The Role
To work closely with RICU’s specialist audience team on developing the broadest possible
analysis and understanding of research on our target audiences, in order to deliver
authoritative evidence-based advice on delivering effective counter terrorist communications
products.
RICU is an exciting and relatively new Unit based in the Home Office. We are a trilateral Unit,
owned jointly by the Home Office, the Department of Communities and Local Government,
and the Foreign and Commonwealth Office. This is an FCO Position based at the Home
Office.
RICU operate across the Government’s Counter-Terrorism (CT) Strategy, but in particular on
the Prevent strand: “Stopping people becoming or supporting terrorists or violent extremists”.
We firmly believe in putting our key target audiences – and our impact on them – at the heart
of all that we do.
The post of Analyst sits in RICU’s Research Analysis & Knowledge Team, delivering high
quality information to enable evidence-based decisions. The post holder will work closely with
colleagues within RICU and across Government to analyse the knowledge available on
counter-terrorism and specifically effective counter-terrorism communications.
The job offers a chance to develop analytical skills and real knowledge of the subject, in
addition to giving advice to policy makers, including Ministers and senior officials.
Developing the broadest possible analysis and understanding of available research on our
target audiences, both HMG and external
Analysing and evaluating the audience segmentation work carried out by RICU to date,
determining a suitable basis for ongoing action, and making any necessary proposals for
amendments
Supporting the design and delivery of an analytical programme of papers and audience
insight in consultation with RICU’s audience specialists, the FCO and key stakeholders
across Whitehall
Ad hoc and flexible support of media and communications analysis around major HMG
legislation, policy announcements and speeches
Minimum Experience
The successful candidate will be able to demonstrate a proven ability to deliver results
through gathering, managing and analysing information from all sources, sometimes to
tight deadlines. The candidate will be highly consumer-focused, with experience of
working successfully with a wide range of clients internally and externally. The ability to
demonstrate an inclusive and consultative approach leading to delivery of innovative,
influential and authoritative analytical products will be essential. The successful
candidate will be able to demonstrate a high level of persuasive oral and written
communication skills.
Minimum Qualifications
Experience of working with large data sets – ideally trained in using SPSS statistical package.
Good working knowledge of excel.
Ideally trained in a crosstabulation system e.g. IMS, Telmar

Salary
The salary range for this position will be £21,759 - £31,290, depending on skills and
experience, Plus £3,000 London Location Allowance. Future salary progression is
performance related.
Pension
As soon as you join the Foreign and Commonwealth Office, you are eligible to join the Civil
Service pension arrangements. We offer you a choice of two types of pension:
• Nuvos. This is an occupational pension scheme that currently has a 3.5% member
contribution rate. As your employer we meet the rest of the cost of the scheme.
• Partnership Pension Account. This is a stakeholder pension with a contribution from
ourselves. How much we pay is based on your age. We pay this regardless of whether
you choose to contribute anything. You do not have to contribute but, if you do, we will
also match your contributions up to 3% of your pensionable earnings. The contributions
are in addition to the age-related contribution mentioned above.
Hours
Staff in London work a five-day week of 36 hours (excluding lunch breaks). The FCO supports
flexible working.
There is a wide range of initiatives underway to help FCO employees balance their home and
working lives. These include:
• 36 place workplace nursery and access to ten places in the Buffer Bear network of
nurseries at key commuter points around London;
• subsidised holiday play scheme for the children of FCO staff. This play scheme is for
children aged between 5 and 12 years.
Annual Leave
You will be entitled to 25 days annual leave on appointment, plus 10.5 public and privilege
holidays per year.

Selection
The candidates who appear, from the information provided, to be best suited for the posts will
be invited to an assessment centre in London, in week commencing (TBC). If you are

offer of appointment can be made. The FCO do not give reasons for non-selection at the
short listing stage of a recruitment scheme.
Security Clearance
This job requires security clearance. If you are successful at the assessment centre you will
be asked to complete a number of security questionnaires. There will be checks on your
nationality, health and other matters, before a formal offer of appointment can be made.
Starting Date
The successful candidate would be expected to take up our appointment around December
2008. However the successful candidate will be only be appointed once the enquiries referred
to above have been satisfactorily completed. These normally take at least three months.
You should be aware that a lack of sufficient background information may preclude you from
being granted security clearance.
