Tamil Nadu Maritime Board was formed in 1997 under the Tamil Nadu Maritime
Board Act, 1995 (Tamil Nadu Act 4/1996) to administer, control, regulate and manage the
minor ports in Tamil Nadu. Prior to the formation of Board, the minor ports were under the
control of Tamil Nadu Port Department. The Board is functioning under the Chairmanship of
Hon’ble Minister for Highways and Ports, Government of Tamil Nadu.
The following are the main functions carried out by Tamilnadu Maritime Board:
1) Framing of Rules for administration and operation of ports under Indian Ports Act, 1908
and Tamilnadu Maritime Board Act, 1995.
2) To levy port dues and other charges such as Landing and Shipping fees, Ground and
godown rents, Crane hire charges, overtime fees, Vehicle entry fees, Pilotage fees, Pilot
licence fees, Hire charges for floating crafts and such other fees under Indian Ports Act,
1908 and Tamilnadu Maritime Board Act, 1995.
3) To provide necessary infrastructure facilities for landing and shipping of cargoes, supply
of fresh water to ships, provision of Transit sheds and Storage godowns, Navigational aids
in harbour with facilities for carrying goods and to maintain adequate depth in the channel
for safe navigation.
5) Rendering pilotage service wherever necessary under Section 35 of the Indian Ports Act, 1908.
8) Affording assistance for communication between shore and ship with Very High
Frequency / Morse / Flag Signals.
9) Rendering assistance to vessels in distress.
10) Conducting preliminary enquiries into wrecks and casualties.

11) Issuing Pilot licence for private pilotage at the minor port in Tamil Nadu.
After formation of Tamil Nadu Maritime Board the powers and duties of officers have
been prescribed and sent to the Government for approval. The same is under consideration of
Government.
III. INFORMATION ON MINOR PORTS IN TAMILNADU
The state of Tamil Nadu has the natural coast line to a length of 992 km, on which
there are three major ports and fifteen minor ports situated. The details are as follows.
MAJOR PORTS MINOR PORTS
The major ports are under the control of Government of India. All the minor ports are
under the control of Tamil Nadu Maritime Board. Among these Kattupalli, Ennore Minor
Port, Thiruchopuram, PY-3 Oil Field, Tirukkadaiyur, Punnakkayal, Manappad and
Kudankulam have been declared as captive ports at the specific request of private companies /
entrepreneurs for their captive use. At the captive ports, the infrastructural facilities are
developed by the company / entrepreneur concerned. The following commodities are handled
at the minor ports.
EXPORT IMPORT
Cuddalore Port
This port is situated in Cuddalore district. At this port ships anchor in mid stream at a
distance of about a mile from the shore and cargo is loaded and discharged through lighters.

Nagapattinam Port
This port is situated in Nagapattinam district. The anchorage of this port is an open
road stead. The port facilities provided at the port are as follows.

5.Weigh Bridge
6.Slipway
Light house and VHF are functioning at the port for Navigational Aids.
M/s.Foods Fats and Fertilisers Ltd. have set up Edible oil storage terminal at the port.
Edible oil vessels are regularly calling at the port. Two other companies are also importing
edible oil through this port.
Tamil Nadu Maritime Board has proposed to develop this port with the financial
assistance of Asian Development Bank and ASIDE.

Pamban port
This port is situated in Ramanathapuram district. The only function at the port is to
pilot the small drafted vessels of five feet passing through Pamban Channel from north to
south and vice versa connecting East and West coasts of India.
Light house is functioning at the port for Navigational Aids. Storm warning signals are
displayed from the flag staff.
Rameswaram port
This port had been catering to passenger service between Rameswaram and
Thalaimannar operated by M/s.Shipping Corporation of India. The service was suspended
with effect from 8.1.1985 due to ethnic problems in Sri Lanka.

Storm warning signals are displayed from the Flag staff for Navigational Aids.
Valinokkam port
Ship breaking activities which were carried out earlier at this port are not permitted
now due to possible adverse environmental impact.
Kanyakumari port
This port is solely meant for facilitating ferry service between the shore and
Vivekananda Rock Memorial & Tiruvalluvar Statue. M/s.Poompuhar Shipping Corporation
Ltd. is operating the ferry service. Tamil Nadu Maritime Board is supervising the ferry service
and deriving establishment charges from the Corporation.
Colachel port
The Government of Tamil Nadu have proposed to develop this port and requested the
Government of India to include the proposal of developing the Colachel port in the National
Maritime Development Programme. Presently there is no activity at the port.

Kattupalli port
This port was declared for the captive use of M/s.VOPAC Sical Terminal Ltd. for
construction of marine facilities for handling Petroleum products. The company had not been
able to develop the port due to various reasons. Hence Tamil Nadu has withdrawn the
approval granted to them and decided to offer the port to interested parties under BOT /
BOOT / BOOST basis.
This port was declared for the captive use of M/s.Coromandel Fertilisers Ltd. The
company has erected marine facilities at the port for receiving Liquid Ammonia required for
their Fertiliser factory. Liquid Ammonia is regularly imported through this port.
Thiruchopuram port
This port was declared for the captive use of M/s.Nagarjuna Oil Corporation Ltd. for
handling crude oil for import and refined oil products for export in respect of their proposed
oil refinery at Thiruchopuram.
This port which is entirely situated within the sea off-shore Cuddalore was declared at
the specific request of M/s.Hardy Exploration and Production (India) INC for loading of crude
oil being extracted from the oil wells therein. Marine facilities are developed by the Company.
Crude oil tankers are regularly calling at this port.
Tirukkadaiyur port
This port was declared for the captive use of M/s.PPN Power Generating Company
Private Ltd. so as to handle Naphtha and Natural gas required for their 330 MW Gas
combained Cycle Power Project at Pillaiperumalnallur. Port facilities are developed by the
Company and the cargo is handled at the port.
Punnakkayal port
This port was declared for the captive use of M/s.Dharangadara Chemical Works Ltd.
The commodities proposed to be handled are Vinyl Chloride Monomer, Low Sulphur Heavy
Stock , Liquified Petroleum Gas, etc. The Company is yet to finalise their financial tie-up for
the Project.

Manappad port
This port was declared at the request of M/s.Indian Gas Ltd. for handling LNG
required for the proposed 2000 MW Gas Turbine Power Project . Financial tie-up for the
project is yet to be finalised.
Kudankulam port
This port was declared for the captive use of M/s.Nuclear Power Corporation of India
Ltd. for import of machineries required for their proposed Nuclear Power Project at
Kudankulam. The company is importing machineries through this port.

All Acts, Rules, Government orders, circulars and instructions enacted / framed /
issued by the Government of India and Government of Tamil Nadu from time to time in
connection with the functions of Tamil Nadu Maritime Board with regard to the matters not
specified in Tamilnadu Maritime Board Act.
A Port Policy for augmenting the investment opportunities by the private sector in
development of minor ports in Tamilnadu has been formulated by the Government of Tamil
Nadu. The main objectives of the Port Policy are:-
a) To promote Port based Thermal Power Plants by providing exclusive port facilities for
import of Coal/ Naphtha/ Oil/ Natural Gas.
b) To provide port facilities to promote Export Oriented Industries and Port based industries
along the Coastal districts of Tamilnadu.
d) To promote Tourism by providing facilities for leisure and water sports activities along the
coastline.
g) To increase the share of Tamilnadu State in the Export and Import sector, in National and
International Trade and Commerce in post-liberalisation and globalization era.
Implementation of Policy:-
As per the port policy development of captive ports and allied facilities such as jetties
mooring systems etc is being encouraged by Tamil Nadu Maritime Board through active
private sector participation.
As per the policy Tamil Nadu Maritime Board had proposed to promote tourism by
facilitating leisure and water sports activities along the coast of Tamil Nadu. Accordingly
approval has been accorded to the private entrepreneurs to conduct water sports activities / run
ferry service. It has also been proposed to set up a Maritime Museum at Marina Beach.

XII. BUDGET
As per Section 84 of Tamil Nadu Maritime Board Act, 1995, Tamil Nadu Maritime
Board shall submit an estimate of the income and expenditure of the Board for the next
financial year to the Government for approval on or before the thirty first day of January in
each year. The Government shall sanction the estimate with or without modification.
The Government of Tamil Nadu considered that there is no need that Budget Estimates
of State Public Sector undertakings / Boards should be approved at Government level and
directed all the SPSUs and Boards that the Budget estimates need not be sent to Government
for approval and the respective PSUs / Boards may scrutinize and approve the Budget
Estimate at the appropriate time after taking into account the instructions issued by the
Government from time to time vide their letter No.23/JD (D)/BPE/2004-1, Finance (BPE)
Department, dated:18.06.2004.
Accordingly the Budget Estimate of income and expenditure showing surplus or
deficit is prepared along with the cash flow statement showing the cash surplus or cash deficit
and placed before Tamil Nadu Maritime Board and get it approved.
As per Section 88 of Tamil Nadu Maritime Board Act, 1995 the Board shall maintain
proper accounts and other relevant records and prepare Annual Statement of Accounts
including the Balance sheet in such a form as may be approved by the Government. In Tamil
Nadu Maritime Board it was decided to continue to follow the accounts on commercial
accounting basis through Profit and Loss Account. The Government vide letter
No.11782/HF2/99-2, Highways Department, dated.13.08.99 have directed that both receipts
and expenditure should be accounted on accrual basis.
The accounts of the Board shall be audited once in every year by an Auditor appointed
by the Government in consultation with the Controller and Accountant General of India.
Accordingly the Accountant General (A& E) , Tamil Nadu, Chennai has been appointed as
the Auditor for Tamil Nadu Maritime Board. The Audit Report of the Auditor shall be placed
before the Legislative Assembly of Tamil Nadu Government for its approval.

The Subsidy and Port development Programmes are executed by allotment of works
through tender. Tenders are awarded as per the Tender Transparency Act. The details of the
said Subsidy and development Programmes under execution with the financial assistance of
Asian Development Bank and ASIDE in Tamil Nadu Maritime Board are as follows.
Total : Rs.56.931
A sum of Rs.240.00 lakhs has been sanctioned vide TIDCO letter No.D/To-E /ASIDE
/ TNMB / 2006-2, dated.16.01.2006 for execution of following civil works with the ASIDE
assistance at the port of Nagapattinam.
The estimates for the works to be executed with the balance amount of Rs.39.97 lakhs
are under preparation.

Rights for fishing in the Lawford Channel and collection of Vehicle entry fees at
Cuddalore Port are licenced every year through public auction / Tender.
