NOTES ON COMPLETING THE PHASE I APPLICATION FORM
The Phase I application form begins with some questions about your business
and its nature and then moves on to seek some basic information about the
project you wish to pursue. Please answer all questions as indicated below.
1. Company name. Please give
the full name of the business
carrying out the project.
2. Company registration
number. If you are applying to
Compete for the first time,
please give your company
registration number, indicating
where the company is
registered. If your business is
not a registered company
please state this and indicate
whether it is a partnership or a
sole trader.
3. Date of Establishment. If you
are applying to Compete for the
first time, on what date was
your company first registered?
4. Address. Please give a full
address with postcode. If
available, please give your
company’s E-mail and Web site
addresses.
5. Telephone number. Please
record the full 8 digit number.
6. Fax number. Please record
the full 8 digit number.
7. Groups of businesses.
Please indicate whether the
business seeking assistance is

example grant claims – as
well as on technical matters –
for example, progress
reports.

17. Cost. Please give a rough
estimate of the cost of the full
development which will occur in
Phase II. You will not be
penalised in any way if the
costs you give later in your
Phase II application prove to be
different to the figure given
here. This question is intended
simply to give Invest NI an
indication of the size of the
project.
18. Timescale. Please give a
rough estimate of the length of
time that the full development in
Phase II will take. Projects
expected to last less than 6
months or more than 36 months
will not be assisted.
19. Why assistance is needed.
The purpose of this question is
to establish that public money is
needed to make the project
proceed in the manner and
timescale indicated. If Invest NI
judges that there is no reason
why the project should not
proceed without public money,
no assistance will be provided.
A failure to answer this question
in full would lead to your
application being rejected.
20. Costs of Phase I. Please list in
detail the costs of Phase I. Do
not include any of the costs of
Phase II which is the full project
development phase.
Under salary/labour costs,
please provide the names of all
those involved, except factory
floor labour. Please also
indicate the hourly rate of pay
and the expected number of
hours involved. These should

be based on basic salaries or
wages plus National Insurance
Contribution, holiday pay and
pensions, but should exclude
any overhead element.
Under overhead costs, Invest
NI will make a contribution to
overhead costs only. The
contribution will be up to 50% of
all approved Northern Ireland
labour costs associated with
the project.
Please note that there is no
requirement for you to use a
consultant in Phase I. Under
consultancy costs, please
include the names and
addresses of any consultants
you wish to use, whether for
technical work, including design
consultancy, for market
research, or for financial advice
(such as putting together cash
flows and projected profit and
loss accounts). Please note
Invest NI is available to provide
advice on design matters (Tel:
028 9069 8810 or e-mail:
design@investni.com). It
should be noted that Invest NI
will expect to see your business
closely involved in the project
definition exercise, so
consultancy costs should form
a proportion and not all of the
total costs of Phase I.
Under travel and subsistence
costs, please list in detail all
visits by company personnel
necessary in connection with
better defining and planning the
project. Under intellectual
property costs, please include
the costs of initial registration of
patent applications and the
costs of any patent and
information searches. The
above cost categories should
cover almost all expenditure
necessary in Phase I. If there
are any outstanding items,
please list and describe them
under other costs.
21. Declaration. It is vital that a
Director, Secretary, Proprietor
or Partner signs and dates the
declaration at the end of the
application form. The
application form is then
complete.
