the Performance and Trust Ratings of the
Top Five National Government Officials
Pulse Asia is pleased to share with you some findings on the Performance and
Trust Ratings of the Top Five National Government Officials from the March 2011 Ulat
ng Bayan national survey. We request you to assist us in informing the public by
disseminating this information.
The survey fieldwork was conducted from February 24 to March 6, 2011 using
face-to-face interviews. Prior to and during the conduct of the interviews for this
survey, the following developments dominated the headlines: (1) the impeachment
proceedings against Ombudsman Merceditas Gutierrez at the House of
Representatives; (2) the congressional investigations into the plea-bargaining agreement
entered into by former Armed Forces of the Philippines (AFP) Comptroller Ret. Maj.
Gen. Carlos Garcia, as well as the alleged corruption involving former high-ranking
military officials per the testimonies of former AFP Budget Officer Ret. Lt. Col. George
Rabusa and former COA Auditor Heidi Mendoza; (3) the diplomatic row between the
Philippines and Taiwan over the deportation of 14 Taiwanese nationals to China; (4)
government efforts to save three Filipinos facing execution in China for drug
trafficking; (5) the commemoration of the 25th anniversary of the EDSA Revolution; (6)
the evacuation of Filipinos in Libya amidst the ongoing civil unrest in the country; (7)

the earthquake in New Zealand that took the lives of several Filipinos; (8) the
replacement of the Department of Foreign Affairs (DFA) Secretary, the confirmation of
some presidential cabinet appointees, the proposed filing of administrative charges
versus the Land Transportation Office (LTO) Chief for alleged complicity in the failed
takeover of the LTO’s information technology systems contractor Stradcom in
December 2010 and the appointment of a new AFP Chief of Staff; and (9) the continuing
increase in the prices of petroleum products and the prices of other commodities.
As in our previous surveys, this nationwide survey is based on a sample of 1,200

representative adults 18 years old and above. It has a ± 3% error margin at the 95%
confidence level. Subnational estimates for each of the geographic areas covered in the
survey (i.e., Metro Manila, the rest of Luzon, Visayas and Mindanao) have a ± 6% error
margin, also at 95% confidence level. Those interested in further technical details

Media Release on the Performance and Trust Ratings
of the Top Five National Government Officials

Three of the top five national government officials enjoy majority approval and trust
ratings; Vice-President Jejomar C. Binay emerges as the most appreciated (83%) and
most trusted (81%) national government official
Most Filipinos express appreciation for the work done by President Benigno S. Aquino
III (74%), Vice-President Jejomar C. Binay (83%) and Senate President Juan Ponce Enrile
(60%). These three national government officials also score majority trust ratings –
President Aquino (75%), Vice-President Binay (81%) and Senate President Enrile (56%).
In contrast, half of the Filipino adult population appreciates the work done by House
Speaker Feliciano R. Belmonte, Jr. (50%) while about the same percentages of adult
Filipinos either trust him (43%) or cannot say if they trust or distrust him (39%). In the
case of Supreme Court Chief Justice Renato C. Corona, a big plurality is ambivalent as
regards his performance (43%) and trustworthiness (44%). (Please refer to Tables 1 and 2)
The highest disapproval and distrust ratings are obtained by Supreme Court Chief
Justice Corona (24% and 27%, respectively) while President Aquino and Vice-President
Binay register single-digit disapproval ratings (7% and 3%, respectively) and distrust
ratings (6% and 3%, respectively). With respect to public indecision, it is most
pronounced toward the performance and trustworthiness of House Speaker Belmonte
(37% and 39%, respectively) and Supreme Court Chief Justice Corona (43% and 44%,
respectively). Filipinos are least ambivalent toward the performance and
trustworthiness of President Aquino (18% and 20%, respectively) and Vice-President
Binay (14% and 15%, respectively). (Please refer to Tables 1 and 2)

Across geographic areas, practically all of the country’s leading national government
officials (with the exception of Supreme Court Chief Justice Corona) enjoy majority
approval ratings in Metro Manila (56% to 79%) and the rest of Luzon (52% to 82%).
Meanwhile, President Aquino, Vice-President Binay and Senate President Enrile post
majority approval ratings in the Visayas (55% to 83%) and Mindanao (65% to 86%). As
regards public trust, most of those in the rest of Luzon (55% to 80%), the Visayas (57%
to 84%) and Mindanao (58% to 75%) express trust in President Aquino, Vice-president
Binay and Senate President Enrile while these three officials and House Speaker
Belmonte obtain majority trust ratings (52% to 78%) from Metro Manilans. Only
Supreme Court Chief Justice Corona fails to secure a majority rating – both approval
and trust – in any of the country’s geographic areas. (Please refer to Tables 3 and 4)
Majorities in all socio-economic classes approve of the work done by President Aquino
(69% to 80%), Vice-President Binay (76% to 86%) and Senate President Enrile (58% to
61%). House Speaker Belmonte also records majority approval ratings in Classes ABC
and D (51% to 54%). On the other hand, majority trust ratings are obtained by President
Aquino (71% to 78%), Vice-President Binay (76% to 84%) and Senate President Enrile
(56% to 57%) in all socio-economic groupings. Again, Supreme Court Chief Justice
Corona is unable to score any majority approval or trust rating across socio-economic

Between October and March 2011, the performance and trust ratings of the country’s
top national government officials remain basically unchanged – at the national level
and across geographic areas and socio-economic classes
At the national level, the only notable change in the ratings – in terms of both
performance and trust – of the top five national government officials is the increase in
the level of public distrust in Supreme Court Chief Justice Corona (+7 percentage
points). Likewise, across geographic areas, it is also Supreme Court Chief Justice
Corona who experiences significant changes in his ratings as his disapproval ratings
increase in Metro Manila (+13 percentage points) and the Visayas (+14 percentage
points) while his distrust ratings go up in Metro Manila (+13 percentage points). Across
socio-economic groupings, no marked movements in performance and trust ratings
may be noted between October 2010 and March 2011. (Please refer to Tables 5 and 6)
