PHYSICAL TRAINING AND SPORTS OFFICERS

2101. Area Recreation Officer (ARO)

1. Responsibilities. An officer appointed for physical training, sport, recreation and


adventurous training duties on a staff at command or area level is responsible for the
following:

a. The co-ordination, control and organization of PT, sport, recreation and


adventurous training, together with associated facilities and finance within the
command area.

b. To promote the RN Fitness Testing Policy.

c. Promoting area sports competitions and participation in adventurous training


activities so that physical fitness is encouraged and the morale of naval
personnel maintained.

d. Providing specialist and technical advice on all PT matters, sporting events,


adventurous training activities, the upkeep and maintenance of sports
grounds, and if necessary the supervision of swimming pools and works items
of a recreational nature, so as to keep senior officers fully informed of the
latest guidelines and pertinent policy shifts.

e. Liason with HMS Temeraire, the RN and RM Sports Control Board, secretaries
of RN sports associations and other authorities, both Service and civilian as
appropriate.

f. Providing logistic support as requisite for RN representative events held within


the command/area in conjunction with the appropriate RN Sports
Associations.

g. Develop and maintaining a works proposal plan for the long term future of
sport and recreation in the command/local area.

h. Advising units on the various amenities, funds and grants which are available
for recreational purposes and advising on the expenditure of funds allocated
locally in support of adventurous training activities.

i. Monitoring the work of ship/establishment, PT and Sports Officers within the


command/area organization and providing advice on the administration and
control of recreational facilities, sports amenities, funds, grants and swimming
pool management.

j. The technical supervision of PT and R Branch ratings within the command/


area management structure and promoting the advancement of high
standards of professional competence by Physical Trainers.

2. Advisory Duties. He is to be available to advise his senior officers on all PT, sport,
recreational and adventurous training matters during periodic inspections and to assist
Commanding Officers in the general provision of recreational/adventurous training needs
of naval personnel.

2102. Physical Training & Recreation Officers/Sports Officers

1. An officer nominated for duties as head of a ship/establishment PT, sport and


adventurous training organization who holds the title of Physical Training and Recreation
Officer (PT & RO) or Sports Officer. Following the closure of the PT Officer Specialisation
in June 2004, PT & RO posts requiring an officer will be designated as CAPPS(PT). Details
of PT Officer competency requirements prior to application for a particular PT CAPPS
appointment can be found in DCI RN 20/05 and RNTM 44/05. In sum, once officers are
satisfied that they meet the PT Officer competency criteria they are to notify their Career
Managers, in the first instance, for consideration. Individuals will be advised to request in
writing to respective Career Managers to be awarded ‘PT OFF COMP’. Career Managers
will in turn forward the application under a covering letter to the CO HMS Temeraire for
consideration/endorsement. Once endorsed by Temeraire, Career Managers should label
individuals on JPA.

2. Responsibilities. The officer is to act as the Divisional Officer for, and is to be


responsible for the daily activities and organization of the PT ratings borne and, where
appropriate in shore establishments, the routine work of the civilian staff employed within
his department.

3. The officer is to implement the RN Fitness Test and Policy within his respective
Establishment/Unit.

4. The officer is to arrange physical training and swimming instructions where properly
supervised by a qualified physical trainer. He is to manage the material resources for sport
and recreation in his ship/establishment and co-ordinate all the varied sports activities,
with the assistance of Divisional and other officers detailed for the purpose by his
Commanding Officer.

5. Advisory Duties. The officer is to be available to advise the Commanding Officer and
Heads of Departments concerned on PT related issues, sporting and recreational matters
involving facilities, equipment, funds, grants and any liaison with outside local sports
bodies.

6. Training. Officers nominated for Sports Officer duties are, whenever possible, to
attend a course of instruction (normally one day) in HMS Temeraire, RN School of Physical
Training. This should be done either before or as soon after taking up these duties as is
practicable.
