The work of repair of berms on roads is being carried out under famine relief in
almost all the districts of the State. In this regard, it is enjoined upon all to strictly comply
with the following instructions:

The width of the berms should be kept minimum 2.5 Mtr. on all roads and may be
taken upto the maximum possible :width available at site. The berms should be kept true
in line with a camber of 4% and side slopes, of 2:1 i.e. 2 horizontal and 1 vertical. The
borrow pits should be located at the end of the road boundary in such a way that this
could work as a drain for the road.

The compaction of the berms should be done by mechanical roller if available in


the Divisions ?therwi8e it should strictly be compacted by using hand rammers.

Sub:- Construction of concrete roads in various schemes.

Cement Concrete Roads are being widely constructed under various schemes by
the department. It is instructed to adopt the following IRC codes (Copy enclosed) for
Construction of Cement Concrete Roads.

I.R.C. 15 - 2002 Standard specification and code of practice for


construction Concrete Roads (Third revision).

I.R.C. 58 - 2002 Guidelines for the design of Plain Jointed Rigid


Pavements for Highways (Second revision).

All Cement Concrete Roads be constructed as per provision of codes, proposals


and estimates be prepared accordingly.

The provision of shoulders and side drains for drainage purpose should be
included in the projects. Provision of service ducts should be made for laying Water
supply, Electrical cables, Optical Fiber cables in these stretches.

Sub:- Use of Mineral Waste/over burden in construction of Buildings and roads.

Due to accelerated pace of mining activities in respect of several mineral deposits


spread all over the State, the road-side disposal of mineral waste/overburden is creating
traffic problems and environmental hazards.

Mines Department is also framing a Mineral Policy, in which they have suggested
the management of mineral waste i.e. disposal of mineral waste at suitable places and
use in construction of building and road works.

The over-burden/waste material of mines is available in different districts for


different minerals. This waste/over-burden material may be tested chemically and
mechanically for suitability of use in building and road construction and material may be
used in civil construction works, if available economically, for the projects. By use of this
material the cost of projects would be economized and environmental problems will also
be solved.

Sub.: Use of Crumb Rubber Modified Bitumen (CRMB) for wearing course on
roads under PMGSY.

In view of specific recommendations of Ministry of Rural Development,


Government of India, issued vide letter dated 14.11.2002, CRMB is being used for the
wearing course on the road works under PMGSY. To ensure improved performance by
use of CRMB in surfacing course (Generally premixed carpet), following points should
be strictly followed:

1. Only "Refinery Manufactured" CRMB should be used. It is mandatory to check


documents related to "purchase evidence" when the contractor had purchased such
product from refineries. Mixing of Crumb Rubber Modifier at site shall not be allowed
in any circumstances.

2. Properties of the CRMB should conform to IRC-SP:53-2002.

a) A test certificate for ensuring quality of CRMB should invariably be obtained


from the refinery with each consignment.

b) Properties of CRMB such as penetration, Softening point and elastic recovery


etc. should be regularly checked. Penetration and softening tests should be
done for each consignment and records are to be maintained properly.

3. Selection criteria for CRMB will be governed by clause 8.2 and Table-6 of IRC SP-
53-2002. Accordingly, based on tropical climatic conditions in (he State of
Rajasthan, CRMB -60 should be used as Binder in surfacing course.

4. The temperature requirement for CRMB is slightly higher than conventional


bituminous mixes & it should be strictly adhered to as specified in Table-8 of
IRC:SP:53:2002. It is reproduced below for ready reference.

5. As there are no clear guidelines about the storage life of modified bitumen, it should
be used in the least possible time after its procurement from refinery.

6. Multiple heating of CRMB shall be avoided to retain its premium properties.

Above instructions for use of CRMB for wearing coat in PMGSY works are to be
circulated to all the concerned technical staff and adhered to.

Use Of Portland Pozzolana Cement In
Cement Concrete Pavements

At present ordinary Portland Cement is being used in construction of cement


concrete pavements on all kind of roads in Rajasthan.
Following Codes specifies that Portland Pozzolana cement confirming to I.S:1489
may also be used for cement concrete pavements.
1. IRC : 15 - 2002 - Standard Specifications and Code of Practice for Construction of
Concrete Roads.
2. IRC : SP : 62 -2004 '- Guidelines for the Design and Construction of Cement
Concrete Pavements for Rural Roads.
3. IRC: SP 68 - 2005 - Guidelines for Construction of Roller Compacted Concrete
Pavements.
In view of the above guidelines in IRC Codes, it is hereby instructed to all
Additional Chief Engineers / Superintending Engineers / Executive Engineers of the
department that henceforth Portland Pozzolana cement confirming to IS: 1489 may also
be used for cement concrete pavements being carried out by the department.
While using this Portland Pozzolana cement it must also be ensured by the
concerned officers that the tests are conducted for the Portland Pozzolana cement and
cement concrete as per relevant is Codes.
These instructions shall come into force with the immediate effect.

Safety in Excavation work in Buildings

It has been observed that proper precautionary measures are not being adopted
for safety at the time of excavation of foundation for the buildings which results in loss of
lives and money.
For proper safety, the work should be got executed keeping in view, the provisions
contained in National Building Code of India 2005' and relevant IS codes to avoid any
mishappening. Specific care should be given on the following points as given in the
various Codes as under :

1. National Building Code of India 2005

(i) T ype of Strata:- Adequate precautions depending on n e type of strata met with
during excavation (like quick sand, loose fills and loose boulder) shall be taken to
protect the workmen during excavation.

(ii) Overhang and Slopes:- During any excavation, sufficient slopes to excavated
sides by way of provision of steps or gradual slopes shall be provided to ensure
the safety of men and machine working in the area.

(iii) Fencing and Warning Signals:- Where excavation is going on, for the safety of
public and the workmen, fencing shall be erected, if there is likelihood of the
public including cattle frequenting the area. Sufficient number of notice board)
and danger sign lights shall be provided in the area to avoid any member of
public from inadvertently falling into the excavation.

(iv) Vibrations from nearby sources:- Vibration due to adjacent machinery,


vehicles, rail-roads, blasting, piling and other sources require additional
precautions to be taken.

2. Handbook on Construction Safety Practices (SP 70: 2001)


(i) Minimum check and clear edge of trench:-There is a tendency to dump the
excavated material just on the edge of the trench where excavation is done
manually. The material may slide back into the trench or apply additional load on
shoring. A provision of clear berm of a width not less than one third of the final
depth of excavation is recommended. In areas where this width of the berm is not
feasible, the reduced berm width of not less than I m. should be provided.
(ii) Plant and Machinery:- The excavating equipment should be parked at a
distance of not less than the depth of the trench, or at least 6 m. away from
excavated sides for trenches deeper than 6 m.

3. Excavation work-Code of Safety (lS 3764 : 1992)


(i) Shoring and Timbering :- All trenches in soil more than 1.5 meter deep shall be
securely shored and timbered.

These instructions should be followed strictly, otherwise concerned officer will be


responsible for the consequences.

CIRCULAR NO. Q 22
Use of Polymer/Rubber Modified Bitumen confirming to specifications given in
IRC-SP:S3-2002 on heavily trafficked sections of National Highways and on other
centrally sponsored schemes has been suggested by Ministry of Road Transport &
Highways. A copy of their letter No.RW/NH/33041/3!2001-8&R Dated 13.06.02 and
subsequent letter No.RW/NH-33044/10/2000-S&R Dated 26.09.02 are enclosed. The
Ministry of Rural Development has also suggested the use of Polymer/Rubber
Modified Bitumen for the road works under the Pradhan Mantri Gram Sadak Yojana
(PMGSY) vide their letter No.DO#T 02012002/NRRDA Dated 10.10.2002 (Copy
enclosed).
While using modified bitumen the following guidelines should be adhered to :
1. Only Refinery Manufactured modified bitumen should be used. It is mandatory
to check. Purchase Evidence that modified bitumen has been purchased from
refineries. Mixing at site should not be allowed in any circumstances.
2. Properties of the modified bitumen should confirm to'IRC-SP:53-2002.
3. Random Samples from each lot of modified bitumen received shall be tested at
approved laboratories
4. ALL TESTS FOR BITUMEN LIKE PENETRATION, SOFTENING POINT,"
ELASTIC RECOVERY, FLASH POINT, SEPARATION ETC. SHOULD' BE
CARRIED OUT AS PER NORMS.
5. A good and efficient surface and sub surface drainage shall be ensured for a long
lasting and strong pavement.
6. Performance of the pavement shall be monitored on regular basis. The
performance report shall be sent to this office every six months.

It has been observed that the material to be used for granular sub base I
shoulders is usually quarry-rubbish, gravel. moorum, kankar etc. But it has been further
noticed that the material does not confirm to the specifications as laid down in the
clause 401.2.1, 401.2.2 and grading requirements as per Table 400-1 & 400-2 of
specifications of Road & Bridge works (MORTH).

It. is therefore enjoined upon all the field officers of the department to ensure the
use of granular material for construction of sub base 1 shoulders should comply to the
requirements like gradation, liquid limit. P.I. value &. C.B.R. value etc as per
requirements laid down in the specifications of Road & Bridge works ( MOR TH) .

It is further clarified that "Close graded granular material as per grading


prescribed in the Table No. 400-1 should be used for shoulders or in case of wearing.
surfaces" and the "Coarse graded granular material as per grading prescribed in the
Table No. 400-2 should be used for granular sub-base to be overlaid by WBM surface."

Sub. : Strengthening of existing SIT road by WSM layers.

It has been observed that in many road works the strengthening' of existing
pavement has been proposed by laying WBM layers over the existing thin . bituminous
wearing course. Instead of item for complete picking out of existing thin bituminous
wearing course, the item of cutting 50mm X 50mm furrows at an angle of 45° to the
controlling of the pavement at 1mtr interval is taken, which is not correct as per
prevailing atmospheric conditions in Rajasthan.

After consideration of the specifications, it has been decided that laying of WBM
course over existing thick. bituminous layer may be avoided as far as possible since it
will create problems of internal drainage of the pavement at the interface of two
.courses. Further only, the item of completely picking out thin bituminous wearing course
be taken where WBM is proposed to be laid over it. The item of cutting 50mm X 50mm
furrows at an angle of 45° to the central line of the pavement at one mtr. Interval should
not be taken. In the estimates in future.

WIDENING OF EXISTING ROADS

It is observed that widening works are being executed without giving proper.
attention towards its method of construction. It is therefore essential to follow the
sequence of operations adopted in widening works as mentioned below:

(i) The existing shoulders should be excavated to their full width up to .the sub
grade level. While doing so care shall be taken to see that no portion of the
existing pavement should be loosened or disturbed. If the existing pavement gets
disturbed or loosened, it shall be dismantled and cut to a regular shape with sides
vertical and the disturbed/loosened portion removed completely and relaid at the
cost of the contractor.
(ii) Before proceeding with the laying of the pavement courses, the shoulders should
be rebuilt in layers in reduced width depending on the extent of widening, the
compacted thickness of each layer corresponding to the compacted layer of the
pavement course to be laid adjacent to it.
(iii) After. compaction, the inside edges of the shoulders should be t:rin1nied vertical
and the included area cleaned of all spilled materia1. The construction of the
pavement layer could then follow. This procedure is suggested with a view to
ensuring full lateral play of the roller for achieving the desired compaction of the
different pavement courses as also the shoulders layers.
(iv) It is therefore enjoined upon all the concerned officers that the points brought out
above may be kept in view while executing all widening works in future.

It is usually observed that the performance of the gravel roads properly


compacted by roller is better than the W.B.M. surface road which has not been overlaid
by BIT surface. Due to flow of regular traffic it is observed that the W.B.M. surface is
worn out after some time leaving pot holes on the existing W.B.M. surface.
It is therefore enjoined upon all the concerned officers of the department, that
W.B.M. construction should be taken up only, when B/T surface is to be immediately
overlaid upon it. In rest of the cases, the construction of gravel roads should .be opted
and rolling should be done over gravel surface every alternate year, till these are
upgraded to B/T surface.
