oleh Dr. Syamsurizaldi, S. IP, M.PA dan Dr. Ria Ariany, M.Si. Skripsi ini
terdiri dari 88 halaman dengan referensi buku teori 3 dan buku Metode 4, 2
skripsi, 1 jurnal, 1 Peraturan perundang-undangan dan 2 website internet.

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis

Pemberdayaan Industri Kecil Bidang Pangan Melalui Program Pengembangan
Industri Kecil dan Menengah oleh Dinas Tenaga Kerja Dan Perindustrian Kota
Padang. Kajian ini di latar belakangi oleh tingginya potensi dari industri kecil
bidang pangan dalam menyerap tenaga kerja, sehingga program pengembangan
industri kecil dan menengah di harapkan dapat membuat industri kecil bidang
pangan lebih berkembang. Tujuan penelitian ini adalah melihat bagaimana
pemberdayaan industri kecil bidang pangan melalui Program Pengembangan
Industri Kecil dan Menengah oleh Dinas Tenaga Kerja dan Perindustrian Kota
Padang.

Penelitian ini di lakukan dengan metode kualitatif dengan pendekatan

deskriptif. Teknik pengumpulan data yang digunakan adalah teknik wawancara
dan dokumentasi. Pemilihan informan di lakukan menggunakan teknik purposive
sampling. Unit analisis yang di gunakan adalah lembaga. Teori penelitian ini
menggunakan teori strategi pemberdayaan menurut Ismawan Priyono.

Hasil penelitian menunjukan bahwa Pemberdayaan yang di lakukan oleh

Dinas Tenaga Kerja dan Perindusrtian Kota Padang melalui program
pengembangan industri kecil dan menengah sudah berjalan dengan baik, dimana
sebagian besar dari indikator-indikator dalam pemberdayaan sudah dilaksanakan
dengan baik. Diharapkan kedepanya dinas tenaga kerja dapat memperbanyak
jumlah industri kecil bidang pangan yang dibina agar penyerapan tenaga kerja
pada IKM dapat lebih meningkat.

This study aims to describe and analyze the Empowerment of Small-scale

Food Industry through the Development of Small and Medium Industry Programs
by the Department of Manpower and Industry of Padang City. This study is in the
background of the high potential of small-scale food industries in absorbing labor,
so that programs for developing small and medium industries are expected to
make small-scale food industry more developed. The purpose of this study was to
see how small food industry empowerment through the Small and Medium
Industry Development Program by the Padang City Manpower and Industry
Service.

This research was conducted with a qualitative method with a descriptive

approach. Data collection techniques used were interview techniques and
documentation. The selection of informants was done using a purposive sampling
technique. The unit of analysis used is the institution. This research theory uses the
theory of empowerment strategy according to Ismawan Priyono.

The results of the study show that the Empowerment carried out by the
Department of Manpower and Industry of the City of Padang through a small and
medium industry development program has been going well, where most of the
indicators in empowerment have been implemented properly. It is expected that in
the future the labor force can increase the number of small-scale food industries
that are fostered so that employment can be increased in the IKM.
