The Office of International Relations Staff and Their
Responsibilities
The Office of International Relations (AAA) is responsible for matters related to the
international character of research and education at the Technische Universität Dortmund.
Its tasks include the management of co-operations with universities all over the world as
well as administrative and counseling services for international students who study, or
apply to study at the TU Dortmund, and for German students who want to study abroad.

Enrollment

German Language Proficiency


Almost all classes at the TU Dortmund are held in German. Proficiency in German is,
therefore, an essential prerequisite for enrollment.
Prior to admission into a degree program, you have to take the Deutsche Sprachprüfung für
den Hochschulzugang – DSH (German language examination for university admission). To
get enrolled you will have to achieve DSH 2.
Information on the DSH examination, application forms, examination dates, and sample
tests are available at the Sprachenzentrum (language center) at the TU Dortmund:

DSH equivalents include:


• Zentrale Oberstufenprüfung, ZOP (Goethe Institute)

Enrollment at the Technische Universität Dortmund


Please come to the Akademisches Auslandsamt during the time period indicated in your
letter of admission, and bring along the following documents:
• your passport with a valid student visa
• your letter of admission
• the original copy of your secondary school graduation certificate (university entrance
exam certificate) and – if applicable –original copies of university transcripts or your
original assessment test (Feststellungsprüfung) certificate
• the original copy of the translation of your secondary school graduation certificate
(university entrance exam certificate) and – if applicable – of your university transcripts
• the original copy of your DSH2 certificate or of an equivalent German language
proficiency certificate
• if you were already previously enrolled at a German university: Verification of
Exmatrikulation (official withdrawal) of the university you last attended
• if you are a prospective student from the People’s Republic of China, Mongolia, or
Vietnam: your original copy of the certificate issued by the Akademischen Prüfstelle
(APS)

Please note that you have to submit original copies of all your certificates. Certified
photocopies will not suffice!

Getting Organized before Classes Start

General Information
We strongly recommend that you take care of the following issues before classes start:
• health insurance membership application
• opening a bank account
• taking out liability insurance
• enrollment at the TU Dortmund
• registration with the immigration office (Ausländerbehörde) and application for a
residency permit (only for Non-EU Nationals)

Here you find more detailed information:

Health Insurance
Proof of health insurance is required for your registration at the university as well as for
your application for a residence permit. So before registration you should visit the office of
one of the Statutory Health Insurance companies (gesetzliche Krankenversicherung), e.g.
AOK, Techniker Krankenkasse, or Barmer. Take your letter of admission and apply for
membership.

Applicants for admission, German language course students, and all international students
older than 30, however, have to purchase private health insurance. You can get further
information on private health insurance companies at the Akademisches Auslandsamt
(Frau Reisener).

Important:
All health insurance companies are allowed to terminate your policy if you do not pay your
premiums regularly. You will loose coverage with a private health insurance company as
soon as you miss one payment. The health insurance companies will inform the university
about policy termination and you will loose your student status (Exmatrikulation).

Bank Account
In Germany, a bank account is required to pay most of your bills, like the registration fee
(Semesterbeitrag), your rent, your phone bill, etc. We therefore recommend that you open a
bank account either with one of the banks on campus or with a bank near your apartment.

Liability Insurance
Liability insurance is not mandatory for international students, but we highly recommend
it. If you unintentionally cause damage to another person or their property, you are usually
required to financially compensate that person. A liability insurance policy will cover these
kinds of payment in most cases. Almost all insurance companies offer policies for a
premium of about 5€ per month.

Registration with the Ausländerbehörde for Non-EU-Students
Within a week of your arrival in Germany you have to register with your local immigration
office (Ausländerbehörde). If you live in Dortmund, you have to visit the:

You will have to submit proof of sufficient housing (at least 9m2 per person).

Within two months of your initial registration you have to submit the following documents
to the Ausländerbehörde:

• Proof of health insurance


• Letter of Admission or Confirmation of Enrollment from the university
• Biometrical passport photos
• Other documents as determined by the Ausländerbehörde.

Residence permits are usually renewed for one year. You should regularly check the
expiration date of your passport and you should never miss the deadline for the renewal of
your residence permit!

Registration for EU Nationals


As of January 1, 2005, students from EU member states are no longer required to hold a
residence permit. This applies to ‘old EU member states’ as well as to those who joined on
May 1, 2004 and January 1, 2007. EU citizens register their address with the address
registry authority (Meldebehörde) like German citizens. The Meldebehörde then
automatically transfers the data to the Ausländerbehörde, which officially issues the proof
of right of residence (Freizügigkeitsbescheinigung). EU citizens do no longer have to visit the
Ausländerbehörde. They will receive their Freizügigkeitsbescheinigung by mail.

Rector’s Welcome and Reception


Rector‘s Welcome at the Signal-Iduna-Park
Every year at the beginning of Winter Term, the Rector of the University of Dortmund
welcomes all first-year students at the Signal-Iduna-Park, home of the Borussia Dortmund
soccer team. You are cordially invited.

Internationaler Empfang (International Reception)


The Rector of the University of Dortmund invites all new international students. This event
usually takes place in November. A welcome note by the Rector is followed by a cultural
program and finger food.

Preparatory Courses
Some faculties offer preparatory courses which are designed in order to refresh your school
knowledge. Participation in these courses is free of charge. Information can be obtained

Come2Campus
Come2Campus is a three-day orientation program for new international students offered
by the Akademisches Auslandsamt at the beginning of every Winter Term. All participants
are teamed up with a student mentor, who is an experienced senior German or
international student. Attending Come2Campus is free of charge. Registration forms and
further information are available at the Akademisches Auslandsamt or at
http://www.aaa.uni-dortmund.de.

Orientation Programs Offered by Departmental Student


Organizations (Fachschaften)
Individual departmental student organizations (Fachschaften) offer O-Phasen, week-long
orientation programs before classes start. New students can learn about their specific
course of study and how to navigate through it. O-Phasen are the perfect opportunity to
meet other new students in your department or senior students who can give you valuable
advice.

Tutorials
Some degree programs offer specific classes to help you manage your first semester(s).
Senior students review materials from lectures, answer questions and offer practice
sessions for written exams. Dates and locations for tutorials are advertised within your
department.
The Akademisches Auslandsamt sponsors tutorials for international students. If you would
like to offer a tutorial yourself at some point during your studies, contact the social
counselling department at the Akademisches Auslandsamt.

Academic Terms and Concepts


During your first semester here you will encounter many different terms that probably will
not mean much to you yet but will become part of your daily vocabulary soon. Here is a
short selection of important topics with brief explanations.

Vorlesungsverzeichnis (Course Catalogue)


The general course catalogue is available at the library or you can purchase it at the
bookstore.
In this publication you can find for example
• all classes offered at the University of Dortmund listed by departments and institutes
• important dates and addresses.

Kommentiertes Vorlesungsverzeichnis (Annotated Course


Catalogue)
The annotated course catalogue is available at your Fachschaft, on the homepage of your
department, or at the Skriptenverkauf (where you can also purchase lecture note copies or
reading materials for classes). There you find all classes offered by your department with a
short description of the course content.

Fakultäten (Departments)
Departments can include a whole range of fields, e.g. the Department of Electrical
Engineering and Information Technology (Fakultät Elektrotechnik und Informationstechnik)
or the Department of Arts and Sports (Fachbereich Kunst- und Sportwissenschaften).

Fachschaften (Departmental Student Organizations)


The members of a Fachschaft are the student representatives of the entire department.
They represent students’ interests in various university committees. The Fachschaft
usually also offers advisement on academic issues, exam samples from previous years,
and orientation programs for incoming students (O-Phasen). You can find a list of all
Fachschaften in the appendix of this brochure.
Structure of Degree Programs

Schedules and Duration of Degree Programs:


The academic year is divided into two semesters: The Winter Semester starts on October 1,
the Summer Semester on April 1. The first semester of any degree program at the TU
Dortmund is always a Winter Semester.

To graduate from a diploma degree program (Diplomstudiengang) takes at least 9
semesters. After about 4 semesters of Grundstudium (basic studies), students are
admitted into the Hauptstudium (advanced studies), which then lasts about 5 semesters.

Bachelor/Master degree programs are consecutive. The Bachelor degree program takes at
least 6 semesters. Upon successful completion you can start the Masters program, which
takes 2 years.
Individual degree programs usually do not follow a year-by-year curriculum of classes. To
organize your schedule, you should consult the Studienordnung (regulates the curriculum)
and the Prüfungsordnung (regulates the modes of examination) of your degree program.
These documents are available at your department or institute. If you need help with
putting together a semester schedule, contact your Studienfachberater (departmental
advisor) or your Fachschaft.

Academic Calendar
Each academic year is divided into two semesters. The Winter Semester starts on October
1, the Summer Semester on April 1. The beginning of classes varies from year to year.
Classes take place for about four to five months during one semester.

What Are the Privileges of My Student Status?


If you are a registered student at the University of Dortmund, you can attend classes at the
university, take exams within your degree program, and graduate from that program. You
are entitled to use all university facilities (libraries, recreational facilities, computer labs,
etc.). You have the right to elect student representatives and be elected as student
representative yourself. Your student ID card is valid for using public transportation and
you can receive a student discount on admission to various cultural events or municipal
recreational facilities.

Change of Address
A standard form is available at the homepage of the Zentrum für Studienangelegenheiten
(ZfS) or at the Akademisches Auslandsamt. Please do not send an email, but fill out the
form and send it to us by regular mail.

Rückmeldung (enrollment renewal)
For every semester you have to pay a mandatory enrollment fee. This fee includes the free
use of public transport within the VRR. Please notice that failure to pay your registration
fee on time will result in the loss of your student status!

Change of Degree Program


You need to apply for a change of degree program before the regular application deadline
(July 15) at the Akademisches Auslandsamt. Immigration law regulations for
international students require that you apply for a change of degree program with the
Ausländerbehörde before the actual change!! The Ausländerbehörden usually approve a
change of degree program within your first three semesters here. After your third semester
here, the Ausländerbehörde makes a decision at their sole discretion.

Leave of Absence
During the course of your degree program you can take a leave of absence for up to two
semesters. You will remain registered at the University of Dortmund, but you will not be
able to fulfill any degree requirements.
You need to apply for a leave of absence with the Zentrum für Studienangelegenheiten. It
will only be granted under very specific conditions. For further information contact the
Akademisches Auslandsamt or the Zentrum für Studienangelegenheiten.

Exmatrikulation (Official Withdrawal)


If you want to continue your degree program at a different university in Germany, are forced
to drop out, or want to discontinue your program at the TU Dortmund for any other reason,
you need to officially withdraw. The official form is available for download at the Zentrum
für Studienangelegenheiten homepage and must be returned to the Zentrum für
Studienangelegenheiten by mail.

Studienstandabfrage (Degree Progress Inquiry) by the


Ausländerbehörde
About half way through your degree program (e.g. after six or seven semesters into a
diploma program), your local Ausländerbehörde will request a degree progress report. In
order to decide about further renewals of your residence permit, the Ausländerbehörde
would like to have information on which degree requirements you have already fulfilled and
how much longer you will need to graduate. As soon as you receive a notification by the
Ausländerbehörde or the Akademisches Auslandsamt regarding a Studienstandsabfrage,
you should contact the International Student Advisor (Ausländerbeauftragter) in your
department. In cooperation with you and the Prüfungsamt (examination office), he or she
will issue a certificate of degree progress. The certificate will include information on the
degree requirements you have already fulfilled and on your further schedule until
graduation. It will be submitted to the Ausländerbehörde. You can find a list of
Ausländerbeauftragte in the appendix of this brochure.

I Have a Problem: Where Can I Get Advice?
At German universities it is the students themselves who are expected to act if problems
arise. So do not wait for someone else to notice and approach you—be active and make use
of the many offers of information and advisement! It often saves a great amount of time
and trouble to get properly informed ahead of time instead of trying to solve a seemingly
insurmountable load of problems.

Academic Issues
You have the following advisement options:

a) Studienfachberater (departmental academic advisors)


In your first semesters you probably have quite a few questions on how to put together your
class schedule, how to get credit for course work done at other universities, or how to
structure your individual degree progress. The Studienfachberater will help you with those
issues. All Studienfachberater are listed in the appendix.

b) Ausländerbeauftragte (departmental international student advisors)


In each department at least one Ausländerbeauftragter is the designated contact person
for international students. They offer advisement on the following topics:
• academic problems
• organizing your degree progress
• answering all written inquiries by the Ausländerbehörde
• advisement on DAAD scholarships for international students and doctoral candidates
All Ausländerbeauftragte are listed in the appendix.

c) The Akademisches Auslandsamt


You can also contact the Akademisches Auslandsamt if you encounter academic problems.
We will be able to refer you to the appropriate contact person within the university. You can
come and see Frau Banski and Frau Brijoux (International Student Admissions), as well as
Frau Rüskamp (Social Counseling for International Students) during their office hours.

d) ZIB (Center for Student Information and Counseling)


The center for student information and counseling (ZIB) provides information and
advisement on the different degree programs available, their contents and their
prerequisites.

e) AStA (Student Council)


The AStA is elected by the student parliament and represents all students of the University
in matters related to the administration of the university, the state and federal government,
and other bodies. It consists of several departments including public relations,
international affairs, anti-discrimination and sports. The AStA offers assistance to all
students through publications and counseling. You can find more detailed information on
the AStA homepage!

As a Student, Am I Allowed to Work?


Employment regulations for students from non-EU member states
Proof of your ability to finance your studies is a prerequisite to enter Germany. An entry in
your passport states that the purpose of your stay here is education. To find out whether
and to what extent you are allowed to work, check your passport. Whatever the
Ausländerbehörde has stated there, applies to you individually.

Employment before and during enrolment


a) Students enrolled in a degree program generally receive a stamp in their passports by
the Ausländerbehörde that states that they are allowed to work a total of 90 days or 180
half days without a work permit. You only need a Lohnsteuerkarte (tax card) and your
passport. A tax card can be obtained at your local Einwohnermeldeamt.
b) Additionally, students enrolled in a degree program can work at universities and other
academic institutions as Studentische Hilfskraft (student assistant). There is no time limit
for employment as student assistant.
c) The same employment regulations apply to students enrolled in a preparatory German
class or Studienkolleg, but employment is only allowed during semester breaks.

The following applies to points a) and c):


• If you work three months in a row, Saturdays and Sundays will be counted as work days.
• If you only work on two days e.g. Thursdays and Fridays, only those two days will be
counted.
• If you work up to four hours a day, those days will be counted as half days. If you work
more than four hours, those days will be counted as full days.
You and your employer are responsible for keeping a record of your work days.

Important: You have to notify the Ausländerbehörde of any change in your employment
situation!!!

Regulations for students from new EU member states


Although new regulations regarding residence permits have been in effect since May 1,
2005 for students from the new EU member states (Poland, Estonia, Latvia, Lithuania,
Czechia, Slovenia, Slovakia, Hungary, Bulgaria, and Romania), only few changes have been
made to employment regulations. Generally, students from the new EU member states are

subject to the same 90-day/180-half-day rule of employment as students from non-EU
member states. For any employment beyond that you will need a work permit issued by the
local Agentur für Arbeit, which will be entered into your Freizügigkeitsbescheinigung as
“Arbeitserlaubnis—EU”.

Job Search
The Agentur für Arbeit Dortmund offers separate job placement services just for students.
Offers include both temporary and permanent employment. You can find these services at

Employment after Graduation


If you would like to work in Germany after graduation, your residence permit can be
extended to look for employment. Prerequisite is your graduation. You may look for work for
no longer than one year, and you must show sufficient financial means for that period. For
further information please contact your local Ausländerbehörde!

Internships during Your Degree Program


Many degree programs require an internship. It will offer you the opportunity to gain some
work experience, which could be helpful in your future job search. International students
who want to do an internship in Germany have to observe the following regulations:
Permission by the Ausländerbehörde is not necessary for internships that are mandatory
components of your degree program, even if you earn wages during that internship. It will
not be counted towards the 90 day/180 half day regulation in any way.
You must, however, apply for permission at the Ausländerbehörde to do a voluntary
internship that is not required by your degree program, even if you will not earn any wages.
For the first three months of a voluntary internship you can use your 90 day/180 half day
contingency, if you have not yet used it for other employment. Beyond that you will need
permission by the Ausländerbehörde.

Financial Problems
a) The AStA
The AStA offers a variety of support measures to students with financial problems:

Support fund
There is a social contribution included in the registration fee you pay every semester.
Currently 1,50 € go into the student support fund, which is used to provide interest-free
loans of up to 1022€ to students with serious financial problems. If you are enrolled at the
University of Dortmund, you can apply for such a loan. Information and application forms
are available at the AStA.

Hardship reimbursement (Härtefallrückerstattung)


Your registration fee includes a solidarity allocation of about 0,80 €. Through this allocation
about 300 students can be reimbursed for the cost of the Semester Ticket for public
transport that is also included in the registration fee. Unfortunately, not every student who
qualifies for this financial aid can be reimbursed. So applicants are ranked by their needs in
relation to their income, following the general guidelines used for BAföG with special
consideration of children and rent. Application forms are available at the AStA. (Records of
income, rent, utilities, and if applicable children, as well as your student ID card must be
presented when submitting your application.) Information on the application deadline for
each semester is also available at the AStA. Usually, applications must be submitted within
two weeks of the beginning of classes.

b) Studentenwerk Dortmund
The Studentenwerk also offers financial aid to students. All students at the University of
Dortmund and the other five institutions of higher education that the Studentenwerk
Dortmund offers services at are eligible to apply. Financial aid applications have to be
submitted in person at the Studentenwerk. Application forms are available at the
Studentenwerk Info-Point in the Mensa building.

Emergency Financial Aid


The Studentenwerk administers a financial aid fund that is also financed through your
registration fee. This fund supports students who experience serious financial problems to

Free Meal Vouchers (Freitische)
You can apply for free meal vouchers at the Studentenwerk. These vouchers are valid for all
meals offered in the university cafeterias. Usually, free meal vouchers are granted for only
one semester. You can, however, apply twice during the course of your degree program.

Debt Counseling Services for Students


The Studentenwerk together with the Diakonisches Werk Dortmund offers debt counseling
services for students. If you are experiencing serious financial problems or are already in
debt, you can get professional assistance to manage and pay off your debt. The counseling

Learning Foreign Languages during Your Stay at the
University of Dortmund
Your schedule will soon be packed with course work, a job and maybe an internship, so
there will be little time left to work on foreign languages. Nevertheless we would like to
encourage you to invest in your future career options and improve your language skills. The
university offers free German courses for students who have passed the German language
proficiency exam as well as free courses in English and many other languages.

German Language Courses


International students who have passed the proficiency exam and are enrolled in a degree
program can select from a variety of classes, including German grammar, pronunciation, or
culture as well as conversation classes, writing classes, and colloquia on writing a final
thesis.

International exchange students (SOKRATES/ERASMUS, USA programs) can attend a


preparatory intensive German class (advanced level) before classes start. The course
includes 80 hours of tuition as well as a tutorial.

Three times a year prospective students can take the German proficiency exam Deutsche
Sprachprüfung für den Hochschulzugang ausländischer Studienbewerber (DSH).

The Sprachenzentrum (language center) at the University of Dortmund does not offer
courses to prepare for the DSH exam!
