INVITATION TO SUBMIT A PROJECT PROPOSAL

The Local Government Unit – General Santos City (LGU-GSC) hereby invites all qualified
Non-Governmental Organizations/People’s Organization (NGOs/POs) to submit a proposal for the
implementation of the project described herein.

Name of Project: Trade and Product Development Program

Project Description: For the period January 2011 to December 2011, the selected NGO/PO
will act as the City’s project partner tasked to conceptualize and to
manage various project related activities to include but not limited to the
following:

1. Yaman Gensan 2011 (PhP1,000,000.00)

Conduct YAMAN Gensan 2011 (Yabong Maliliit na Negosyo sa Gensan) or the
General Santos City Business Month through the following activities:
1.A Techno-Transfer, Trainings and Seminar (12 trainings)
1.B Trade Fairs and Exhibits (4 trade fairs)
1.C Trade Competitions (3 competitions)
1.D Production of Promo Collaterals (2.000 pcs)
1.E Tri-Media Infomercials (10 exposures)
1.F Production of YG Magazine (500 pcs)
1.G Coordination Meetings

2. Development of the Processed Aqua Marine Industry (Tuna Value Added

Products), the OTOP of General Santos City (PhP150,000.00)

Institutional development and promotions of General Santos City’s One-Town, One-

Product (OTOP) through the following projects/activities:
2.A Techno-Transfer, Trainings and Seminar (4 trainings)
2.B Participation to Regional/National Trade Fairs (1 trade fair)
2.C Production and distribution of Promo Materials with OTOP Gensan
Logo (500 pcs)
2.D Coordination Meetings

3. Intellectual Property Business Development Services (PhP150,000.00)

Encourage awareness and participation of SMEs in the Intellectual Property (IP) system
through the following projects/activities:

Joselito Q. Torrecampo
3.A Seminars and Lectures (7 seminars/lectures)
3.B School-Based Info Drive (4 fora)
3.C Production and distribution of Promo Materials (500 pcs)
4.D Coordination Meetings

The LGU-GSC intends to apply the sum of One Million Three Hundred Thousand Pesos
(P1,300,00.00) for this program. Proposals with funding requirements above this amount shall be
automatically rejected.
The LGU-GSC now calls for the submission of proposals from the prospective project partner
NGOs/POs; accompanied by the necessary documentary requirements as listed in section 4.4 of
Circular No. 2007-01 (attached) of the Commission on Audit (COA).

A special committee for NGOs/Pos partnership has been tasked to evaluate project proposals relative
to this project. This committee will recommend the qualified NGO/PO considered as the appropriate
project partner to the City Mayor.

Interested NGOs/POs must submit their project proposals and other required documents on or before
April 20, 2011 2:00 P.M to the Chairperson, Special Committee, Office of the City Treasurer,
Ground Floor, City Hall Building, General Santos City.

The implementation of the project will be governed by the Terms of Reference in a Memorandum of
Agreement (MOA) to be signed between the authorized representative of the chosen project partner
NGO/PO and the City Mayor, upon the authorization of the Sangguniang Panlungsod.

For project partnerships between the LGU-GSC and NGOs/POs, the COA Circular No. 2007-01
guidelines for the granting, utilization, accounting and auditing of funds will be observed. All
