MANAGEMENT APPROACH

BACKGROUND
The ICI team is one of the leading providers of security training and services with
over twenty years of experience. We understand the importance of providing the
Elizabeth Police Department personnel with the tactical training needed to enhance their
safety and security and most of all ensure they are capable of avioding or appropriately
responding to the myriad of threats they may encounter operating in high risk areas.
We are prepared to provide a comprehensive high risk environment tactical
pistol/carbine training program that will provide the students with realistic scenario based
training under a variety of demanding conditions using current tactics employed by
criminals and others operating worldwide. We are also prepared to provide additional
customized training modules in other aspects of individual protective measures if deemed
necessary and appropriate.

EXPERIENCE
The ICI team has provided training for individuals traveling to high risk areas for
over 20 years. Clients include the Department of State, Department of Defense,
Department of Homeland Security, Fortune 100 Corporations, Non-Government
Agnecies (NGO’s) and other federal, county and state law enforcement agencies. Each
year we provide training to students either at our training facilities, various client
locations or through our mobile training teams.
We have always placed emphasis on taking the offensive approach versus reactive
method when countering the spectrum of threats that impact an individual’s/unit’s
security. To meet the challenges of new threats posed today, we are continuously
assessing, evaluating and analyzing new and innovative approaches to further enhnace
training.
We routinely provide Tactical Pistol / Tactical Carbine Courses and Programs to
all Military Components and various other Defense Agencies such as the Defense
Intelligence Agency (DIA) and other US intelligence agencies on a continual basis. We
have provided antiterrorism and force protection training programs at our facilities to
practically every DOD component, where deploying individulas are either residing,
traveling to or working in medium to high threat environments.
We have also conduct mobile training courses in support of agency and
departmental security operations throughout the world. One of the most unique aspects of
our team is our flexibility and ability to develop and customize additional specialized
training modules that are tailored to specific regions or geographic areas.
COURSE DESCRIPTION

TACTICAL MINDSET:
This course is designed to analyze and define “Optimum Tactical Mindset”. Students
will identify different scenarios of violent confrontation ranging from the passive
aggressive to the ideological religious combatant. Specific emphasis will be placed on
the definition of the “chemical cocktail”. Students will learn techniques to overcome the
psychological and physiological effects of the chemical cocktail during times of duress
and fear. Students will be inspired to achieve heightened levels of mental awareness
through developing their mental process in an effort to increase operational survivabiltiy.

TACTICAL PISTOL AND CARBINE


Tactical Pistol and Carbine is a comprehensive and fundamental intensive approach to
training operators with their primary and secondary firearms. Training is conducted
utilizing a “crawl, walk, run” methodology. Instruction begins with classroom overview
of the fundamentals of marksmanship and weapon characteristics. Training continues on
the range with live fire evolutions focusing on the target objective: Shoot, Move and
Communicate. Length of training can be tailored to the needs of the client.

presented throughout the course of instruction.
QUALITY ASSURANCE AND SAFETY

Customer Focus
.
The ICI team is supported by a management team, all of whom hold advanced
degrees in business or training related fields, and by an instructor cadre with, on
average, over two decades of experience in the offered skill areas. The majority of our
instructor cadre holds various state and federal certifications, and many are certified by
other corporations as instructors and trainers. All instructor cadres participate in
professional development programs each year. Taken together, it is a highly skilled and
professional team.

Training Development and Design


The ICI and ITI team uses a carefully developed and designed standard
curriculum based on client identified training needs and accepted educational and
training development standards. Materials are reviewed annually and updated as
necessary, which includes current research on trends, case studies and lessons learned
from the field. Case study development includes on site research and witness/survivor
interviews with those who were on location during the incident. This is a mainstay of our
company. Our materials and research are often copied, but never truly duplicated in
training.
Course work follows the generally accepted training model of one-third
instructor contact time and two thirds in field hands on performance. Classroom
contact time is generally 10-15% of the allocated training time, with the remaining
instructor contact time shifted to field sites and actual performance locations. We
emphasize student demonstration of taught skills and actual performance of methods
and techniques. Skills and practice occur in locations that attempt to duplicate the
circumstances of our clients as closely as possible.

SAFETY
The ICI team endeavors to remain in compliance with OSHA and EPA
requirements at all times. The company is governed by Title 29CFR1910 and specific
parts of Title 40CFR relative to the Resource Conservation and Recovery Act
(RCRA). Our training is often very aggressive based upon client training needs and
desires for realistic training scenarios. Therefore some student performance
requirements during training will elevate the risks of unintended accidents and,
although rare, risks of injury as well. W e take reasonable precautions to protect
students during training. Some of these precautions will include the use of helmets,
eye protection, hearing protection, protective clothing and vests as well as very close
and continuous monitoring by the instructor cadre. Additionally risk assessments and
activity analysis that allow us to best advise clients, and consistent reminders related to
safety have been completed.
W e conduct safety training sessions throughout each calendar year to bring its
cadre up to date on safety issues. Selected safety issues are addressed with instructors
on a monthly basis and select members of the staff are EMT, AED and HAZWOPER
certified. All staff and instructors undergo CPR training and our training and facilities
are continuously reviewed for safety compliance. The cadre and staff are prepared to
respond to any emergency during training. We reserve the right to intervene in any
situation that elevates the risks of accident or injury to an unacceptable level.

KEY PERSONELL
Kevin McCarthy, President, ICI – Chester, Virginia

Mr. McCarthy will act as Program Manager for the Elizabeth New Jersey Police
Department Course of Instruction. He will provide leadership for strategic planning,
business development and operational / program management. Mr. McCarthy is the
President of Iron Cross Incorporated, a Service Disabled Veteran Owned Small Business,
located in Chester, Virginia. Mr. McCarty is a retired Navy SEAL Master Chief Petty
Officer with over 30 years experience in conducting high risk training. Mr McCarthy’
most recent experience was servng as the Project Lead for AMTI supporting the Naval
Expeditionary Combat Commands Expeditonary Combat Skills course of instruction at
Fort Pickett Virginia. Mr. McCarthy developed the curriculum as well as served as the
lead instructor for the course. Education includes Bachelors of Business Administration
Magna Cum Laud from Strayer University.

Jeremy Soles is a five-year Marine Corps veteran and former First Fleet Anti-Terrorism
Team Member (F.A.S.T.). Jeremy is certified in land and maritime recapture tactics
including barricaded suspects, asset/hostage recovery and sniper craft. He has received
formal training in crisis management, route analysis and surveillance detection, escort of
high-risk personnel and evasive driving. Jeremy is a certified Department of State and
NRA firearms instructor. Jeremy is Monandock certified in use of lethal/non-lethal
tactics and munitions and has experience in riot control operations. Jeremy has
completed the FBI SWAT and Sniper School, Ft. Dix N.J. He has conducted operations
in the Middle East with the Federal Bureau of Investigation, US Department of State,
Diplomatic Security Service and selected Naval Special Warfare Units. Jeremy has
conducted tactical training for various law enforcement and federal special operations
teams across the US, including; NJ Port Authority ESU, DEA, Volusia Co. Fl., West
Palm Beach PD FL., Chicago HBT, Cooke Co. IL, Elizabeth PD NJ, Orange Co. CA.,
FBI SWAT CA., Huntsville PD AL., as well as host nation military units such as the
Slovakian QRF (Quick Reaction Force).
