TITLE:
1. General
This specification will provide the technical and functional requirements for Fire
Protection Equipment for use at the Rio de Janeiro Petrochemical Complex –
COMPERJ, which will be established in the municipality of Itaborai, in the State of Rio
de Janeiro, Brazil.
1.3. Definitions

TITLE:
The standards listed, as well as all other applicable codes and standards shall be
used as “minimum” design standards.
1.5.1. The vendor shall be responsible to submit to Petrobras, with the Tender a list
of deviations or exceptions to this Specification. The absence of any
exceptions, it will be construed that the Vendor fully complies with this
Specification.

2. General Requirements
2.1.1. All equipment and piping shall be located in accordance with the project Fire
Water P&IDs and plot plans.
2.1.2. Vendor shall furnish to purchaser upon request, mill test reports, certification
papers or certified laboratory reports.

3. Functional Requirements
3.1.1. Fixed fire water monitors and nozzles will be located around process units to
serve as the primary means of delivering fire water to the process areas.
Monitors will be arranged so that water streams can be applied from two sides
of a selected piece of equipment, to adequately protect a single risk in adverse
wind conditions. Monitors will be independent of hydrants in all locations and
will be installed along the private fire service main along roadways. Monitors
may be placed near the battery limits of process units to protect the fire
hazard.
3.1.2. Monitors will be manually operated and shall rotate 360o horizontally and
travel +80o to -15o vertically. Horizontal and vertical position shall be capable
of being locked into place.
3.1.3. Each monitor shall have an accessible indicating control valve at the base of
the monitor. The valve shall not close in less than 5 seconds when operated at
maximum possible speed from the fully open position. Nozzles shall not be
used as the primary shut off valve for stationary monitors.
3.1.5. Nozzles for fixed monitors shall have a manually adjustable pattern from fog to
straight stream, solid stream or jet mode.
3.1.6. For design purposes, to account for conditions such as wind, the maximum
horizontal range or effective reach shall be 45 m when in straight stream, solid
stream or jet mode.
3.1.7. Nozzles with adjustable flow settings are preferred but not required.
3.1.8. Each monitor and nozzle shall be suitable for raw water applications.
3.1.9. Monitors will be stored uncovered outdoors and shall be suitable for
environmental conditions such as sun, humidity and rain.

3.1.12. This item 3.1 shall consider the description of document MD-6000.67-
0000-947-PDY-001.
3.2. Hydrants
3.2.1. Custom standardized hydrants shall be utilized as stated in N-111. Each port
shall be designed to deliver a minimum of 1,000 L/min, see Appendix 1 for
design purposes.
3.2.2. Hydrants shall be accessible and placed as close to streets or access roads
as possible.
3.2.4. Hydrants shall be spaced no more than 60 m apart in process areas, product
transfer areas and product storage areas. In contention basins having a
capacity of storage greater than 35,000 m³, the hydrants shall be spaced no
more than 100 m. The maximum hose lay shall be 90 m to reach the hazard
being protected. Monitors, hydrants and cupboards shall be grouped and
spaced at required intervals along the private fire service main, see Appendix
6.
3.2.6. Six port hydrants shall be utilized in process areas, tank storage areas and
product transfer areas except where specifically designated in section 3.2.9.
Where 6 inch fire truck connections are designated in section 3.2.9 they shall
be used in conjunction with 6 port hydrants.
3.2.7. Gate valves shall be installed on each port of each hydrant. The gate valve
shall be fitted with a Storz fitting for connection to standardized hose. Each
port shall have an accessible control valve. The valve shall not close in less
than 5 seconds when operated at maximum possible speed from the fully open
position. Nozzles shall not be used as the primary shut off valve for stationary
monitors.
3.2.8. 6 inch high flow hydrants/fire truck connections shall be placed near the roads
around specific process units, tank farms and LPG storage. Each 6 inch
hydrant shall have a single port with a Storz connection. Process units where
hydrants shall be located around include U-2400, U-3100, U-2220 and other
units as needed. 6 inch hydrants shall be placed during detailed design.

TITLE:
3.3.1. Cupboards for water fire fighting equipment and accessories shall be placed
near hydrants and monitors in the area of the hazard they protect. (Appendix
2)
3.3.2. Cupboards for water and foam fire fighting equipment and accessories shall
be placed near hydrants and monitors in areas where the hazard is protected
with foam. (Appendix 3)
3.3.3. Helideck cupboards for fire fighting brigade equipment, tools and support
accessories shall be placed near helidecks. (Appendix 4)
3.3.4. Cupboards for firefighting brigade equipment, tools and support accessories
shall be placed at locations designated by Petrobras. (Appendix 5).
3.3.5. Each equipment storage locker shall be supplied and equipped with the
following items at the minimum:
1 – Reduction 2 ½ x 1 ½ .
3.4.1. Fire hose shall comply with the latest edition of NFPA 1961.
3.4.2. Fire hose for equipment lockers shall have a length of not less than 15 m and
shall have a seamless synthetic thread jacket with a lining of rubber,
thermoplastic or a blend. Couplings shall be Storz quick connect. Hose shall
have a nominal bore of 2 ½ inches (65 mm) and/or 1 ½ inch (38 mm).
3.4.3. Fire hose shall be service tested prior to shipment in accordance with NFPA
1961.

3.5.2. Each nozzle shall have a 2 ½ inch Storz quick connect for connection to fire
hose.
3.5.3. Nozzle shall include an on-off valve, flow 1,325 L/min to 7,571 L/min and be
compliant with NFPA 1964.
3.6.1. Portable fire extinguishers shall be placed in process units and administrative
areas in accordance with NFPA 10, NBR 12693, and NR-23.
3.6.2. The following types of portable fire extinguishers shall be provided throughout
the facility:
Foam
Water
3.6.3. The quantities of each type of extinguisher, together with applicable sizes
required for each area shall be determined in detailed design.
3.6.5. Water and Foam fire extinguisher cylinders shall be constructed of stainless
steel with metal valves.
3.6.6. Dry chemical fire extinguisher cylinders shall be constructed of steel with
aluminum or brass valves. Dry chemical extinguishers will contain
monoammonium phosphate.
3.7.1. Emergency shower and eyewash stations shall be placed in areas for
immediate use when the eyes and body of any person may be exposed to
injurious materials.
3.7.2. Emergency showers and eyewash stations shall comply with ANSI Z358.1.

3.7.2.1. Safety showers and eye wash stations shall be permanently connected
to a potable water source.
3.7.2.2. Each station shall include a temperature control for tepid water and
basket type double strainer.
3.7.2.3. Each safety shower and eye wash station shall activate within 1 second
with a stay open valve not requiring the use of hands to keep the valve
open. The valve shall stay open until the user shuts it off.
3.7.2.4. Shower and eye wash stations shall be identified with signs, located in
well-lit areas, and shall be spaced from the hazard so it is able to be
reached within approximately 10 seconds.
3.7.2.5. Emergency shower and eye wash stations shall be positioned on the
same level as the hazard.
3.7.2.6. Safety showers shall have a flow rate of not less than 75.7 L/min at
206.8 kPa.
3.7.2.8. Eye wash stations shall have a flow rate of not less than 1.5 L/min at
206.8 kPa.
3.7.2.9. Eye wash stations shall be positioned 838.2 mm to 1143 mm from the
floor.
