The Robert F. Lucas Outstanding Lieutenant Governor’s Award has been established to
recognize the outstanding work of district officers. An evaluation will be made on the basis of the
criteria set forth below. The criteria should serve as goals for all Lieutenant Governors.
Furthermore, such goals have been chosen as criteria because of the ability to judge them
objectively.
The decision to give, or not to give, an outstanding officer award to any particular Key Club
member should by no means be the ultimate determinant of the quality of his or her term in
office. While this award is certainly an honor, the New Jersey District hopes that all officers
receive more reward from the satisfaction of serving others than could be given in any plaque.
Only persons elected or officially appointed to their position may submit a binder for
consideration. Nominations are NOT limited to one per district and there exists no time
requirement for which the Lieutenant Governor must serve in office. Copies of all required
documents must accompany the nomination. In order to be considered for this award, the
nominee must accumulate at least a total of 1260 of the 1460 possible points. All nominations
must be submitted in binder form. The binder may not be any larger than four inches. Any
further questions regarding the compilation of a Robert F. Lucas Outstanding Lt. Governor
nomination binder should be directed to the District Governor.
Every Lieutenant Governor must submit a binder by Thursday, April 16th 2009
[ Club Newsletters ]
(100 points maximum. 25 points deducted for each newsletter under 10)
Produce and distribute at least 10 monthly newsletters for club presidents. The following
aspects are taken into consideration:

Content Including:
o Key Club International Information
o Kiwanis Family Information
o Key Club International Sponsored Activities
o Contact Information
o District Sponsored Programs
Timeliness of Covered Materials
Spelling and Grammar
[ Club Visitation ]
(100 points maximum. The percentage of clubs visited will equal the total number of points
awarded.)
The Lieutenant Governor must have visited every club within the division at least once.
[ Required Attendance ]
(200 points maximum. Points will be deducted for each event not attended.)
District Convention at the beginning and end of term
All Board Meetings during term (except with prior approval from the Governor and
Administrator)
International Convention during term
District Functions:
o Fall Rally Board Meeting
o Fall Rally
o At least the Regional Training Conference that covers his/her division
o Mid-Winter at the beginning and end of term
[ Dues Collection ]
(100 points maximum. The average percentage of district and international dues collected by
December 1 will equal the total number of points awarded.)
The Lieutenant Governor must ensure that 100% of district and international dues are paid
within the division by December 1.
[ Division-Wide Functions ]
(100 points maximum. The total points awarded will be based on the amount of projects and the
percentage of clubs participating in each.)
Lieutenant Governors are encouraged to hold division-wide functions and projects, including
Governor’s Visits. A Governor’s Visit is a function as is any social event. A project is having your
division partake in any service-oriented activity. Proper documentation must be submitted.
President’s Council Meetings do not count.
Note: President’s Council Meetings can be held in conjunction with a divisional meeting.
However, in order for points to be awarded for a meeting a 50% quorum of clubs must be
represented. Agendas must accompany the nomination.
[ Committee Work ]
(100 points maximum. 50 points will be awarded based on written correspondence and 50
points will be awarded based on the discretion of the Governor and Administrator on work for
the year.)
The Lieutenant Governor must regularly communicate with members of his/her district
committees and complete all committee work as assigned by the District Governor and
committee chair.
[ Service to Home, School and Community ]
(100 points if service is verified – deduct 5 points for every hour below 50)
Perform at least fifty (50) hours of service to home, school and community through Key Club
activities. Verification shall consist of a description of service performed certified by both the
club president and faculty advisor on the same piece of paper.
[ Miscellaneous ]
(50 points maximum)
Submit evidence of performance above and beyond the call of duty including recommendations
and documentation achievements not covered by these criteria. Points shall be awarded at the
discretion of the judges.
