Why Are Improvements Needed?

 The existing two-lane roadway is currently operating at capacity, with


year 2030 traffic volumes expected to double.
 Area transit is widely supported by the community, with a .75% Transit
Tax approved by voters to provide free bus service to nearly 2 million
riders per year. Transit can quickly lose its appeal as buses become
bogged in heavy highway congestion, but planned improvements to SH9
include bus “queue-jumping” at signalized intersections to provide an
advantage to transit users.
 The accident rate for this segment of highway exceeds the statewide
average—inconsistent lane and shoulder widths contribute to this high
accident rate.
 Population growth in Summit County has historically been greater than
the statewide and national averages, and this trend is expected to
continue according to the Colorado Department of Local Affairs.
Rationale for Accelerating Funding

1. State Highway 9 widening from Frisco to Breckenridge ranks #2 in


priority of 111 projects in the 2030 Regional Transportation Plan list
of preferred projects.
2. The Environmental Impact Statement (EIS) for Hwy 9 is complete
and projects can be quickly brought to completion as they are
funded.
3. There is strong public support for this project, and public
participation in the EIS process was solid and extremely positive.
4. Smaller funding pots have been identified for segments of the
highway but the final phase, Frisco to Summit High School, is too big
for the state funding to absorb.
5. 4 of the 6 segments have either been completed or funded for
construction. The final segment needs federal support

6. According to the "2nd Home Study" by the Northwest


Colorado Council of Governments, tourism generates
51% of the County's basic economic income. These
tourism dollars are important not only to Summit County
but to the State of Colorado.
7. Breckenridge Ski Area, in the White River National
Forest at one end of this congested corridor, sees over 1.5
million skier visits annually.
8. State Demographer population growth forecasts for
Summit County show an incredible 60% growth over the
next 15 years and a whopping 100% increase in area
population by 2035. Traffic growth on Highway 9 is
expected to reflect this growth in permanent population.
