA in Accounting
from Lincoln University (Missouri USA). Mapwe commenced his professional
career in 2001 at the Missouri State Auditor’s Office where he gained extensive
experience in financial and performance auditing. His duties included inter alia,
evaluation, through application of appropriate auditing methods and techniques,
of the program operations and activities of state agencies for exercise of proper
controls, conformance to agency and program standards, compliance to
contractual terms, financial soundness, and proper application of regulations and
procedures against established program criteria and objectives.
Mapwe joined the Auditor General’s Office as an external consultant upon
relocating to South Africa in 2002. In 2007 he was appointed as Deputy Director
of Performance Audits at the Gauteng Shared Services Centre where he
enhanced his strategic leadership, people management and client relationship
management skills. His career has also seen him gain exposure to the
development finance environment through employment at the Development
Bank of Southern Africa (DBSA).
Amongst others, Mapwe’s competencies include extensive working knowledge of
the Public Financial Management Act as amended (PFMA) and Treasury
Regulations, the Municipal Finance Management Act (MFMA) as well as

international best practices in corporate governance framework such as the
Sarbanes Oxley (SOX) Act and the King Reports.
Mapwe also has extensive knowledge of business process analysis aimed at
identifying areas of inefficiencies as well as implementing strategic interventions
to improve efficiencies. His exceptional Project Management expertise have
been instrumental to his many successes, including the simultaneous compilation
and implementation of GRAP 17 compliant asset registers at Moretele and
Kgetlengrivier Local Municipalities in a record time of two months.
Mapwe holds a professional qualification in Control Self Assessments (CCSA) and
has been involved in the facilitation of control self assessment workshops at
various provincial departments.
He is currently pursuing a Doctorate degree in Business Leadership (DBL) with the
University of South Africa (UNISA) where the focus of his dissertation will be
finding solutions for South African municipalities, in their quest to better achieve
their service delivery mandate through strengthening governance structures.

Steve Lwanda (MBA, CIMA, BAcc)
Steve joined Ndugu consulting in 2010 from Johannesburg Tourism where he was
Chief Financial Officer, a position he held from July 2007. At Johannesburg
Tourism, he was reporting directly to the Accounting Officer (CEO) and served on
various committees of the executive structure. He was responsible for the
Corporate Governance and managed the Board secretariat. Steve was
responsible for the organisational business plan, budget and the performance
management. He chaired and coordinated the process of compiling the
turnaround strategy of the organisation and was responsible for the monitoring
of its implementation. He can list the accounting system implementation from
batch system to ERP, introduction of several policies and procedures including
the fraud prevention, delegation of authority, ethics and code of conduct, fixed
assets, Disaster Recovery and many more. During his tenure as CFO, he oversaw
the implementation of preparation of annual financial statements from GAAP to
GRAP and achieved a generally conformed report from the Auditor General.
Prior to Joining Johannesburg Tourism, Steve worked with the South African
Tourism as Finance Manager from 2002 to 2007. He was responsible for the
structuring of the department as well as recruiting staff for the department. His
achievement includes attaining a clean audit report for the organisation after
getting qualified audit reports for seven consecutive years. He was posted to
England, United Kingdom where he assumed the same role looking after the
America’s and United Kingdom portfolio.

Steve’s career started in 1994 where after graduation he joined Coopers and
Lybrand as trainee accountant. After two years of training, he joined Cold
Storage Company, an FMCG company where he assumed the role of Company
Accountant. It was at Cold Storage where Steve obtained a deeper insight of
commerce and corporate governance.
In 1998, Steve joined Singh Pather and Associates who eventually merged with
KPMG in 2001. He worked within the Management Assurance section
responsible for internal audit.
Steve is a qualified management accountant and is a member of the Chartered
Institute of Management Accountants (CIMA). He holds a Bachelor of
Accountancy Degree (BAcc) from the University of Malawi and Master of
Business Administration Degree (MBA) from the University Of Strathclyde
Graduate School Of Business in Glasgow, Scotland.
Steve has extensive financial management experience gained at senior level in
commerce as well as has auditing experience. He is accordingly well placed to
provide holistic solutions to clients needs.

Mzee Munlo (LLB)
Mzee is the Director of Legal Services at Ndugu Consulting. He completed his LLB
degree at the University of Witwatersrand (“Wits”) where he was a member of
the prestigious Golden Key International Honour Society in recognition of his
academic achievements. He completed serving a two year contract of articles of
clerkship as a candidate attorney at Moodie and Robertson Attorneys in
Johannesburg in March 2007. His duties included inter alia, general litigation,
drafting legal documents and pleadings, appearing in court to present legal
argument, preparation of defended matters for trial, legal research,
correspondence and client liaison.
In October 2007, Mzee left Moodie and Robertson Attorneys and joined Ashira
Legal Advisors (Pty) Ltd (“Ashira”). Mzee briefly worked as an associate at
Hofmeyr, Herbstein & Gihwala Inc (Sandton) in early 2008 before re-joining
Ashira in April 2008. At Hofmeyr, Mzee was exposed to public-private
partnership (“PPP”) transactional work including the drafting of legislative legal
due diligence reports for PPP transactions.
He is currently studying towards an LLM Masters degree programme in
commercial and International law on a part-time basis at the Wits School of Law
which he is scheduled to complete in 2011.
After finishing high school and before commencing his undergraduate legal
studies at Wits in 2001, Mzee took a gap year during which he worked as a
paralegal at Green Munlo and Company, a firm which specialized in high profile

human rights and constitutional litigation during the advent of democracy and
multi-party politics in Malawi.
At Ashira, Mzee’s focus as a legal advisor was on contract drafting, legislative
reviews and general transactional and opinion work. As a commercial lawyer, the
drafting of commercial agreements is an important aspect of his work. He has
had particular experience in the drafting of independent contractors’ contracts
and commercial contracts to regulate business relationships between
government departments and private business entities (including, inter alia, the
drafting of commercial and service level agreements, construction contracts, and
memoranda of understanding and cooperation) on behalf of the Gauteng
Provincial Government’s Department of Public Transport, Roads and Works and
the KwaZulu-Natal Provincial Government’s Department of Health.
Mzee has also acquired extensive experience in the drafting of contractual and
legislative due diligences. He has been involved in considering the impact of the
new legislation on municipalities, provincial and national government and has
acquired extensive opinion writing expertise. Previous projects he has been
involved in include the provision of substantive and comprehensive comments to
the Gauteng Provincial Government’s Department of Public Transport, Roads and
Works on the National Land Transport Bill (which has since been enacted).
