What is God’s Plan to End Homelessness?

Sometimes one hears Christians, tired with the news of homelessness, poverty and exploitation around the
world, try and deflect the news by reminding us that Jesus said, “The poor will always be with you.”
What is Jesus saying here? What are we to do with our poor, homeless, the elderly and orphans? I would
like for you to consider that "God's plan to End Homelessness is found in Stewardship not Ownership."
To start us out on the discovery of God’s plan I will like to start with this article by Bryant L. Myers,

“The poor will always be with you.”


Jesus’ statement comes in the context of a story that really has nothing to do with the poor directly. It does
have to do with a woman whom Jesus said we would all remember as long as the gospel is proclaimed.
Late in Matthew’s account of the life of Jesus, just before the Lord’s supper and his arrest, we are told that
a woman, whose name we do not know, poured expensive perfume from a jar onto Jesus’ head working
the perfume reverently into Jesus’ hair. Jesus knew that the woman was honoring him by mimicking the
preparation of the dead for burial. She understood before most of the rest of Jesus’ followers; that the
cross is where Jesus was headed. The disciples, full of self-righteousness, criticized this act of devotion.
What a waste of money, they say. The perfume could have been sold and given to the poor. Jesus reply is
scornful: “Why are you bothering this woman? She has done a beautiful thing to me.” Jesus understood
the meaning of her act and considered it a wonderful gift. Perhaps we are to remember her because of her
insight into the future sacrifice of Jesus and her costly sacrifice to her Lord. It is at this point that Jesus
says, “The poor you will always have with you, but you will not always have me,” referring to
Deuteronomy 15. Only he and the woman seemed to understand that Jesus would not always be with the
disciples.

The unintended poor


By now you’ve probably figured out that I am not comfortable with the way some Christians take this
statement of Jesus out of context. My disappointment is deepened by the fact that a little curiosity as
to where Jesus came up with this statement reveals a rich and challenging understanding about God,
his people and the poor as well as the homeless. The section of Deuteronomy that Jesus refers to
begins with a complete contradiction of the claim that the poor will always be with you. “There
should be no poor among you,” states the Law in Deuteronomy 15:4.
This unambiguous claim is followed by the reason why this is so. “For in the land the Lord your God is
giving you to possess as your inheritance, he will richly bless you.” The land that God is going to give
Israel has more than enough for everyone. There are to be no poor because there will be enough; and more
than enough. “For the Lord your God will bless you as he has promised, and you will lend too many
nations but will borrow from none.” Deut. 15:6 (TLB)

There will be a surplus, a surplus that can be traded with the nations of the world. I can believe this,
because I believe that the loving, caring God, who created the world for humankind could never have
intended a world of scarcity. The God, whom I worship, would never place humankind in a land that was
unable to provide for life and life abundantly. I can believe this before I can believe that God intended that
the poor would always be with us. But there is a condition to the promise. “He will richly bless you, if
only you fully obey the Lord your God and are careful to follow all these commands I am giving you
today.” (Deut. 15:4-5)
The blessing and abundance of the Promised Land are dependent on the faithfulness of God’s people to
God’s commands to be responsible stewards [This is where we find that the key to end homelessness is
found in stewardship and not in ownership.] It is at this point that an apparent contradiction enters the
text: “If there is a poor man among your brothers in any of the towns of the land that the Lord your God is
giving you; do not be hardhearted or tightfisted toward your poor brother. Rather be openhanded and
freely lend to him whatever he needs.” (Deut. 15:7-8)
How can this be? We’ve just been told that “there should be no poor among you,” and then we are given
instructions as to what to do if there is a poor person. Did Moses get confused? Is this a contradiction? I
don’t think so.

The ones who failed


There will be poor in Israel, not because God’s Promised Land failed to provide, but because human
beings were not faithful and responsible to God nor to each other. We were called to be responsible to
each other. There has to be provision for the poor in the Promised Land, not because God failed or
intended it, but because Israel failed. The fatal missing is when they took on being owners and not
stewards. As it is so today, I suspect. It is a fact that there is enough agricultural production today to feed
every human being on the planet. Yet people are dying of hunger, and children are stunted because of
chronic malnutrition. It is not that God’s planet cannot provide; it is that we do not follow God’s
commands we are not taking our fiduciary responsibility as Stewards. We neither love God nor love our
neighbors. Instead our focuses are on self as we strive towards ownership and how much can we get our
hands on at any cost. When someone announces that they are looking into setting up a housing program
you say, “NO YOU DON’T, NOT IN MY BACK-YARD!”

What Jesus really meant


So, what did Jesus mean when he said, “The poor you will always have with you”? Did he mean that
poverty is something we should tolerate because it is just the way things are? Was Jesus asking us to
tolerate poverty? I don’t think so. First, Jesus was making a point about worship. The only reason Jesus
brought the poor into the conversation was in response to the self-righteous misreading of the devotion of
a woman we are never to forget. Second, Jesus was being ironic. By referring to the passage from
Deuteronomy, Jesus was reminding the disciples that the only reason there are poor in God’s abundant
creation is because of human sin and self-centeredness. This comes out of not being reasonable Stewards
and believing that we are the owners of everything. The disciples did not care about the poor as much as
they did about trying to make points at the expense of the woman. “The poor you will always have with
you,” was a rebuke to Jesus’ disciples. The passage in Deuteronomy closes with a command. After the
verse, “There will always be poor people in the land,” we find this: “Therefore I command you to be
openhanded toward your brothers and toward the poor and needy in your land.” (Deut. 15:11)
I think God knew that he faced a profound contradiction. God’s world is productive enough to meet the
needs of all. Further, human beings created in the image of God are creative and productive enough to
make it so. Yet the sin in the human heart and the curse of a fallen creation means that God’s world will
not be what it was created to be. Even though God never intended that there be any poor, he also knew
that there would always be poor people as long as there are sinful people in the world. Jesus’ statement
about the poor always being with us is intended to shame us, to remind us that this is a true statement only
because we have failed in our responsibility to God. Jesus never intended to justify tolerance for the
presence of poor people in the land.

The message for us, what can we conclude from all this? First, Jesus was not excusing the presence of
poor among us. He knew full well that his Father provides more than enough through his creation. Jesus
was reminding us, with some considerable irony that the poor are here because we have failed to keep
God’s commands. Second, the real lesson from Deuteronomy is that unrighteousness-irresponsibility, of
those who are not poor and of the poor themselves-is the cause of poverty. At the most fundamental level,
sin distorts our relationships with God, with each other and with our world. Our relationships do not work
for our well-being, and the result is poverty, racism and other expressions of injustice. Poverty was and is
not part of God’s intention. Third, to tolerate poverty by excusing it in Jesus’ name is an insult to our
Lord who so consistently extended his affection and touch to those who were poor, sick and suffering. It
makes a mockery of Jesus’ statement of his mission in Luke 4:18. God’s commands in Deuteronomy
regarding the response to the poor among us are clear. Finally, our response to the poor is to be
openhanded. Moreover, we are to enjoy sharing what God has given us. “Give generously to him (the
poor) and do so without a grudging heart.” (Deut. 15:10)
The result of this attitude of sharing is that the “Lord your God will bless you in all your work and in
everything you put your hand to.” Caring for the poor is good for us! As long as we live in a fallen world,
we are to be openhanded, to lend freely and to do it without grudging. If the loans are not repaid after
seven years, we are to write them off. The goal is caring for our family, not running a business. After all,
if we were doing our job, there would be no poor. It’s our fault, not God’s.

Abrahamic Covenant as a Trust Document


How do we work with the poor and our homeless and bring them up into the Promised Land? We return
back from the misconception that we are the owners and take on once again the responsibility of
stewardship turning away from the liability of ownership. You will hear me say this often, “The key to all
of this is found in Stewardship not Ownership.” We read in Deut. 8 “Be careful to obey all the commands
I am giving you today. Then you will live and multiply, and you will enter and occupy the land the LORD
swore to give your ancestors.
The land was a promise to Abraham as we read in, Genesis 12.7, (but really throughout the Bible). The
"promised land," a "land flowing with milk and honey" Exodus 3.17, figures prominently in Jewish
thinking, Psalm 137.1-6, Ezekiel 36.24 and Christian metaphor, Revelation 21.1. It is "home." Moses, the
great prophet, longed even just to see the Promised Land, as if it were a glimpse of heaven. Deuteronomy
34, as my mentor, Michael A. Strevel, trustee Global Exchange Marketing, BT, (GEM), had pointed out
to me that he likes to view the Abrahamic Covenant as a Trust Document. As it was his understanding
that the Bible is the origin of Trusts and our Law. He would say, “We cannot understand Trust Law
without understanding the Stewardship relation to God and Jesus.” In addition to this there are many
concepts in scripture that are clearly understood from Trust Law the combination of Christian
Stewardship and Trust Law, this lead to the practical information that I learned from him and I am going
to share with you now.
As we read in Genesis 15; we have God making a promise to give the Land to Abram’s heirs; God is the
Grantor. The Apostle Paul in Galatians 4 points out that the beneficiary (the seed – heir) is Christ. Then
we jump over to Ezekiel 47 and 48 we read how God told Moses to divide up this promise land between
the twelve tribes; God is the Settler placing what was granted to the succeeding generations of Abraham.
We read in verse 13 & 14 of Ezekiel 48 that this land shall not be sold or exchanged. This is how it is to
be held as an inheritance for the generations to come forever as heirs, to make it an inheritance forever;
we have Successor Trustees as well as Successor Beneficiaries, Heirs.
We read in Gal 4:1:2 “Now I say, that the heir, as long as he is a child, differed nothing from a servant,
though he be lord of all; but is under tutors and governors until the time appointed of the father. Gal
5:13:14 for, brethren, ye have been called unto liberty; only use not liberty for an occasion to the flesh,
but by love, serve one another. For all the law is fulfilled in one word, even in this; Thou shalt love thy
neighbor as thyself. We are called to serve each other; this is the Successor Trustees and we are called to
be joint heirs with Christ. Rom 8:17 and if children, then heirs; heirs of God, and joint-heirs with Christ
this is as successor heirs.”

“In Galatians, chapter 4 there is a word that is translated as heir; Strong’s 2818 - the definition sounds
more like a trustee - not heir. This changes how most Christians think of themselves in relation to God
and Jesus. There are other scriptures to support the overall notion of successor trustees, and the thing that
is always overlooked for any deep meaning is that Jesus is heir to all things, but when he came in his first
incarnation as man, he came as a suffering servant. The notion of servant is the notion of a steward or as
referred to in modern language, a trustee.
Michael once stated that he does not recall ever hearing Jesus referred to as a trustee at his first coming.
But when you begin to reflect on what trusteeship is and what is meant to serve, God did establish a trust,
Jesus is the beneficiary of that trust, but he did not come the first time to receive his inheritance, he came
to provide for the atonement of our sins (as well as many other things). This is an act that is more
consistent with trusteeship as oppose to beneficiary. That was part of the problem the Jews had with
viewing Jesus as Messiah when Messiah was to come back to establish his kingdom but instead he did not
come as the figure of the Messiah setting up a millennium rule, he came as a suffering servant (a trustee).
The Jews could not reconcile these two opposing positions. Trust Law helps to identify the two different
positions, that even though Jesus is heir (and we are identified as co-heirs after Jesus that this same heir
could come as a trustee first to fulfill the Mosaic Law and to amend the Abrahamic Covenant with the
provision that Gentiles now too could serve as successor trustees to that covenant (Trust Indenture – see
Paul’s use of the word ‘doulas’’ Strong’s # 1401). This hold of two different positions in two different
time frames is quite understandable in trust law, but during the first coming of Christ, this
misunderstanding created a stumbling block of understanding for many of the Jewish leaders at the time.
Reflecting on the Bible as a trust indenture in much easier to explain otherwise hard to understand
statements and comments. Michael continued by saying, I have come to see that the confusion lies in the
mislabeling of the definition of 'one who holds a lot as an inheritance’ or ‘one who holds a lot by
partitioning’. [Law the division of property among interested parties to settle a dispute.]

• Yes, we are promised a lot.


• We were also promised that we would occupy our lots.
• Yes, the lot is our inheritance.
• Yes, the lot is also to be our inheritance.
• Yes, we are to occupy the lot, which is our inheritance.
• But the problem is that as long as the lot is in the trust you do not own it.

This is only explained in trust law and grossly misinterpreted in religious circles as was in marriage to
have and to hold your wife was to own mere chattel. How could this be so grossly misinterpreted for so
many centuries? To take a wife to have and to hold, to become one, should never have been labeled as
having received your property to own your wife or to own the children that she bore. It should have been
taught that this ‘to have and to hold’ meant that you had a fiduciary, a stewardship, a trusteeship toward
God for the benefit of Jesus, because it was he that is the beneficiary of all that we hold. The ‘at one’
should have been seen as the single entity and the joint tenancy of holding that was held in trust under
God’s authority for the benefit of Jesus.
As long as Jesus has not come back for the second time, God is the owner of all things, and God as
Creator, Owner and Grantor to the Abrahamic Covenant (Trust), has placed those things of promise
including the land into that trust. We are to hold and to occupy, but not to take our portion out of trust as
a distribution to ourselves, until such time that Jesus returns.
It is he that will inherit all things. There are some today that feel that over their dead body will Jesus get
their property. This is not an issue for debate and the fact is that the property will go to Jesus and if they
do not like it, their portion will be hell.
After Jesus receives the distribution of the trust corpus from the trustees, the trustees will join Jesus as co-
heirs - that is if Jesus has received his inheritance first. We would have to agree with Michael as he has
pointed out, that there is no provision in scripture that he has seen yet that indicates that someone in this

realm and of this age will be able to circumvent the Trust of God, this Abrahamic Covenant, and acquire
property as such that at the time of the return of Jesus, no distribution of that property will be held back
from Jesus or go to some other beneficiary.
We may have a challenge debating the wrong labeling of trustee with the word heir in scripture, but it will
be far less difficult to verify than finding scripture to support the non distribution of trust corpus to
anyone but Jesus FIRST as first fruit to the inheritance.
As we view the Abrahamic Covenant as a Trust Document it brings a whole new understanding to the
Bible and to the origin of Trusts and our Law. You cannot understand Trust Law without understanding
the Stewardship relation to God and Jesus. Furthermore there are many concepts in scripture that are
clearly understood from Trust Law the combination of Christian Stewardship and Trust Law. As we read
Deuteronomy this is where God told his chosen people the Israelites how they are to act when they
occupied the land he is giving them as an inheritance; this is God’s Occupancy Agreement with the
people of Israel. Apostle Paul in his letters to the churches shows us how we are brought into this Trust
Agreement. As we review the word of God through this understanding we are called into our own
responsibility to God as in the story we read in Job. It is apparent that Job understood the difference
between Stewardship and Ownership. He was able to stand with and for God, inside all that was being
done to him, as he was a man after God‘s own heart.

A Plan to End Homelessness for Veterans
I have been doing home work on the problem of Homelessness and searching the internet doing research.
I have reviewed the VA's as well as other state and local governments’ plans on how they see an end of
homelessness in their communities. Here is one statement that seems to summarize all of them:
At the “VA National Summit Ending Homelessness among Veterans,” on November 3, 2009 secretary of
Veterans Affairs Eric K. Shinseki, unveiled the department’s comprehensive five year plan to end
homelessness among Veterans by marshalling the resources of government, business and the private
sector.
“President Obama and I are personally committed to ending homelessness among Veterans within the
next five years,” said Shinseki. “Those who have served this nation as Veterans should never find
themselves on the streets, living without care and without hope.”
Shinseki’s comprehensive plan to end homelessness includes preventive measures like discharge planning
for incarcerated Veterans re-entering society, supportive services for low-income Veterans and their
families and a national referral center to link Veterans to local service providers. Additionally, the plan
calls for expanded efforts for education, jobs, health care and housing.

“Our plan enlarges the scope of VA’s efforts to combat homelessness,” said Shinseki. “In the past, VA
focused largely on getting homeless Veterans off the streets. Our five-year plan aims also at preventing
them from ever ending up homeless.”
I am certain that you will agree that even if they are successful in housing all of the homeless. It will not
be long until we see a new community of homeless once again; as homelessness as well as the poor will
always be in our communities; because of the source, the reason that is behind it is man’s irresponsibility
as being a Stewart of what God has placed into trust with mankind.
Now the solution is so obvious, at least it is to me as I am sure it will be to anyone who understands that it
has nothing to do with money, education, resources even free government housing as this is only a Band-
Aid. None of this will make this problem go away. The only solution to any and all of our world
community’s social and economic woes is and has always been laid out before us in God's word the
B.I.B.L.E. the Bible. I would like for you to consider that "God's plan to End Homelessness is found in
Stewardship not Ownership."
Now understanding, talking - preaching as well as praying about this is great, but, how do we live it out in
reality; in the face of a world that has ownership as the cornerstone of society? I am writing this teaching
as to state what is so today and then to show what was the original intent of God for Man at creation and
where we went out of integrity by not taking responsibility for our disobedience as in the story about
Adam and Eve. After the curse and in our selfishness we took on the story and the attachment to
ownership turning away from being responsible as Stewards of what God had created and given us
dominion over.
What I understand is that all of our effort to be in God’s well and to live a life in right standing with God
will not happen tell we take responsibility for the disobedience of Adam and Eve and all that has taken
place since that moment in time; as well as in our own life. God knew that we in our own effort, even if
we had lived as we were told we had to, as the chosen people of God. In the writings we find in
Deuteronomy, God’s Occupancy Agreement, with his chosen people. God had arranged a plan for us to
be reinstated back to Him when He sent is only Son.
Now you can see where I am going with this – To be in right standing as responsible Stewarts is to
believe in the saving power of Jesus and the Holy Spirit, being transformed and like mined with Christ
Jesus and being filled with the Holy Spirit. This has us giving up our attachments to our old ways and
taking on new ways that lines up with the fruit of the Holy Spirit which is Love. We are now called the
Children of God and are joint hares with Christ Jesus God’s only begotten Son.
This is how we restore our integrity with God by taking responsibility, asking for forgiveness, for not
being a Steward of God’s creation and for our attitudes and attachments as owners that has us living in
sin, (that is separation from God.) As we are forgiven by God we can now reclaim what His purpose for
us as caretakers and clam what has been promised to us, as children of God and joint hares with His only
begotten Son.
This is what I am taking on as my life work; my goal is to develop a Community Land Trust that holds
the land and makes the land available to an asset holding trust that has the improvement - building and/or
the home, this trust is controlled and managed with beneficiary interest. Then a Family Trust will hold the
beneficiary interest in the asset holding trust and will manage the assets with an occupant agreement. This
alignment of trusts will be the platform in which to manage the Emergency to Transitional and Permanent
Housing program.

TRUST 101
Let us go on to the discussion about how we are to be living in Trust and that we really can’t own
anything; if you can’t take it with you when you die then you really don’t own it. Do you understand what
a trust is? What is meant by “In God we Trust”? Have you ever heard the phrase “Living in trust”? How
about; are you a Trust Baby? Do you know what a “Nest-egg” is? Have you ever considered that the
Abrahamic Covenant in the Bible as a Trust Document? Let me break down what a Trust is and how to
create one, then how to live in Trust. The A. B. C. of living in trust is:

A trust is a legal document that holds assets i.e. property on behalf of an heir that will inherit it. When you
create a trust there is someone placing something into trust, a Grantor or Settler and someone holding the
assets as Trustee on behalf of someone who will inherit it as Successor Managing Director/Heirs/
Beneficiary.
A Trust is a contract that you can make it say whatever is needed at that time it is written. There are a lot
of different types of Trusts. We are going to discuss the Community Land Trust (NewStart Community
Land Trust), Asset Holding Trust (My HUT Trust), and the Family Trust.

God called humanity to be custodians of the earth


Before, I go into a discussion of a strategy using trust to manage our stewardship relationship with God. I
felt that it would help us to read an article by, Eugene Loh “Biblical Perspective on Land Stewardship” at
http://www.progress.org/bible03.htm:
God gave man dominion as we see in how the Bible opens with an account of creation and immediately
turns to stewardship, to God's entrusting of creation to humanity. In Genesis 2, God created Adam and
Eve, a "suitable helper." You may ask why a helper, it is because they had work to do. They were called
to work Eden and take care of it. (Genesis 2.15)
After "the fall," when Adam, Eve, and the serpent had their encounter and Adam and Eve were banished
from Eden because they disobeyed God and refused to take reasonability for it. Curses were pronounced
on the three of them, Adam, Eve, and the serpent, in Genesis 3. Adam's curse was that he would only eat
the fruits of creation through toil. It describes a rival relationship between mankind and earth as a natural
consequence of humanity's sin, a recurrent theme throughout the Bible. Consider also the phrase, "Cursed
is the ground because of you," and imagine pictures of landfills, clear-cut forests, oil wells being flared,
toxins being dumped into the water ways and smokestacks. Creation is an innocent victim of humanity's
sin.

Land is totally and unmistakably personified


The term ‘Torah’ refers to different things. Often is taken to mean the first five books of the Bible, the
Books of Moses, the word is Hebrew for ‘law’ and much of the Torah is a "priestly manual," portrayed by
the book of Leviticus. It talks a lot about Jewish ritualistic law, describing sacrifices and offerings, holy
days, kosher practices, and so on. Thus, many people view it as difficult to understand, but it has some
very interesting things to say about land use. Laws providing for justice and championing the oppressed
also applied to land. For example, the Sabbath laws, which called for rest on the seventh days and seventh
years, applied to households, animals, resident aliens, and the land (Exodus 20.10, 23.10-11, 25.4-5).
Leviticus 26 is a wonderful chapter that speaks rather poetically about the natural significance of obeying
-- or disregarding -- God's law and, like Genesis 3, ties obedience to God with relationship to land. One
might almost imagine an addition to the Beatitudes we find in Matthew 5:1-12, "Blessed is the land that is
polluted, for God will redeem it from your sickening abuse." The chapter talks about the rewards of
following God's decrees. In particular, it paints a picture of harmony between humanity and the land, with
the land providing both abundant crops and sanctuary. (Leviticus 26.4-6)

In contrast, rebellion will result in hostility between mankind and the land.
The people who turn away from God will be persecuted and afflicted, but "the land will rest and enjoy its
Sabbaths." (Leviticus 26.34-35) Not only will the land no longer be safe haven, it will actually "devour"
its former oppressors. (Leviticus 26.38) Imagine "the land" resting by the pool, making up for lost time,
while polluters are beleaguered in Hades. (See also 2 Samuel 21.1-14, especially the first and last verses,

and 2 Chronicles 7.13-14. The state of the land is a sign of our state with God. Abusing the land is like
chopping the leg on which you stand. The people of the Bible were continuously farmers, vintners,
shepherds. They did not "mine" the land and so deplete it. Rather, they relied on the land as a sustaining
resource, year after year.

Numbers 35.33-34 has an interesting fine distinction.


It reads, do not pollute the land where you are... Do not defile the land where you live and where I [God]
dwell. It seems like the environmentalist's dream verse. Well, actually, the "pollution" and “corruption”
refer to ritualistic abuse (committing sins, like murders, on the land), but I think this helps make the case:
God's people are called to treat the land as holy. Worship of God means nurturing the land as stewards,
being responsible as care takers.
Land was not so much a commodity. Rather, it was an inheritance for the Israelites and it was core to the
covenantal promises that God made to them and to us in the Abrahamic Covenant. God's people are not to
abuse their inheritance, but to treasure it. It cannot be bought and sold. Leviticus 25 Actually, the land
could be bought and sold, but every fifty years, it reverted to its "owners" or "inheritors." The proper term
to use is problematic, because we are inclined to use labels that imply domination over the land. Instead,
Leviticus 25.23 proves helpful: "The land must not be sold permanently, because the land is mine [God's]
and you are but aliens and my tenants." This verse clearly assumes that mankind is steward, custodian or
caretaker of the land.
That brings us back to God‘s plan to End Homelessness is found in Stewardship not Ownership this takes
to our next discussion about a strategy using trust to manage our stewardship. Let us start with the
Community Land Trust.

What is a Community Land Trust and how are they used today?
When you can see that the Bible is the bases for our Laws and we extract the Trust from this as well; not
only can we gain a better understanding of the Word of God we also can get a handle on how we can live
together in Community from inside of its frame work. Well I Google it and found quite a bit on the
subject. You probably heard about National Parks where they conserve the open space and setup wild life
reserves. This is all made possible through Community Land Trust let me go over the difference.
There are basically two types of land trusts: conservation trusts, which acquire and protect open space and
agricultural land; and community land trusts (CLTs), which is used more for housing and community
development. The modern community land trust model was developed in the 1960s by community
activists who conceived a democratically controlled association that would hold land for the common
good and make it available to individuals through long-term land leases. The roots of the CLT approach
lie in sources that are as varied as: the religious and ethical principle that there is both an individual and a
community interest in land; India's "Gramdan" system where villages act as trustees of land made
available for individual use; and European and North American "land bank" programs in which public
agencies hold and then sell or lease land, often to help preserve family farming or promote economic
development.
Community land trusts more often than not acquire and hold land, but sell off any residential or
commercial buildings which are on the land. In this way, the cost of land in the housing equation is
minimized or eliminated, thus making the housing more affordable. The land leases, in addition to being
long-term (typically ninety-nine years) and renewable, are also transferred to the heirs of the leaseholder.
Most, if not all, CLTs have in place "limited equity" policies and formulas that restrict the resale price of
the housing in order to preserve its long-term affordability. These features of the community land trust
model provide homeownership opportunities to people who might otherwise not be able to afford a home.
Higher rates of homeownership help even out the value and make the communities stronger.
Establishment of community land trusts began to take off in the early 1980s. The number of active CLTs
in the U.S. has been on the increase since 1987, as communities have come to see the flexibility and value
of CLTs. In most cases, community land trusts have been formed as a grass-roots response to specific
local needs. As a result, the roles that CLTs play are significantly different. Urban CLTs often deal with

combating the negative effects of speculation and gentrification. Many rural CLTs have been established
to ensure access to land and housing for low-income people and to preserve family farms. A number of
CLTs have also acted as developers of special needs housing or group homes, rental housing, and even
commercial space for lower income entrepreneurs.
Most community land trusts concentrate on increasing homeownership through stewardship, which
sometimes includes educating potential homebuyers on establishing credit, applying for a mortgage, and
maintaining a home. From Mile High United Trustee (MyHUT) perspective, it is important not to confuse
community land trusts with the MyHUT trusts (a Asset Holding Trust). MyHUT trusts are private entities
formed to hold property for the good of specific beneficiaries. They are generally closed arrangements
with no public input. In contrast, CLTs are democratically-controlled, non-profit corporations with an
open membership and an elected board of trustees. While members have a say in the policies and
activities of the CLT, there is no personal ownership of any portion of any assets which the CLT may own
or control.
Community land trusts are, by design, a way to link the individual members of a community with that
community's resources and challenges. This brings us to the MyHUT trust it can be apart of the CLT by
accruing and holding in trust any residential or commercial buildings which are on the land. NewStart
Community Land Trust is being develop on behave of the families of the local churches in communities
across the Country; as a community of joint heirs with Jesus Christ the Son of God. This is a community
of homes and business that may or may not necessarily be next to each other. Anyone can place Land
from anywhere into this Community Land Trust.

Emergency - Transitional and Permanent Housing


NewStart’s Housing program is a plan for developing a sustainable and secure future for our families. By
taking the tools that are available and package those into a very workable program. We are breaking the
cycle of poverty with Godly Wisdom, with education (understanding) that is realizing prosperity. (Pro
4:7 Wisdom is the principal thing; therefore get wisdom: and with all your getting get understanding.) Our
mission is to create a MyHUT Home, "a safe & affectionate environment for everyone." NewStart
Community Land Trust will be holding the land that is being leased to a MyHUT Holding Trust and the
buildings will be managed within the MyHUT Trust and Family Trust. The occupants are considered as a
guest of the MyHUT Trust and the same rules that govern the guest of a motel are in force. As a guest you
can pay to come and go as needed. The manager can ask you to leave as well if you break any rules. We
have developed a way to work with the family to save towards their housing future with our “Home
Ownership Unit.” These unites are our way of sharing with the families the cash flow, by participating
with us as an investor in the monthly cash flow and accumulation. This is called a ‘Participating
Debenture’ the loan units are called ‘Home Ownership Units’. Then the Home Ownership Units will be
exchanged for Beneficiary Interest in their own MyHUT Trust. This will affect not just their family’s
involvement but also their future generations. When they are ready to move into their own permanent
home it will be as an occupant in their own “MyHUT Trust Property.”
The program is to manage the housing units; homes, apartment buildings, condos, town homes and
commercial properties etc. that are in a MyHUT Trust for the emergency and transitional housing
program through the occupant agreements. Working with the Local Churches who will introduce the
families on Estate Planning based on Biblical teaching.
They will learn how to become successful by controlling their own business and investing in their
financial future. That is what is being offered here in NewStart’s Community and Business Development
Programs. Education is the key to developing a sustainable and secure future for the families that are
going though NewStart Emergency and Transitional Housing program. The emergency/transitional
housing guest is offered the opportunity to participate with mentors/coaches and in financial education
workshops that are binging offered and managed through local Churches as a ministry.
Because of their participation with the mentors from the churches and workshops they will be empowered
to obtain a “MyHUT of their own.” The mentors will bring them into the understanding of having a

“MyHUT of your own” really mends. In the workshops they will learn to; save and budget for payments
as well as cost of repairs, upkeep of a holdings i.e. maintenance, remolding, cleanup and repair their
credit. As well as using a bank to manage budgets and build credit. There will be other subjects available
like; income opportunities, job hunting, business development, corporate credit and community
development.
They will also be invited to join clubs where there will be other opportunities to learn about Real Estate
trading, 1031 exchanges as a member in a Global Exchange and Marketing Club, (GEM) they will learn
more about Trusts and Corporations. Then in their Toastmasters Club besides learning about how to speak
in public they will gain experience in leadership and parliamentary procedure (Robert’s Rules of Order).
All of this at the same time as they are learning about God’s plan for the family (Living in Trust). With
the financial education on Estate Planning and Asset Protection they will be equipped to stay ahead and
prosper as Stewarts of what God has placed in their lives.
This is the first time most people will have ever had this kind of opportunity to learn about financial
matters and creating the possibility of having a sustainable and secure future based on Biblical principles.
Using the tools of the Asset Management and Asset Accumulation the families will be learning how to
create a sustainable future for their families and their hairs for generation to come truly being the stewards
God has called us to be. Our programs are Biblical based and we encourage our families to read the Bible
and to learn how to deal with day to day life. As the family is moving through this on going education
and can show that they have a stable income and ability to manage a monthly payment; they are ready to
move on from the transitional and into the permanent housing phase.

NewStart’s Community Housing Strategy


“Now that we can see how the world is stepping up and calming the land back as an inheritance; how
much more responsible can we be as Believers then to do the same as joint-heirs with Christ.“
NewStart’s, Housing Development will locate housing that fits into the mathematical formula of being
acquired at a below market price. Then sell it at market value. (We will need to be able to pull out enough
equity to cover the Grant for the down payment and sometimes the closing cost as well as to complete the
rehab and invest then when the repairs are complete will be at a higher market value.)
 To start out NewStart, Inc. will write a contract at the discounted price with any additional fees i.e.
Real Estate and closing cost with the investor discloser statement.
 The new buyer is Mile High United Trustees (MyHUT) who makes full market offer with any
additional fees i.e. Real Estate and closing cost. The funding will come through a joint venture
with a Financial Angel that funds MyHUT’s full market offer.
 Then MyHUT funds MyHUT Trust who then buys the property and receives the Deed and the
Trustee is from MyHUT who records the Deed in their name on behalf of the Beneficiaries of the
MyHUT Trust. When the deal is done the Title Co pays NewStart’s invoice at closing. Remember
we had a contract at the lower price and the new buyer is paying the market price so NewStart is
invoicing for the differences.
 NewStart makes Grant to MyHUT to cover rehab and other expenses; MyHUT Trust makes
repairs and/or finishes the building of home to bring up to the New Market Value. NewStart funds
the Family Trust with a Grant and becomes Trustee. Then the NewStart Community Land Trust
(NCT) as joint heirs with Family has 10% benedictory interest in Family Trust.
 NewStart’s Grant to the Family Trust is used for investment purposes. Family Trust funds
Investment Pool. Pool invests into high yield investment. Returns on investment pay into Pool;
then the Pool pays out to Family Trust.
 Family Trust buys Beneficiary Interest from MyHUT Trust at New Market Value that was
established after the rehab and new appraisal. Family Trust receives 90% Benedictory Interest
contract. Family Trust makes payments to MyHUT Trust on Benedictory Interest contract note.
MyHUT pays Financial Angel as agreed.

 Family Trust then creates Occupant Agreement with an occupant that pays them monthly. This
could be an emergency or transitional housing unit that is apart of NewStart housing program.
Family Trust pays N.C.T. 10% of cash flow.
 When the NewStart Community Land Trust has a family who has completed the workshops and
has received all of the training through the NewStart’s network of Providers and Mentors showing
that they are prepared to take on the responsibility; they then place that family into the Family
Trust and at that time the Family Trust is renamed to reflect the Families Ser name. NewStart
resigns as Trustee and the head of the family is named as the new Trustee as the Sovereign
(Overseer) of the Family Trust; the family and heirs are 90% beneficiaries the NCT is named as
10% beneficiary as joint heirs with Christ. Now they receive the blessing of inheriting the
resources of the property that is in the MyHUT Trust and the cash flow from the Pool realizing,
“the lot shall be your inheritance.”
The Family Trust has the ability to create other trust and corporations to expand their income potential.
The Family Trust can acquire as many homes and commercial properties as they wish to manage or have
NewStart manage for them with the occupant agreements. This is now the inventory of homes and
business locations for the NewStart’s Emergency & Transitional Housing Program as well as locations
for the NewStart’s Business Network to offer the start-up and small business in the network.

“Why Not In My Backyard”


We just took you through a lot of information. On the first look this may seem very complicated. I tried to
back down our plan into a flow that can be understood. We have a few organizations working together so
let me go over who’s who and what is the overall look of the plan to ‘End Homelessness’ through
“Stewardship not Ownership’.
Start out with NewStart Inc is a Business and Community Development Network next we have Mile High
United Trustees (MyHUT), then NewStart’s Community Land Trust, then the Ministries of the Local
Churches.
When a family is facing the possibility or finds themselves out on the street they need emergency housing
they come to the church for help as opposed to being out there on their own. Being on the “Street” is not
an experience they are equipped to handle. In our experience working with these individuals and families
we noticed that they are good people and just need to have the opportunity to learn what we are offering
and they can make their life work. A lot of the families if brought into this knowledge can be rescued
from ever having to face life on the street.
Using the homes in the community for emergency housing can work with your support. The family can
move in to a unit that is being managed as an emergency to transitional to permanent housing. You could
be one of the mentors/coaches that work with them on their way back up, while they are living in the
same unit. Their payment is all that changes from: daily, to weekly, to monthly, then on to a long term
occupant agreement. This is a far cry from the way it is now.
NewStart Community Land Trust is a faith based non-profit corporation with a membership and an
elected board of trustees that comes from the Ministers of the local churches. This is God’s Community
Land Trust! This is not just to be used for NewStart’s Housing Development’s ‘Emergency-Transitional
and Permanent Housing Program, it is available to be introduced to all believers. To live in Trust is to live
in God‘s well as a responsible Stewart.
